UNDP’s Peace and Community Cohesion project (PaCC) seeks to contribute to the reduction and mitigation of community level conflict and insecurity by investing in initiatives that address key drivers of conflict and insecurity.

Rubkona county of Unity State was the focus of some of the worst violence during the 2013 crisis. The county was heavily affected by the war and the Bentiu protection of civilian (PoC) site, established in December 2013, is still home to 117,767 internally displaced people. Although most IDPs indicate that they will return to their communities once there is peace, tensions between IDPs and host communities, inadequate access to basic services and lack of livelihood opportunities have kept many from doing so.

Whilst many indicated that they will return to their community if there is peaceful environment, access to services and livelihood opportunities influence IDPs decision for resettlement.

UNDP’s PaCC focuses on improving community trust and providing livelihood opportunities as important for the return and reintegration of IDPs. Thus, UNDP have invested in the youth activities for reintegration through capacity building in peacebuilding, infrastructure development and socio-economic activities.

UNDP PaCC project is working with youth groups from PoC, Rubkona and Bentiu on sports - to open door for dialogue, defuse tensions and nurture strong relations across cultural, social and economic divides between IDPs and host communities.

Through partnership with a local organisation, Action for Conflict Resolution (ACR) sports activities, are held to promote peaceful relations. To strengthen these initiatives, football and volleyball, sports clubs’ coaches, require training to strengthen their ability to train the youth clubs.

UNDP is looking for two sports trainers in the field of football and volleyball to conduct training for the various football and volleyball clubs in Bentiu.  The training will take place in Bentiu town, Unity State and will target 20 coaches for each respective sport.

Duties and Responsibilities
The Consultant is expected to have a thorough knowledge and understanding of the principles of sports coaching, sports psychology and team building.

The Consultant is expected to:

  • Develop a 10-day training programme on how to develop sports activities that promote peacebuilding and community cohesion and teach conflict resolution skills, focusing on teamwork, fair play, and inclusion and integration of different ethnic groups;
  • Conduct a 10 days sport coaching training in Bentiu Town;
  • Assess the training participants’ capacity towards coaching before and after the training
  • Document possible indicators for best practices and produce a handout for dissemination and use by the coaches;
  • Produce final report for the training with recommendations to monitor and increase women participation in sports in Bentiu POC, Rubkona and Bentiu town.

Expected outputs and deliverables:

Based on the detailed list of tasks outlined in the scope of the work section, the consultant is expected to deliver the following outputs:

Before training:

  • Develop a 10-day sports coaching training programme
  • Establish indicators to measure the coaches’ development before and after the programme
  • Evaluate coaches’ abilities before the training

During training:

  • Deliver the training
  • Onsite monitoring of immediate learning progress

After the training:

  • Submit a report as well as:
  • Action Plans by the coaches on how to use the skills and knowledge from the training.
  • Commitment by coaches to form or support more women sports teams.
  • Production of monitoring plan for the commitments made by the coaches.

Required Skills and Experience
Academic Qualifications:

  • Master of Arts in sports, or relevant degree in a related area is required and two (2) years relevant experience. Or At least 5 years of demonstrable and relevant experience in conducting sports coaching and trainings combined with a bachelor’s degree may also be considered.

Experience:

  • Experience in engaging with sports services for promoting peace and wellbeing through sports;
  • Demonstrable experience of operating in areas with accessibility challenges;
  • Demonstrable strong oral and written communication skills;
  • Good interpersonal skills and ability to work in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity; and
  • Ability to work independently with minimal supervision and maintain flexibility in working hours.

Language:

  • Fluency in written and spoken English is required;
  • Knowledge of Arabic is an advantage.

NOTE: Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hours working day - lunch time is not included).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the consultant wish to travel on a higher class he/she should do so using their own resources.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation Process:

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical Evaluation - Total 70% (700 points):

.Candidates with proven experience is training for both sports (football and volleyball) will be assessed for both assignments and those with a single specialty assessed for one.

 

  • Criteria 1: Experience in sports and relevant specialty (football, volleyball or both): Weight = 10%Maximum Points: 100;
  • Criteria 2: Experience in conducting assessment and trainings especially of sports and sports coaching 30: Weight = 30%Maximum Points: 300;
  • Criteria 3: Experience in engaging with sports services for promoting peace and wellbeing through sports: Weight = 15%Maximum Points: 150;
  • Criteria 4: Proposed methodology: Weight = 15%Maximum Points: 150;

Having reviewed applications received, UNDP will shortlisted three - four candidates who have obtained a minimum of 490 points in the Technical Evaluation who will be considered for the Financial Evaluation.

Financial Evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award:

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional Arrangement:

  • The consultant can make use of the UNDP offices in Bentiu, South Sudan and is expected to use their own computer/laptop and cell phone.
  • The consultant will be contracted for 10 full-time working days.
  • The consultant will report to the Project Manager of the Peace and Community Cohesion Project, who will review and approve delivery of outputs.

Payment Modality:

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • 20% shall be paid to Consultant when training programme and modules shared with UNDP.
  • 80% shall be paid to consultant when training conducted, and training report finalized

Technical proposal comprising of the following:

  • Letter of Confirmation of Interest and Availability using the template provided by UNDP
  • Personal CV or P11, indicating all prior experience with similar projects, as well as the contact details (email and telephone number) of the Candidate and three (3) professional references
  • Brief description (max. 1 page) on why you consider yourself as the most suitable for the assignment, sports specialty (football, volleyball or both) and a methodology (max. 1 page) for how you will approach and complete the assignment

Financial proposal: Indicating the all-inclusive, fixed total contract price, supported by a breakdown of costs.
