 Background:

The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.
The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.
As a priority, NRC is therefore hiring an Education Technical Officer to be part of establishing NRC's programme in Sudan.

 Duties and responsibilities:

The purpose of the Education Technical Officer position is to contribute specific technical competence to project implementation, with a strong focus on NRC staff, government, teacher and incentive worker training and capacity building on pedagogy, classroom management, PSS, CS/PSEA, EiE, and lifesaving messaging (including WASH in schools and COVID-19 health & hygiene). The Education Technical Officer will contribute to the overall educational quality of NRC programming and will provide day-to-day technical support to the Education Coordinator.

  • Ensure high levels of technical quality in the field when implementing Education activities, with a strong focus on student retention and learning outcomes
  • Contribute significantly to assessments (baseline/endline, needs, capacity, learning outcome)
  • Support data analysis and tracking of progress on indicators; use data to make technical quality recommendations to strengthen programming
  • Lead on identification of training needs and create a capacity building plan for teachers, parents, headmasters, PTAs, SBMCs, and SIPs
  • Support training for NRC staff; develop and lead ongoing capacity building for teacher and incentive staff professional development
  • Pilot implementation of NRC’s Teacher Professional Development framing paper/toolkit
  • Pilot implementation of NRC’s Learning Assessment Toolkit; support MoE, teachers and incentive staff on rollout and monitoring of learning outcomes (including ASER)
  • Contribute to proposal and strategy development through technical inputs
  • Any other task relevant to the position as requested by the line and/or technical manager

 

 Minimum Qualification, Skills and Experience Required:
  • Technical experience working in a humanitarian/ recovery context required
  • Experience working in complex and volatile contexts preferred
  • Significant Education in Emergencies expertise required
  • Documented results related to the position’s responsibilities preferred
  • Solid computer skills, including MS Word, Outlook and Excel required
  • Ability to work diligently both independently and in a team setting required
  • Willingness to travel regularly to the field in under-resourced settings required
  • Fluency in Arabic, both written and verbal required; advanced English language skills required
  • Context/specific skills, knowledge and experience:
  • Experience as a teacher trainer or staff capacity builder required
  • Experience running ASER or EGRA assessments preferred
  • Knowledge of the EiE context in Sudan is required
  • Knowledge of the circumstances, needs and challenges displacement and conflict-affected refugee, host community, returnee and IDP children face preferred
  • Experience with EiE and formal basic education in a humanitarian context preferred
  • Experience working with children required; experience as a primary classroom teacher preferred
  • Experience liaising with government and MoE stakeholders an asset
  • Field level experience with an NGO preferred
  • Understanding of SPHERE and INEE Minimum Standards is required
  • Candidates with a university and/or advanced degree preferred; significant experience in the field of Education, PSS or Child Protection considered in lieu
