Background:
Vétérinaires Sans Frontières - Germany(VSF Germany) is a non-governmental, non-profit making international Organization, engaged in the field of veterinary relief and development work providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist communities. VSF Germany implements activities in Ethiopia, Sudan, South Sudan, Kenya, and Somalia. VSF Germany is registered and licensed in Sudan by Humanitarian Aid commission (HAC) since 2010 and renewed its license every year.

Duties and responsibilities:
| VSF Germany is currently implementing a consortium project entitled “Integrated Development and Resilience Initiative in South Kordofan and Blue Nile States (IDRI- SKBNS)” together with its INGO and NNGO partners in Blue Nile and South Kordofan States. Under the direct supervision of Country Director, the Consortium Coordinator (Head of Project Coordination Unit – PCU) will be responsible for ensuring well-coordinated, consistent and quality implementation of the funded consortium project adhering to VSF Germany & donor procedures. The Consortium Coordinator will be accountable for the overall achievement of the contractual objectives (timeframe, targets/indicators, and budget) of the projects and for monitoring that the activities are implemented accordingly by the respective consortium partners. With the support of the technical and support staff from all partners, this position will be responsible for establishing and maintaining an integrated vision among partners while being accountable for delivery on project objectives, targets, time, and budget ensuring alignments and cost effectiveness. The position will serve as the key liaison and focal point with relevant stakeholders and will facilitate the collaborative partnership between them and the consortiums partners. |
| Key Responsibilities |
- Strategic Planning and Leadership:
- As part of the Consortium Governance Team, responsible to present the critical analysis and information and recommendations on strategic, operational and financial matters and support in decision making by VSF Germany and partners.
- Work with and supervise the overall project implementation across all consortium members, to ensure the technical and geographical coherence of the project
- Supervise the overall management of the project financial resources, with the support of concerned departments of consortium lead and partners
- Under the strategic guidance of consortium lead he/she should , participate in meetings with donor to share project progress updates and support in decision making on various programmatic and operational issues of concern
- Project Management:
- Liaising between different actors of the consortium (donor, partners, internal and external actors) and oversight for planning, action design and delivery of objectives, strategies, plans and budgets of the partners.
- Cooperation with the Country Program Manager to coordinate implementation of projects activities.
- Management oversight of all aspects of the consortium, including program implementation and finance utilization
- Represents the Consortium at donor meetings.
- Ensuring that operational and administrative procedures are followed according to Donor and VSF Germany guidelines
- Ensuring close cooperation between the consortium partners on programmatic synergies and complementarities with the aim to identify issues to address and make recommendations for improvement
- Ensuring that Consortium action activities are implemented according to the initially agreed work plan
- Consolidation and preparation of narrative reports and other ad hoc reports; reviewing the financial report
- Coordinating and facilitating regular meetings with Consortium members on program management issues, as well as other relevant and ad-hoc meetings and workshops.
- Ensuring that the action complies with both internal and external quality standards
- Be accountable for quality assurance of performance measures (e.g. outcome indicators, interim milestones, and the efficacy of the overall monitoring and evaluation systems); ability to devolve responsibility
- Communication and Coordination
- Lead on the set up and implementation of efficient coordination and communication mechanisms between consortium team members at the field and country office level.
- Strategizing on engagement of stakeholders in the action, including representing the consortium in coordination different mechanisms
- Ensuring high quality of communication among the Consortium partners and, providing of professional recommendations and relevant data to strengthen advocacy efforts of the Consortium action
- Provide leadership in different working groups establish under the consortium arrangement including M&E Working Group, Finance working group etc.
- Coordinate with advocacy lead of consortium lead and partners and feed into in-country and international advocacy initiatives through regular contextual analysis and evidences from the project implementation

- Grant Management:
- Take the overall lead in facilitating and compiling project planning in coordination with consortium members
- Lead on the overall programmatic, logistic & financial management of the project, including the identification of risks and obstacles, to ensure donor compliance in terms of project deliverables & eligibility criteria
- With the support of the technical specialists, develop specific strategies for cross-cutting themes (gender, diversity & inclusion, protection, and advocacy) for the consortium project
- High quality and consistent delivery of consortium project ensuring full utilization of financial resources aligning with donor and VSFG conditions
- Lead on the contractual reporting (narrative and financial) in coordination with consortium members.
- Monitor the proper financial management and forecast of budget lines across the consortium, in coordination with the finance departments
- Undertake regular monitoring of activities, including field visits and regular consortium meetings
- Ensuring that financial contractual obligations are followed according to Donor rules and regulations
- Conducting regular budget and finance meetings with Consortium partners to ensure the spending is according to the initially agreed budget.
6. Capacity Building
- Strategic leadership on capacity development, identifying requirements for organizational capacity building
- Developing, in coordination with the Consortium partners, and other stakeholders, lessons learned in the design and implementation of Consortium activities
- Oversee the development relevant communication materials.
7. Monitoring, Evaluation, Accountability and Learning (MEAL):
- Take lead on the Consortium Project Quality, undertake consortium program reviews to ensure the technical coordination and the quality of the project across the consortium
- Lead on the elaboration, implementation and revision of an effective MEAL plan and monitoring and clients’ feedback systems throughout the project, in coordination with the Consortium MEAL officer
- Overall responsibility for project monitoring, with support from consortium monitoring and evaluation manager
- Lead on the relevance and quality of monitoring reports, analysis and data trends, including recommendations produced by the Consortium MEAL working group
- Promote cross learning and sharing across all consortium partners; produce high quality communication material for external dissemination

Minimum Qualification, Skills and Experience Required:
- Minimum. bachelor’s degree in Veterinaries science, Public health, development studies, Agriculture or any other related field, Master degree is desirable
- At least 4 years’ experience in managing/overseeing development projects, with sound experience in consortium project management.
- Strong oral and written communication skills.
- Experience in coordinating projects with multiple stakeholders; proven capacity to coordinate the Consortium Partners.
- A proven team player with ability to plan own work, manage competing
- Priorities and work under pressure when required
- Familiarity with NGO working environments and procedures
- Familiarity with Germen funded (BMZ, GFO) projects is an asset
- Fluent in English & Arabic;
