Description

The purpose of the final evaluation is to learn from the experience of implementing the programme and inform the design of the proposed 5 year EUR5M Irish Aid programme in Sudan (2023-2027). The evaluation will apply DAC criteria which includes relevance, efficiency, effectiveness, sustainability, and impact of the intervention carried out and approach adopted. This will allow the project team to extract lessons learned and recommendations to enhance the quality of the future programming, regarding both operational and programming issues.

The programme is being implemented in two IDP camps in Mornei locality (Mornei and Sisi), four IDP camps in Geneina town, 12 Clusters in settled communities in Mornei locality and four clusters in settled communities in Geneina Locality. The programme is integrated, aimed at building resilience of communities and vulnerable households. Sector interventions in livelihoods, Health and Nutrition and Water, Sanitation and Hygiene (WASH) are implemented in the same communities to ensure synergies and maximise the effect on both community and households level resilience. Some activities target the community as a whole while others specifically focus on asset building of the most vulnerable households.

Programme Goal: “Through increased capacity to adapt, absorb and anticipate weather related shocks and stresses, the target population in West Darfur will have the ability to increase or maintain their level of well-being”.

Outcome 1: Target populations have increased capacity to adapt their livelihood strategies, health and nutrition practices that will enable them to better absorb weather related shocks and stresses;

Outcome 2: Target HHs and their communities have increased capacity to anticipate and cope with shocks and stresses;

Outcome 3: Target HHs and their communities have begun the process of transforming gender dynamics for more equitable decision making at household and community level.

The consultant will be expected to involve Concern and partner staff as well as Government officials and other appropriate stakeholders in the evaluation exercise.

Timeframe

The assessment will take place in January and February 2022, for a total of 27 days.

Qualifications of the consultant

Post-graduate degree(s) in Social Sciences particularly focusing on DRM, WASH, Nutrition, Agriculture and Livestock Management components.

Strong experience of evaluating integrated programmes including DRM, WASH, Nutrition, Agriculture and Livestock Management components.

Knowledge of the West Darfur context

Experience in the use of participatory methodologies (both face to face and online) and developing gender sensitive evaluation methodologies

Excellent qualitative data analysis skills (eg using software packages like NVivo)

Excellent written and spoken communications skills in English. (Arabic desirable)
