SUMMARY:
The Construction Supervisor will have architectural background and will support the Relief International AICS project construction/rehabilitations, in coordination with the Government, to implement the construction and or/rehabilitation and installation of all sectors (WASH, Health and nutrition) facilities of AICS project. To assess, plan and supervise and support all contracted out construction activities with the contractors. The position will actively participate in assessments, planning, designs, supervision of implementation, monitoring and evaluations of RI Sudan AICS project at Alsalam and Abushok camps.

Duties and responsibilities:
ESSENTIAL JOB FUNCTIONS:
RUNNING FIELD ACTIVITIES:
- Lead the implementation of ongoing projects (Construction and/or rehabilitation installation components) for IDPs, host community and RI operation areas to meet and ensure the RI standards and / or the national Health, WASH and Nutrition standards, depending on the context.
- Responsible for day-to-day coordination with the contractors and suppliers according to the needs and requirements on site;
- To organize the field activities (planning and logistics arrangement with the log team); He/she is responsible to develop documents as per donor guidelines, update drives and trackers with updated status,
- Prepare technical specification for infrastructure projects. To order the required material needed and control their use by the teams/contractors;
- Follow-up contracts with contractors and sub- contractors in collaboration with the log team.
- Responsible for the overall supervision of the WASH and building construction technical activities (water systems installation/construction, building related construction activities, rehabilitation/construction of health facilities, etc.)
- Give support and participate in the preparation of drawings, BoQs and Tender documents
- Participate and support in the designing of projects facilities ( health , WASH and nutrition)
- To collect GPS/GIS data on the field of work and to participate to the mapping set-up in consultation with TC
- To prepare bills of quantities and estimation of project durations in consultation with the technical projects Managers
- To control and to ensure that materials and ensure tools are properly and adequately used
- To ensure the standard quality of all structural, architectural, sanitary and electrical building drawings according to the required standard.
- To review and to approve in consultation with technical project Managers all construction designs and establish/ensure technical specifications, drawings, designs and guidelines are met according to the technical standards in materials and building/installation techniques
- To participate in the definition and drafting of agreements between partners/contractors involved in projects
- Facilitate construction site hand over, routine construction supervisions, conduct take off sheet measurement, prepare payment to executed works, take over completed projects and hand over to relevant bodies.
- To plan the execution of selected projects in consultation with the Manager
PROGRAM IMPLEMENTATION:
- Jointly with technical staff of implementing partners and other relevant sector (WASH, Health, Nutrition) actors, update detailed needs and resource assessments and revise designs of technical plans as necessary, taking into account practical aspects of implementation, long-term sustainable solutions, and relevant technical specifications and guidelines.
- To monitor the implementation process for targeted facilities
- To ensure respect for original agreements and plans previously defined
- To formulate any proposed amendments to agreements as well as original plans in writing approved by his line manager
- To control and ensure that the quality of work is done according to the rules of RI
- To show abilities to identify problems and proposes solutions
- To ensure that project lead times follow the planning
- To be ready to respond quickly to emergencies
- To participate in training partners and beneficiaries
- To maintain quality project data and support in maintaining and update the WASH, Health and Nutrition related database
- Design and adapt construction activities to State/locality context
- Facilitate and conduct visibility installation and erection at WASH and Building programs intervention areas.
- To apply and assure the application of standard operation procedures independently
SUPPORT DEPARTMENTS
Information collection and Reporting:
- To provide weekly and monthly plans and progress reports on distributions, assessments, infrastructure construction/rehabilitation and other project implementation activities
- To collect, analyze and report information independently
- To report on occurred problems without delay
- To report on program's implementation
- To provide statistics or other reports when required
- To keep information up-to-date at all time
Project assessment, Evaluation and monitoring of the program:
- To closely collaborate with the project Managers and involves them in planning, implementation and monitoring of joint RI activities of AICS project
- To collect relevant information (baseline info, external meetings) on the planned activities and to carry out (technical) assessments
- To contribute and to follow up the developed plans and tools by TCs for monitoring and evaluation of all Infrastructure/ WASH projects
- To organize and monitor construction works with local partners or contractors
- To conduct quality building Infrastructure & WASH technical assessments in collaboration with relevant staffs and Beneficiary leaders
- To ensure timely and quality monitoring, evaluation and reporting on activities
Interlocutors and Contacts and meetings:
- To coordinate with the RI partners at field level to ensure following of technical guidelines during implementations of project
- To coordinate with line ministries, departments and agencies for effective participation
- To coordinate with communities, to ensure community participation at all stages of the project implementation and get feedback from community for a good design, site selection and implementation of the programme.
- To ensure all structural, architectural, sanitary and electrical designs are inclusive of all groups of the community including disabled and elderly people.
- To occasionally attend sectors coordination meetings within sector and attend community meetings at field level
- To develop effective working relationships with relevant local partners and stakeholders
- To ensure tools and mechanisms for involvement beneficiary participation for all need of RI’s project implementation in Building infrastructure/WASH related matters are in place and on time.
- To liaise with other NGOs, various bodies and individuals, including local authorities, government agencies, clients, contractors, residents, suppliers, technical experts and other consultants
Follow-up and tracking:
- To follow-up to all contracting partners engaged in Infrastructure/RI projects
- To follow-up all technical projects implementation among the target beneficiaries
- To follow-up and carries out programs/projects monitoring and tracking (field visits, meetings, consultations)
Administration + Operations (Logistics):
- To plan, to organize and to carry out tenders on bid offers in collaboration with the relevant sectoral staffs
- To prepare the Requisition Orders in collaboration with the sector Managers
- To keep an inventory of the material and consumables used on the field
- To keep the technical tools, equipment and consumables in good condition of use and at an appropriate storage place
- To maintain and repair the technical tools and equipment
- Follow up of logistic supply chain for the projects, participate in purchasing of material and equipment for the same
- To actively follow-up all pending orders until final and timely delivery

Minimum Qualification, Skills and Experience Required:
QUALIFICATIONS AND EXPERIENCE:
Essential:
Education/Credentials:
- University degree in Structural or Civil engineering/ Construction with Architectural background or related field with a minimum 5 year of experience (NGO related experience is advantageous) in Building construction program field both in development and emergency situations.
- Experience in Water supply & sanitation, Sanitary design & installation, drainage…etc is advantageous
Experience:
- 5 years field experience in WASH and/or Building Infrastructure with architectural background.
- Experience with NGOs in relative sector is preferable

Strongly Preferred:
- Fluency in English and Arabic will be better
