 Background:

ROLE PURPOSE: 

Education is a fundamental component of humanitarian response: it contributes to the physically and psychologically protection of children, their families and communities; it supports and promotes the continuation of child development and learning and helps prevent drop out; it presents an opportunity to improve the reach, quality and relevance of education, including building resilience. Considering the importance of the EiE, Save the Children recruits Education  Technical Specialist.

The Education Technical Specialist will be responsible for the quality design, scale up and representation of Save the Children’s EiE programming. The role holder will ensure that partners and SCI EiE teams have the capacity to address key EiE needs through ongoing technical support and guidance. S/he will provide strategic and technical leadership for the growth and development of the EiE portfolio in Sudan and will be a lead on developing/overseeing proposals and securing funding for EiE programs in close coordination with partner organizations and the SCI team. S/he will ensure the coordination of all EiE activities through active participation in coordination meetings and working groups. H/She should also have experience of working on EiE Programs in fragile contexts.

S/he will also be involved in networking, collaboration and partnerships with relevant stakeholders in the country (Government ministries, UN agencies, INGOs and civil society organizations), as well as supporting coordination internally.  S/he will also support ongoing advocacy and media efforts

 Duties and responsibilities:

representation, Advocacy & learning;

  • Play a key role in supporting the Education Lead in designing, monitoring and reporting of the education elements of the Country Strategic Plan, in particular ensuring coordination and incorporation of education technical inputs
  • Provide leadership and guidance for the education technical team in driving the development and realization of ambitious yet practical sector specific strategies and plans which are able to lead to the realization of CSP goals related to the EiE part
  • Take the initiative in documenting lessons learned, best practices and case studies to shape in-country strategies on the EiE and programme approaches, and contribute to other sectors learning.
  • Support setting-in a culture of information sharing among the team as well as with other functions.
  • Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organizational strategic objectives, and turn these into action.
  • Play a leadership role in shaping EiE communications and media priorities in line with thematic priorities.
  • Represent Save the Children in relevant internal and external forums including donor meetings (as appropriate) related to EiE.
  • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, such as the EIE cluster, ensuring the specific needs of children in EiE are being addressed.

 

Program design and quality;

  • Lead on the development and submission of quality proposals in response to identified opportunities in EiE; serve as technical lead and/or lead technical writer, as required.
  • Ensure meeting the deadlines of proposal, and this include the off and online application, liaise with field to get necessary information as well as well as to work closely with the BD to ensure maintaining the timeframe of the proposals development and submission.
  • Support country office in formulating program designs, implementation plans, and country strategies for education including EIE and inclusive education.
  • Ensure technical standards exist for all education programming and in the early recovery contexts adhering to humanitarian standards.
  • Proactively promote high quality EiE technical approaches within the country.
  • Lead on the Save the Children HRP development and all SHF related fund.
  • Ensure minimum standards are maintained in accordance with the INEE standards and guidelines
  • Ensure oversight of education programme implementation to ensure high quality, timely delivery of programme activities, for example, monitoring against log frames as well as well consideration of the EiE framework.
  • Identify EiE programme supply needs and supports EiE staff and the logistics team to put in place a sensible phased procurement plan and budget.
  • Work together with PDQ and operations teams to initiate and design high quality, cost-effective, innovative and sustainable education project proposals and concept notes.
  • Work together with the humanitarian and emergency teams to enhance the humanitarian responses and pre-positioning
  • Support roll out of the Save the Children Common approaches with special focus on Literacy and Numeracy in emergency context.
  • Ensure the CP is well mainstreamed in all EiE projects and coordinate with CP Technical Specialist, CP Operation team to ensure they have well contributed and hold the responsibility in both the design and implementation technical support and the reporting

 

Program Delivery Support, Reporting and MEAL;

