SUMMARY:

The Field Engineer will support the Relief International Country Operation at both ND and BLNS, in coordination with the Government, to implement the construction and or/rehabilitation and installation of all sectors (WASH, Health, and nutrition) facilities of projects of different donors with the focus at this stage at BHA. To supervise and support all contracted-out construction activities with the contractors. This position will Support the implementation of all other infrastructure-related activities in RI operational areas, including assessment, inventory, training, and capacity building of staff and beneficiaries. The position will actively participate in assessments, designs, monitoring, and evaluations of RI Sudan Emergency programs.

 Duties and responsibilities:

ESSENTIAL JOB FUNCTIONS: 

RUNNING FIELD ACTIVITIES:

  1. Lead the implementation of ongoing projects (Construction and/or rehabilitation installation components) for IDPs, host community and RI operation areas to meet and ensure the RI standards and / or the national WASH standards, depending on the context.
  2. Responsible for day-to-day coordination with the contractors and suppliers according to the needs and requirements on site;
  3. To organize the field activities (planning and logistics arrangement with the log team); He/she is responsible to develop documents as per donor guidelines, update drives and trackers with updated status,
  4. Prepare technical specification for infrastructure projects including structural, architectural, sanitary and electrical details of design drawings by consulting the relevant Sectoral offices and standards. To order the required material needed and control their use by  the teams/contractors;
  5. Follow-up contracts with contractors and sub- contractors in collaboration with the log team.
  6. Responsible for the overall supervision of the WASH and Building construction technical activities (water sources rehabilitation and development, construction activities, rehabilitation of health facilities, etc.)
  7. Give support and participate in the preparation of Tender documents
  8. Participate and support in the designing of projects facilities ( health , WASH and nutrition)
  9. To carry out any activities related to water yards, hand pump or water distribution system rehabilitation or installation: removal, repairing, cleaning
  10. To carry out any activities related to borehole drilling and rehabilitation: fishing, flushing, development, pump testing
  11. To carry out any activities related to hand pump platform construction or rehabilitation: apron, drainage trench, soak away pit
  12. To support and train the local pump mechanics on site in collaboration with the relevant sectoral offices.
  13. To collect GIS data on the field of work and to participate to the mapping set-up in consultation with WASH Manager.
  14. To prepare bills of quantities and estimation of project durations in consultation with the technical projects Managers.
  15. To control and to ensure that materials and tools are properly and adequately used.
  16. To review and to approve in consultation with technical project Managers all construction designs and establish/ensure technical specifications, drawings, designs and guidelines are met according to the  technical standards in materials and building/installation techniques.
  17. To participate in the definition and drafting of agreements between partners/contractors involved in projects.
  18. Facilitate construction site hand over, routine construction supervisions, conduct take off sheet measurement, prepare payment to executed works, take over completed projects and hand over to relevant bodies.
  19. To plan the execution of selected projects in consultation with the relevant Manager.

PROGRAM IMPLEMENTATION:

  1. Jointly with technical staff of implementing partners and other relevant sector (WASH, Health, Nutrition) actors, update detailed needs and resource assessments and revise designs of technical plans as necessary, taking into account practical aspects of implementation, long-term sustainable solutions, and relevant technical specifications and guidelines.
  2. To monitor the implementation process for targeted facilities.
  3. To ensure respect for original agreements and plans previously defined.
  4. To formulate any proposed amendments to agreements as well as original plans in writing approved by his/her line manager.
  5. To control and ensure that the quality of work is done according to the rules of RI.
  6. To show abilities to identify problems and proposes solutions.
  7. To ensure that project lead times follow the planning.
  8. To be ready to respond quickly to emergencies.
  9. To participate in training partners and beneficiaries.
  10. To support in maintaining and update the WASH, Nutrition and Health section database relevant to constructions/rehabilitations.
  11. Design and adapt construction activities to State/locality context.
  12. Facilitate and conduct visibility installation and erection at WASH and Building programs intervention areas.
  13. To apply and assure the application of standard operation procedures independently.

