 Background:

The Pharmacist/Dispenser will be part of a health team that will support the implementation of the IRC’s health programs in Mayo settlement in Khartoum to delivery of high-quality primary healthcare and reproductive health services.  S (He) will be responsible for overseeing pharmaceuticals distribution and monitoring at the IRC supported health facilities in Khartoum, Sudan. Responsibilities will include but not limited to day to day distribution of pharmaceuticals, monitoring of activities, and capacity development of health staff, report making, using Inventory Management Assessment Tool (IMAT), close collaboration with health facility staff and managers. Reports to the Health Manager, while working very closely with the Community mobilizer Officer and other health staff. The position is based in Khartoum.

 Duties and responsibilities:

·         Monitors the availability of medical products to avoid stock-outs and financial losses generated by expired items; Collaborates with the Health Manager  to define stock security levels in IRC’s health facilities;

·         In close collaboration with the Doctor, develops stock levels alert (based on an average monthly consumption morbidity data); gathers stock indicators, analyze them and discuss with to the Health Manager and or Supply Chain (SC) coordinator so as to avoid stock-outs and the financial losses generated by expired items

·         Applies Good Distribution Practices (GDPs) for pharmaceutical products at storage level, and Good Dispensing Practices in end user units. These include:

o   Documentation verification:

o   Conduct systematic checks of all medical goods purchased locally and for direct shipments, and control their details correspond to the requested specifications and the received documentation  (Certificate of Analyses)

o   Working with SC Coordinator Check conformity of the received goods with the PO (Purchase Order) and the PL (Packing List) (strength, origin, manufacturer, batch number)

o   Transportation and storage:

o   Ensure transportation of medical goods (including any dangerous goods and cold chain) is done in an appropriate manner and following national regulations

o   Handle cold chain products according to the recommendations of the manufacturer

o   Ensure that cold chain equipment is  working properly and that daily temperature monitoring of cold chain items is in place

o   Ensure to confirm the release of any cold chain item after a cold chain breakdown (fills the cold chain breech report and share with Health Manager

o   Ensure that appropriate storage conditions are in place for medicines and advise any need for improvements

o   Ensure controlled drugs are managed according to national regulation

o   Ensure stock rotation according to FIFO (First In First Out) and FEFO (First Expiry First Out)

o   Support in conducting monthly and annual physical stock counts

o   Quality assurance of commodities:

o   Ensure with the support of Health manager that all offered donations by any partner or others are in compliance with the IRC Quality Assurance Policy

o   Follow-up any claim reports from the field concerning quality (IRC Product Incident Form) with the Supply Chain Coordinator and maintains a file with all claims

o   Investigate and put in quarantine any medical product that has been identified as suspect - meaning that it may be counterfeit, unapproved, or potentially dangerous

o   Disposal and returns:

o   Ensure disposal of health care products is done according with national regulations/or IRC Waste Disposal SOP, and that a disposal file is maintained

o   Handle with the support of GSC Pharma QA Manager, any claim or batch recall according to WHO GDP guidelines (IRC batch recall SOP)

o   Organize return or exchange of rejected goods with the SC Coordinator

·         In collaboration with the Health Manager, ensure that health programs utilize standardized pharmaceutical protocols, policies and guidelines, as outlined by the Khartoum Federal Ministry of Health (FMOH) and WHO. Ensure that all health activities are consistent with established best practices.

·         Ensure sound data collection are in place for ongoing distribution of pharmaceuticals & monitoring at health facilities.

·         Support the Doctor and Health Manager  to ensure appropriate use of programme resources

·         Ensuring medicines are stored appropriately and securely

·         keeping up to date with how to archive current pharmacy practice, new drugs and their uses

·         checking dosage and ensuring that medicines are correctly and safely supplied and labelled (pharmacists are legally responsible for any dispensing errors)

 

Other

Other duties as assigned by the supervisor to enable and develop IRC programs

 Minimum Qualification, Skills and Experience Required:

Work Experience:

  • At least 1 to 2 years’ or more experience working in a health facility,
  • Ability and flexibility to understand and work within the cultural and political environment

Demonstrated Skills and Competencies:

  • Professional skills to provide sensitive and appropriate medical care
  • Familiarity with the local context: language, culture, etc.
  • Ability to maintain beneficiary confidentiality and respect at all times is essential.

Languages:

  • Fluency Spoken and written English

Computer/Other Tech Requirements:

  • Basic computer Literacy: Word and Excel will be an added advantage
  • Able to work and remain productive under difficult and high pressure situations with the ability to prioritize effectively, and respects and adheres to deadlines.

Education:

  • Pharmacists, Nurse with pharmacy/dispensing experience: certificate in Pharmacy or Nursing.

Certificates or Licenses:

  • Licenses to practice as a Pharmacist, in Sudan.

 

Working Environment:

Primarily the Pharmacist will be working in the IRC supported Health Facility in Mayo settlement of Khartoum and will  be engaged in pharmaceutical activities at the Clinic.