  • Provide technical assistance and leadership to project backstopping support to Save the Children’s EiE and development portfolio, including in-person and remote assistance.
  • Assist in the conceptualization and development of integrated approaches to education programming, by sharing technical expertise in related areas (e.g. gender, inclusive education, technology, CP etc.). 
  • Ensure the EiE quality learning framework is followed in the implementation and provide guidance and technical guidance to make this happen.
  • Oversee/support program managers in the preparation of timely programme and donor reports on project activities in compliance with internal and external requirements.
  • Lead EiE technical assessments in coordination with other Save the Children thematic areas, as well as other external agencies.
  • ensuring that assessments’ findings are documented and that all assessments include a specific child views and analysis of children’s needs.
  • Collaborate with Programme Operations to ensure the delivery of high-quality, timely and donor- compliant deliverables for all programs.
  • Coordinate with the MEAL and initiate ideas and research to address barriers to children’s learning.
  • Work closely with the MEAL team to put in place EiE M & E plan, ensuring this is linked to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Support establishing accountability mechanisms for beneficiaries including children in all areas where SC implements EiE interventions. ensuring that feedback is incorporated into programme design and learning.
  • Lead the development of EiE sector response plans and master budgets and contribute to Save the Children’s overall response strategy.
  • Provide technical guidance and inputs where relevant to the PDQ and operations teams partners and conduct technical review of donor reports to ensure that the reports are of high quality from a technical point of view as per expectations in the project proposals
  • Act as PDQ focal person with the members for all EiE grants that include- but not limited to- -; ECHO, ECW, SHF, NMFA and other emergency grants.
  • Provide feedback to the members as well as to the donors on the EiE grants as required. As well as patriciate in different meetings with members or donors related to the EiE respective grants.

 

Capacity Building;

  • Develop EiE learning needs assessment and capacity building plans for both Save the Children and partner’s staff, linking capacity building initiatives to wider opportunities identified via coordination and networks. Oversee their implementation through regular reviews.
  • Coach and mentor Save the Children EiE managers, coordinators, officers as well as their national level counterparts.
  • Oversee development of technical training material that will improve the different components of EiE portfolio within Save the Children.
  • Provide technical guidance and training (in-person and remote) to country programs to ensure quality education programming that will increase the number of children who are learning.
  • Ensure the learning from different EiE programme is captured, shared and best practice are replicated.
  • Support the quality reporting through providing organisation/training on the donors reporting templates and or coordinate with the members on this as well as through a technical review of the donors’ reports.
  • Actively participate in the regional learning forums and share this widely with the Staff.

  • Demonstrate leadership in relation to Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Deliver high quality results and development effective relationships with country programme staff which enhances the reputation of Save the Children.
  • To perform such other responsibilities as agreed with the line management.
 Minimum Qualification, Skills and Experience Required:
  • Bachelor’s Degree in Education, Social Sciences, Human Rights Law, Development Studies, Gender Studies or similar (undergraduate degree may be considered in conjunction with equivalent field experience).
  • Other relevant qualifications relating to education, programme management and or capacity building/learning and development
  • Arabic language is an advantage

 

EXPERIENCE AND SKILLS

Essential

  • Working background in the field of education, international law or humanitarian aid.
  • A good understanding of adult learning and work place learning methodology.
  • Excellent programme/project management experience with proven experience of managing complex cross-organisational projects with multiple stakeholders.
  • Budgeting, financial management skills gained through demonstrated budget-holding responsibilities.
  • Experience in working remotely and in building strong collaborative relationships.
  • Demonstrated experience in building and maintaining productive working partnerships.
  • Proven experience in the monitoring and evaluation of learning and development programmes.
  • Excellent writing, communications and networking skills in English and Arabic.
  • Office and Excel computer skills.

Desirable 

  • Experience of working in humanitarian settings, in particular working with education in emergencies.
  • Academic degree or equivalent experience in relevant area, for example, social work, adult learning or global/humanitarian studies.
  • Experience of working on an accredited learning programme or working with a university or professional standards organization.
  • Coaching/mentoring skills.
  • Experience of Distance Learning technology and methodology.
  • Specific experience of designing and managing ECHO, OFDA, UNOCHA and other major donor projects.
  • Work with the Cluster as well as experiences on the HRP and SHF development and design
