Description

The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.
The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.
As a priority, NRC is therefore hiring a Finance Coordinator to be part of establishing NRC's programme in Sudan.

Duties and responsibilities

Generic responsibilities
Implement NRC’s systems and procedures at area level
Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
Prepare and submit reports and analysis
Ensure proper filing of all support documents
Support line managers in procedures and require support team trainings
Management of the finance team
Ensure that the accounting, monitoring and reporting are according to procedures
Support project staff in financial matters
Maintain budget control and monitor cash flow for Khartoum Office and Area Offices

Specific responsibilities
Manages NRC bank accounts in Sudan
Ensure the professional quality of the work of financial colleagues with guidance and supervision if necessary.
Prepares the BRS, BVA and gives advice and feedback to the Area Offices / Field Offices
Work with managers on the development of budget proposals.
Payroll review and payment on a timely manner.
Ensure that all taxes and social contributions are fully paid within the timeframe as per the law
Support and advice for the finance program.
Prepares and facilitates both internal and external audits.
Established, in collaboration with the Finance Manager or Financial Controller, reports to donors
Maintain budgetary control and cash flow monitoring for all bases.
Provides financial support and training in area offices
Participate in performance management of the Finance staff
Ensure the archiving of documents from the Finance department, both electronic and physical

Qualifications
University degree in finance and/or business management
Experience from working as a Finance Coordinator in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Personal qualities
Strong financial and analytical skills
Experience with ECHO, SIDA, NMFA, as a donor
Experience from large/complex or multi-applicant projects with stringent donor rules is very advantageous
Experience from working in a technical Finance position
Documented results related to the position’s responsibilities
Fluency in English and Arabic, both written and verbal
Understanding and experience using Agresso/Unit4 is an advantage Experience with start-up, exit or similar
We can offer
Duty Station: Khartoum, Sudan
Travel: At least 40% travel
Contract Period: 12 months, with possible extension
