 Duties and responsibilities:

Primary Function:

This position will focus on supporting the implementation of the Monthly Interval Resilience Analysis (MIRA) approach in the field.

MIRA is two-way communication approach that allows stakeholders and communities to better measure and understand shocks, resilience, and improve context monitoring and in turn improve and refine resilience programming. The aim is to model the experience and effect of shocks exposure and to explain variations in recovery from a variety of shocks observed over time across a specific set of welfare outcomes. It includes four interlocking stages:

1.Qualitative research phase, involving development and adaptation of the survey instruments and embedding data collection within existing programming and communities.

2.Data collection, including a baseline followed by monthly high-frequency follow-ups on shocks and key indicators.

3.Research and analytics, quantifying households’ resilience for the purpose of impact evaluation, targeting and forecasting.

4.Community engagement around identifying uses of the data and disseminating findings.

Under the overall guidance and direct supervision of the MEAL-SPO/PM, the MIRA field supervisor assumes responsibility for all MIRA activities, related to implementation, training, monitoring and supervision. The MIRA field supervisor reports to MEAL SPO/PM and will work closely with the project senior, officers, and with the local partner to ensuring quality of work and overall coordination of MIRA implementation.

Duties and responsibilities:

  • Oversee all MIRA field activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Supervise 6 to 11 enumerators in data collection.
  • Ensure appropriate device management system is in place that ensures timely distribution, training and safeguarding of data collection devices.
  • Ensuring that the team of enumerators have all the necessary supplies in the field at all times
  • Providing feedback to the MIRA Project Officer on the progress of the field work on a regular basis.
  • Ensure that the sampling guidelines/procedures are followed by data collectors without fail
  • Observe minimum interviews in session with data collectors during field visits
  • Conduct spot checks and back checks
  • Ensure quality of data collected by data collectors by randomly sampling questionnaires from each data collector and perform quality checks
  • Provide feedback on field progress to the MEAL SPO/PM
  • Submit narrative monthly, reports to MEAL-SPO/PM
  • Manage CRS property and report any fault to relevant authorities
  • Lead and support community engagement activities
 Minimum Qualification, Skills and Experience Required:

Qualifications:

  1. Bachelor’s in international development required. Degree in statistics, economics, agriculture or other field related to monitoring and evaluation would be a plus.
  2. Minimum of two to three years of relevant work experience with an international NGO, with at least one year of field-based programming experience.
  3. Additional experience may substitute for MEAL.
  4. Additional experience working on food security or resilience programs in Ethiopia.
  5. Experience with coordination, training and supervision of community enumerators and field supervisors.
  6. Ability to transfer knowledge through formal and informal trainings
  7. Experience using ICT for data collection
  8. Familiarity with measures and tools used in household economic strengthening, food security, and agriculture a plus Familiarity with GIS a plus.
  9. Demonstrated proactive leadership ability, as well as supervisory and personnel management experience.
  10. Strong interpersonal, communication and organizational skills as well as good judgment and vision
  11. Strong written and verbal communication skills
  12. Sound coordination skills and a demonstrated ability to multi-task
  13. Demonstrates diplomacy, flexibility, and resourcefulness
  14. Strong critical thinking and creative problem-solving skills

Supervisory Responsibilities:

The MIRA field supervisor is responsible for supervising 5-10 enumerators.

Key Working Relationships: 

Internal: EU Project Manager, MEAL manager and EU MEAL-SPO, EU Senior Project Officer and Project officers, Area Managers, Finance team, Logistics team, Procurement team, Geneina Head of office.

External: HAC, Ministry of Agriculture, Forestry National Corporations FNC, University of Geneina, other INGOs working in the area, other relevant stakeholders and community leaders.

Working Conditions:

The employee may be required to perform assignments after regular working hours and on holidays including but not limited to field trips to other project sites.
