Background

Recent developments in Sudan have created the potential for renewed international engagement to support peace, development, and the ratification of international labour standards. The Transitional Government of Sudan (TGoS) identifies 10 major priorities, in its general framework for the transitional period.

  1. Putting an end to war and building fair, comprehensive and sustainable peace.
  2. Addressing the economic crisis and establishing the bases of sustainable development.
  3. Combatting corruption and commitment to transparency and accountability.
  4. Promoting public and private freedoms and safeguarding human rights.
  5. Ensuring the promotion of the rights of women in all areas and their equitable representation in the structures of governance.
  6. Restructuring and reforming the organs of the State.
  7. Establishing a balanced foreign policy that ensures the interests of Sudan.
  8. Supporting social welfare and development and preserving the environment.
  9. Enhancing the role of the youth of both sexes and expanding their opportunities in all areas.
  10. Organizing the process of constitution-making and preparation for free and fair elections

To this end, the government is considering to adopt a number of ILO Conventions, including the fundamental convention on Freedom of Association and Protection of the Right to Organise No. 087, 1948 – the last of 8 fundamental conventions the country has not yet recognized.

The ILO’s project portfolio in Sudan is still small, yet growing due to the wealth of opportunities emerging in the transition context.

The PROSPECTS Project

Under the “Partnership for Improving Prospects” project supported by the Government of the Netherlands, the ILO also partners with UNICEF, UNHCR, WB and IFC to develop a joint and fully integrated approach to respond to the forced displacement situation in Sudan. The partnership will focus on delivering change within the South Sudanese refugee and host community populations in East Darfur and West Kordofan. As there are no public vocational training centres in these states, hence skills development happens either through informal apprenticeship in small businesses or in other non-formal settings. The partnership will explore the feasibility to expand education facilities, build new training centres, upgrade informal apprenticeship in partnership with local crafts associations, cooperatives and business chambers, and to promote community-based training.

The CAPISUD Project

The Ministry of Welfare and Social Security (MoWSS) is implementing the CAPISUD project, “building capacity for inclusive service delivery” funded by the African Development Bank. The project is managed by a Programme Implementation Unit established inside the Ministry. The ILO is implementing major parts of the programme’s third outcome: Sustainable community-based safety-net platforms in North Kordofan and White Nile. In addition to advising the government on designing and implementing a single-window-service for social protection, skills and entrepreneurship services, the project uses the ILO’s Training for Rural Economic Empowerment methodology to foster rural skills training in line with economic opportunities, and to upgrade informal apprenticeship and improve livelihoods and social protection of rural populations.

Free Movement of Persons and Transhumance in the IGAD Region Project:

The overall objective of the FMPT project is to improve opportunities for regulated labour mobility and decent work within the IGAD countries through the development of models of intervention, in the broader context of regional integration. The project aims at improving opportunities for regulated labour mobility and decent work in the broader context of the regional integration process (with increased number of migrant workers who get decent work opportunities in other IGAD member states). In the long-term, the FMPT project should contribute to extend decent work opportunities to current and potential migrants within the region, and enhance the social and economic integration of migrants. The project supports that free movement agreements have an immediate effect on the decent working conditions of migrant workers, as they provide access to legal channels for migration as well as a normative framework for addressing the rights of migrants.

New Project on Building Social Protection Floors

The EU is financing an Action on supporting the Social Protection System in Sudan (July 2020 and December 2022). The project (unnamed) will contribute to generate a pragmatic evidence-based national dialogue on social protection including all major stakeholders in social protection and strengthen The Sudanese Ministry of Labour and Social Development’s capacity to build a comprehensive social protection system. The action will have two specific objectives, first, to enhance policy dialogue and coordination among national and international stakeholders across the development-humanitarian nexus, based on different components of the social protection floor approach. Then, it will also contribute to strengthening the institutional capacity and the operational systems of MOLSD in social protection, and of other social protection stakeholders, including workers’ and employers’ organizations.

To identify strategies to promote the ILO’s mandate and rights at work in the challenging contexts of Sudan’s economic and political transition, it is crucial to identify key entry-points, advocacy messages and communication channels for communication. Moreover, is vital to identify windows of opportunity for resource mobilization.

Objective

The objective of the present TORs is to develop an internal communication strategy for the ILO Project Office in Sudan. This includes: **

Ø Scanning the priorities of key target audiences, namely the Transitional Government of Sudan (TGoS), and the International donor landscape invested in Sudan to identify entry points for strategic communication;

Ø Developing key advocacy messages on behalf of the ILO taking into account the organizations mandate, ongoing efforts and prioritizing key topics of relevance to the country context;

Ø Reviewing active communication channels utilized by the ILO Sudan office and identifying new dissemination channels, developing concrete activities how to activate these channels;

Ø Mapping available funding schemes, deadlines, requirements as well as budgets for these schemes.

Deliverables

  1. Workplan and tentative outline of the communications strategy

Within one week of signing the contract

  1. Draft report of key priorities of selected target audiences (by target audience) and justification of entry points (e.g. forced displacement; skills development; legal reform etc.)

Within X weeks of signing the contract

  1. Draft tabular overview of key advocacy messages and concrete suggestions for the development of ILO communication materials

Within X weeks of signing the contract

  1. Draft review of active communication channels and suggestions to (re)activate unused communication channels, including rough assessment of staffing and budgetary requirements

Within X weeks of signing the contract

  1. Excel overview of all available regular funding schemes > 500.000 USD, including entry points, available funds, contact information, requirements, and application processes, and deadlines etc.

Within X weeks of signing the contract

The above list of deliverables maybe extended to include the development of concrete communication products (fact sheets; posters; websites etc.) should the communication strategy be delivered to the full satisfaction of the Sudan-based project teams.

Reporting lines

The period of the consultancy will be approximately X months. Conditional on the reopening of offices, the successful consultant should be available at the ILO Sudan office for at least 2 days a week, but available to remotely execute their tasks throughout the period.

The Communication Consultant will report to technical project staff in Sudan and will conduct their work under the general supervision of the Director of the Country Office Addis Ababa, Alexio Musindo. **

The position will receive technical support from PROSPECTS team and will coordinate closely with the Communication Officer in Geneva and the Communication focal persons in Africa. **
