 Background:

The overall purpose of this position is to provide overall day-to-day leadership and management Cash and Marketing activities under ERNE project in West Kordofan. This included design and roll out of market assessments that will be critical in cash programme.  Take part in the analysis, interpretation and reporting on the findings of market assessments and conduct periodic (monthly/quarterly) market assessment and map the high risk areas for intervention and develop Early Warning and Emergency Response (EWER) plan. The Role also including supporting training/capacity building for the community volunteers and local government and local partner staffs working  in cash program, supervising and providing ongoing mentorship  for the local committee  in the selection of vulnerable  household.

 Duties and responsibilities:

Coordination and Technical Support

  • Contribute to the design and roll out of market assessments that will be critical in cash programming;
  • Together with MEAL Officers, take part in the analysis, interpretation and reporting on the findings of market assessments;
  • Develop and roll out a systematic periodic (monthly/quarterly) market assessments as may be agreed on;
  •  Contribute to the preparation of Detailed Implementation Plans (DIP) for the ERNE project activities using Concern ‘s DIP package;
  • Using the findings of the market assessments, map the high risk areas for intervention and develop Early Warning and Emergency Response  (EWER) plan;
  • Closely work with the Nutrition and CRM colleagues to ensure that the target families for cash programming are objectively identified and selected;
  • Closely work with the state level Cash Working Group (CWG)/FSL cluster and the national social protection system that maybe in place in developing the targeting criteria.
  • Take part in the design and development of an appropriate system for cash transfer to the selected households;
  • Closely work with the identified Financial Service Providers (FSPs) to ensure timely, secure and efficient delivery of cash to the beneficiaries.
  • In collaboration with MEAL colleagues, undertake studies to assess the impact of cash transfer.
  • Where necessary ensure the technical staff of the line Ministries fully participate in the implementation of activities;
  • Take part in data collection using the Digital Data Gathering (DDG) system and other tools as may be requested;
  • Submit reports to the ERNE programme manager using standard reporting formats as may be required;
  • Contribute to the design of new projects in the FSL sector by collecting data and providing key technical information as may be needed;
  • Where necessary, ensure crosscutting issues such as gender, HIV&AIDS, accountability are mainstreamed into the FSL activities;
  • Follow up and track the implementation of the national NGO partner’s activities and provide field support to the their staff, Community Based Extension Workers (CBEWs), and volunteers;
  • Hold frequent meetings with national NGO partner staff to ensure that the technical standards are followed in the implementation of FSL activities;
  • Visit the national NGO partner’s project locations, track the progress of the activities, flag-off challenges and provide solutions for moving forward to reach the objectives;
  • Capacity Building:
  • Provide technical support during capacity building trainings, workshops and other evens as per the request (e.g. collecting information for presentation, data collection, presenting stories of success from the field);
  •  Train the community volunteers in areas identified for capacity building;
  • Representation:
  • Take part in technical missions conducted by stakeholders and UN agencies e.g. joint monitoring mission, evaluation exercise;

Representation:

  •  Participate in the health coordination meetings at state level and represent CONCERN in technical meetings as needed.
  • Represent CONCERN in technical health missions conducted by stakeholders and UN agencies.

Management:

  • Conduct  performance development reviews (PDR) for staff line managed(if any)
  • Help collate yearly leave plan for health facility staff in coordination with SMOH and arrange coverage where necessary.

Other Duties:

  • Engage in Emergency response as and when required by the Organization.
  • Support implementation of other activities of ERNE Project as soon as the manager and team Identify the gap.
  • Carry out additional responsibilities assigned including administrative and Planning Function.
  •  Any other Tasks agreed with Line Manager.
 Minimum Qualification, Skills and Experience Required:
  1. Education
  • A Bachelor’s Degree in either in Business Administration, Economic   or  finance  with 2 years’ experience in NGO
  1. Job related Experiences
  • Knowledge and experience in  Cash Market  Assessment  and working with and through local partners
  • Good understanding of cross cutting issues- gender, HIV and AIDS, DRR, etc. and how to integrate them into public health and nutrition programmes.
  • Excellent programme planning, monitoring and evaluation, interpersonal/communication and report writing skills and demonstrated ability to work effectively in teams.
  • Fluent in both spoken and written Arabic and English.
  • Proficient in the use of computer applications
