Description
Muslim Aid is a faith-based British international charity that provides help to people who are victims of natural disasters, conflict or suffering from poverty, hunger, disease and illiteracy. It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.

Background:
The Position Holder will be responsible for the efficient and effective production of all aspects of Sudan CO office-Field Office finance including financial management, partner financial management capacity, budgeting, donor reporting and general accounting support within Sudan country program. To work with the Head of operation to enhance strategic financial management, manage risks and liabilities, enhance programmatic effectiveness through ensuring compliance with donor expectations and requirements and ensuring good stewardship and operational efficiency.

Duties and responsibilities:
Goal 1: Ensure compliance with financial policies and procedures and effectiveness of the day to day financial transaction and activities exulted by finance staff.
Goal 2: improve Donor compliance, through joint collaboration with project holders and finance staff.
Goal 3: improve project holder’s skills in financial management of grants and program activities.
Goal 4: provide supervision and guidance to the finance staff in generating reports to Khartoum office and field offices and HQ.
Goal 5: Represent MA at different level, with regards to financial matters to influence decision- making that are beneficial to the organization.
Goal 6: Support the Head of operation in audit issues
Goal 1:
- Bank and cash transactions are implemented as per MA policies and procedures.
- Cash advances are liquidated within 15 days after taking the advance.
- Balance sheet accounts are reconcile on timely basis.
- Provide monthly fund balance reports with accurate expense and revenue data by the 7th of every month to all Budget Holders as well as BVA( Budget versus actual) and analyse over/ underspending to get feedback from program and make necessary correction action.
- Develop system to track commitment and outstanding contracts update on monthly basis
- Account transactions are reviewed and posted in timely manner in account software.
- AD-hoc reports produced as required.
- To ensure that deadlines are documented and met, and budget Managers are provided accurate financial reports in an appropriate format on a monthly basis to facilitate effective resource management.
Goal 2
- Improve Donor compliance, through joint collaboration with project holders and finance staff.
- Proper donor coding as well as accounting code.
- Grant spending plan compared and analysed in relation toBVSAs and cash projection on monthly basis.
- Grants closures financial reports( UNCHR-WFP-UNICEF) produced in timely manner
- Spending limit, authorization and approval levels of each manager is defined.
Goal 3
- Improve project holders skills in financial management of grants and program activities
- Train program staff in budget planning and financial management.
- Approval levels matrix produced, that defines functions and activities to be perform at each level.
- Review of accurate cash forecast developed by area coordinator and program manager
Goal 4
- Provide supervision and guidance to the finance staff directs report in the Khartoum and field offices.
- Make monthly meeting for finance staff to address issues and feedback for problem solving
- Performance plan for Finance staff produced and filled within the first 2weeks of the new fiscal y
Goal 5
1-Represent MA at different levels, with regards to financial matters to influence decision- making that are beneficial to the organization.
Goal 6
Support the Head of operation in Audit issues
Any other duties commensurate with the accountabilities of the post.
