PDDM Solutions is seeking a full-time A/E Program Manager (PM)/Civil Engineer for a client performing
work on a USAID South Sudan project in Juba, Sudan. The PM will be the primary point of contact with
USAID and must be full-time in country in Juba, Sudan. The PM bears primary responsibility for all
technical aspects of contract performance as well as management related requirements of the contract.
The PM must have strong writing and oral presentation skills, and be knowledgeable about the overall
technical, administrative, and logistical responsibility for the effective, efficient, and timely
implementation of all activities undertaken by the Contractor.

  • The PM must hold at least a bachelors degree in civil engineering, or another related engineering degree.
  • The degree must be from an accredited university in the United States, United Kingdom, Canada, Australia, or New Zealand.
  • The PM must possess 10 years experience in design, construction, and quality assurance of infrastructure projects and at least 5 years experience working in developing countries.
  • The PM must be a licensed Professional Engineer in the United States, United Kingdom, Canada, Australia, or New Zealand. All licenses and registrations must be current and in good standing, without any pending disciplinary action, administrative sanctions, or disciplinary history.

MAJOR AREAS OF ACCOUNTABILITY
• Proactively coordinate with our clients to manage changes in scope, budget and schedule to ensure
that the business value of the project is still achieved. Escalate issues and risks and proactively takes
ownership for resolution.
• Responsible for providing feedback to the project stakeholders and managers on the progress of work
and overall performance.
• Manage project schedule and budget based upon the original contract and any approved Change
Orders.
• Facilitate the definition of service levels and customer requirements. Interact regularly with existing or
potential clients to determine their needs and to develop plans for improving delivery. Advocate on
behalf of clients and represent clients' needs as appropriate to senior management. Work crossfunctionally
to solve problems and implement changes. Follow a defined, agreed upon project
management methodology.

• Contributes to team effort by accomplishing related results as needed.
MANAGEMENT & ADMINISTRATION
The PM will coordinate with the Government, who will request for Job Order (JO) proposal and will
delineate (1) general scope of work; (2) location of work; (3) character and extent of services; (4) specific
technical requirements as contained in the basic contract; and (5) time period(s) within which the work
must be performed. The PM must work with all disciplines to prepare an estimate of their time and
cost(s) by the specified response time in order to perform the work chargeable to the base contract and submit their proposal in writing to the CO within the time specified in each request for proposal letter. Each JO will: a) be sequentially numbered, b) contain the agreed to Scope of Work, services to be performed, specific deliverables and deliverables schedule, and c) negotiated budget amount and subcontract consent, if required, for performing the work.
The Job Order will be a letter or other written communication signed by the Contracting Officer. The Contracting Officer has sole authority to issue Job Orders and authorization to proceed.
The Contractor must submit a written request for the approval of a Job Order, through the Contracting Officers Representative to the Contracting Officer. In addition to a description of how work will be carried out, the Job Order proposal must include benchmarks, a detailed not-to-exceed budget, and the following, as applicable:
• Specific performance or quality standards
• Environmental review conclusions and recommended actions
• O&M issues and recommended actions

The USAID Contracting Officer may issue unilateral Job Orders based on the information received in an assessment or implementation plan with ceiling costs when deemed necessary to affect a rapid intervention.

QUALIFICATIONS
• Bachelors degree and 10+ years related design experience.
• 5+ years related in working in developing countries.
• PE required: licensed Professional Engineer in the United States, United Kingdom, Canada, Australia, or New Zealand. All licenses and registrations must be current and in good standing, without any pending disciplinary action, administrative sanctions, or disciplinary history.
• Good working knowledge of AutoCAD
• Good working knowledge of other engineering disciplines in order to communicate and coordinate with others.
• Good working knowledge of construction practices
• Knowledge of Federal, State, and Local Regulations

KNOWLEDGE AND SKILLS
• Experience with managing multiple projects.
• Proven ability to identify and deal with project risks including solving complex problems.
• The ability to adapt to changes.
• Knowledge of web technologies, application development, and MS/Office including specific expertise with MS/Excel and Word.
• Knowledge in the use of AutoCAD and other design software
• Effective written and verbal communications skills.
• Proven analytical and troubleshooting skills.
• Self-motivated with the ability to develop and manage project goals and deliverables.
• Ability to collaborate within business and technical teams to achieve desired results.
• Strong customer advocacy focus with a business balanced concentration.
• Knowledge and understanding of service agreements and contracts.