SUPPORT DEPARTMENTS

Information collection and Reporting:

  1. To provide weekly and monthly plans and progress reports on distributions, assessments, infrastructure and other project implementation activities.
  2. To collect, analyze and report information independently.
  3. To report on occurred problems without delay.
  4. To report on program's implementation.
  5. To provide statistics or other reports when required.
  6. To keep information up-to-date at all time.
  7. To implement or supervise the proper entering of data in appropriate document.

Project assessment, Evaluation and monitoring of the program:

  1. To closely collaborate with the  project Managers and involves them in planning, implementation and monitoring of joint RI activities.
  2. To collect relevant information (baseline info, external meetings) on the planned activities and to carry out (technical) assessments.
  3. To contribute and to follow up the developed plans and tools by WASH Manager in collaboration with the WASH Coordinator for monitoring and evaluation of all Infrastructure/ WASH projects.
  4. To organize and monitor construction works with local partners or contractors.
  5. To conduct Infrastructure & WASH assessments in collaboration with WASH Manager and Beneficiary leaders.
  6. To ensure timely and quality monitoring, evaluation and reporting on activities.

Interlocutors and Contacts and meetings:

  1. To coordinate with the RI  partners at field level to ensure following of technical guidelines during implementations of project.
  2. To coordinate with line ministries, departments and agencies for effective participation.
  3. To coordinate with communities, to ensure community participation at all stages of the project implementation and get feedback from community for a good design/implementation of the programme.
  4. To occasionally attend sectors coordination meetings within sector and attend community meetings at field level.
  5. To develop effective working relationships with relevant local partners and stakeholders.
  6. To ensure tools and mechanisms for involvement beneficiary participation for all need of RI’s project implementation in Infrastructure/WASH related matters are in place and on time.
  7. To liaise with other NGOs, various bodies and individuals, including local authorities, government agencies, clients, contractors, residents, suppliers, technical experts and other consultants.

Follow-up and tracking:

  1. To follow-up to all contracting partners engaged in Infrastructure/RI projects.
  2. To follow-up all technical projects implementation among the target beneficiaries.
  3. To follow-up and carries out programs/projects monitoring and tracking (field visits, meetings, consultations).

Administration + Operations (Logistics):

  1. To plan, to organize and to carry out tenders on bid offers in collaboration with the sector Managers.
  2. To prepare the requisition orders in collaboration with the sector Managers.
  3. To keep an inventory of the material and consumables used on the field.
  4. To keep the technical tools, equipment and consumables in good condition of use and at an appropriate storage place.
  5. To maintain and repair the technical tools and equipment.
  6. Follow up of logistic supply chain for the projects, participate in purchasing of material and equipment for the same.
  7. To monitor and control WASH stock balance and prepare R.O. for replacement in collaboration with the Manager.
  8. To actively follow-up all pending orders until final and timely delivery.
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS AND EXPERIENCE: 

Essential:

Education/Credentials:

  1. University degree in Civil engineer/ Construction or related field with a minimum 3 year of experience (NGO related experience is advantageous) in WASH and Building construction program field both in development and emergency situations.

Experience:

  1. 3-4 years field experience in Infrastructure constructions and/or WASH.
  2. Experience with NGOs in relative sector is preferable.
  3. Advanced Engineering softwares skill like Autocad, SAP,….

Critical Knowledge, Skills and Abilities:

  1. Good understanding of codes and standards
  2. Knowledge of and adherence to NGO Code of Conduct.
  3. Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  4. Ability to work in and contribute to team building environment.
  5. Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources
  6. Flexible and willing to work extra hours when required. Resistant to stressful situations
  7. Organizational skills, ability to take initiative and work independently

Strongly Preferred:

  1. Fluency in English and Arabic will be better
  2. Good managerial, organizational and communication skills
  3. Knowledge of MS Office, software like AutoCAD and GIS
  4. Good follow up, organizational and communication skills
  5. Strong negotiation skills
