 Background:

National consultant for the HIV Prevention Component of the HIV program and mid-term review.

 Duties and responsibilities:

Under the technical leadership of the International Consultant for HIV Prevention Component of the HIV program and mid-term review, the direct supervision of the Health team leader at UNFPA, the lead national consultant for HIV prevention program component of the program review and the midterm review s/he will support and contribute to the attainment of the following objectives
1. To conduct the evaluation of the HIV prevention program in Sudan in line with the HIV national strategic plan 2020 – 2022
2. To lead on the prevention component of the mid-term review of the national strategic plan 2020 – 2025.

 

Actively contribute to the inception report that includes description of the evaluation methodology and data collection tools, including questionnaires and guides for individual and group interviews.
 Actively contribute to the Key finding report highlighting the major findings and recommendations from the evaluation.
 Support the lead consultant in presenting the findings to the key stakeholders.
 Lead in implementation of focused group discussion with target beneficiaries and key stakeholders on HIV prevention with emphases on key population.
 Support the implementation of Consultative workshop, meeting discussion notes, minutes with key issues discussed and actions needed.
 Provide detailed comprehensive report of HIV / AIDS Prevention incorporating inputs from the stakeholders.

 

Place where services are to be delivered:
Federal ministry of health, Disease control directorate, and UNFPA. As the evaluation process will entail field visits, focus group discussions, meetings, workshops and other evaluation data collection methodologies; the consultant will have field missions, and frequent engagement with UNAIDS, WHO, UNDP and other partners and key stakeholders.

 Minimum Qualification, Skills and Experience Required:

Advanced university degree in social sciences, public health or related fields.
 Specialized training in monitoring, evaluation and project/program management will be an added advantage.
 Good understanding of the AIDS epidemics in the Middle East and North Africa region.
 Knowledge of the guiding principles/recommendations on HIV/AIDS prevention and care with focus on prevention among key and vulnerable groups.
 At least 10 years of working experience in designing and managing program/project evaluations especially in the areas of HIV/AIDS or similar public health programmes.
 Proven experience in undertaking monitoring and evaluation programmes of key population.
 Experience in designing, managing and/or evaluating key population activities.
 Excellent analytical and written skills proven by produced evaluation reports or relevant documents in English
 Demonstrates integrity by modelling the UN values and ethical standards;
 Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
