IFES seeks an Elections Advisor to support a rolling analysis in Sudan of the political transition and stakeholder readiness to hold transitional elections, and to provide initial technical assistance to Sudanese election stakeholders, as requested.

This is a five-month consultancy (April 15-September 15). The Elections Advisor will work under the supervision of the MENA Senior Program Manager, with technical support from IFES' Sr. Global Advisors. The position is contingent on expected funding.

Job Responsibilities

The Elections Advisor will serve as a key programmatic representative in Sudan for this program. In close coordination and consultation with IFES, the Elections Advisor's responsibilities include, but are not limited to, the following

  • Provide ongoing analyses of the election environment, including readiness of election stakeholders to hold credible transitional elections;
  • Establish and maintain contacts with Sudanese election stakeholders, IFES's partners, and other international organizations;
  • In consultation with IFES advisors, provide electoral advisory expertise to election stakeholders on priority topics that must be considered to hold credible transitional elections, as requested, such as the timing and sequencing of electoral events, electoral system and legal framework design, voter registration, and constituency delineation;
  • Organize meetings and dialogues with election stakeholders, as requested, including virtual meetings; and
  • Provide weekly reporting to IFES, including updates on political and electoral developments and analysis of any changes on the political horizon that may positively or negatively impact IFES activities.

Education and Qualifications

  • Bachelor's degree or equivalent in Political Science, International Development, International Law or other relevant discipline; Masters preferred;
  • Minimum of 8 years of relevant work experience directly related to democracy and governance and/or election administration and operations;
  • Experience providing specialized technical assistance, advice, and capacity building on electoral processes to election stakeholders in Sudan or the region;
  • Demonstrated knowledge of the political transition in Sudan, economic and social issues that may impact the transition, and the existing legal framework for elections;
  • Experience in working with international organizations is a plus; and
  • Fluency in written and spoken Arabic and English required

Travel: Occasional in-country travel may be required.
