 Background:

The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.
The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.
As a priority, NRC is therefore hiring an Access Coordinator to be part of establishing NRC's programme in Sudan.

 Duties and responsibilities:

The purpose of the Access Coordinator position is to develop a sustained and quality access strategy and support principled programme design and implementation by providing analysis and operational directions. The following is a brief description of the role

 

Liaison:

  • Maintain active contact with Access/Liaison counterparts from peer agencies (including Local Humanitarian Partners) and relevant organisations.
  • Participate in the CIVMIL coordination (if active).
  • Support the field office coordinators and HSS staff with establishing and maintaining contacts with the authorities in the areas of operation.

 

Analysis and Advocacy support:

  • Establish a context monitoring system to collect and analyse key information and data relevant to NRC’s programmatic and strategic decision making.
  • Monitor the security and political situation on the ground building on external network; share regular context updates and analysis.
  • Regularly provide written and verbal analysis to NRC country management team (CMG) and area teams highlighting conflict dynamics and trends analysing their impact on current and future NRC access and presence, to inform decision-making process.
  • Support the Policy and Advocacy department in identifying access related issues and in producing evidences for advocacy purposes.
  • Facilitate information management and dissemination amongst others through weekly context updates as well as ad-hoc analysis.

 

Field support:  

  • Support the NRC Country and Area Office Management Groups in making informed strategic decisions related to humanitarian access and the practical application of humanitarian principles.
  • Coordinate the implementation of access strategies for all operational areas. Participate in scoping missions and develop mission reports to inform decision making in new areas of intervention.

 

Programmatic support:

  • In coordination with Country Office and Area Office teams, contribute in designing access strategies for new operational areas.
  • Support in ensuring that program activities are planned, implemented and monitored safely through advisory and technical support.
  • Contribute in ensuring that all interventions are conducted in respect of the Do No Harm principle and in a conflict-sensitive manner.
  • Highlight operational dilemmas throughout all PCM phases and inform CMG decision.

 

 Minimum Qualification, Skills and Experience Required:

Qualifications

  • 3 to 5 years of experience with a satisfactory performance in the same or similar functional area preferably with UN or NGOs
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Technical expertise in humanitarian access
  • Demonstrable technical knowledge of and experience managing and/or advising on humanitarian access
  • Knowledge about own leadership skills/profile
  • Previous experience in remote management
  • Fluency in English, both written and verbal
  • Bachelor degree in related field
  • Advanced computer skills
  • Analytical-minded and able to read political /reference maps
  • General understanding of humanitarian work and PCM
Context/ Specific skills, knowledge and experience:
  • Experience in liaising with communities and authorities as well as NGOs
  • Experience of assessing political, social and security situations in the country
  • Fluency in Arabic
  • Familiar with local culture, politics and geographical areas
  • Strong interpersonal skills, including capacities to negotiate with non-government stakeholders

  • Travel: At least 70% travel
  • Contract Period: 12 months, with possible extension
