The Finance Manager, under the leadership and direction of the Finance and Admin Director, is responsible for the financial management of the Sudan grant portfolio from start-up through close-out. The Finance Manager ensures proper financial management, accountability, planning, and reporting in alignment with the goals of the grant, World Relief financial procedures, donor regulations, and the grant agreement in coordination with the Compliance Manager, Operations Manager, and HR Manager. The Finance Manager is responsible for the management and development of the finance team at the national and field office level.

ESSENTIAL FUNCTIONS:

Accounting

  • Maintain internal accounting system and records, and verify for reliability, completeness, accuracy and integrity of financial management information systems, documentation and reports
  • Performing or supervising the posting of entries ensuring proper controls are enforced and appropriate systems in place to maintain all required supporting documentation.
  • Review expenses on a monthly basis to insure the correctness of booking/coding, eligibility and compliance with the donor policies and procedures.
  • Review and supervise the reclassifications of expenses as needed or requested in line with donor regulations and WR financial policies
  • Supervise and assist with the allocation of shared costs as per World Relief cost allocation systems and policies
  • Lead the monthly & yearly financial closing process
  • Under the direction of the Finance and Admin Director, delegate staff for the reconciliation of all balance sheet accounts

Audits & Due Diligence

  • In coordination with the Compliance Manager, delegate staff for the preparation of all documents for both annual and project audits
  • Under the direction of the Finance and Admin Director, and guided by the Compliance Manager, manage the implementation and follow-up plans based on audit findings and recommendations.

Budgets

  • Supervise the entry and revision of donor-approved
  • • Support the Finance and Admin Director in the creation and review of new budgets, if necessary

Cash Management

  • Oversee the timely preparation, review, and approval of all monthly bank account and cash reconciliations
  • Supervise all bank account activities
  • Ensure internal control procedures are followed for all cash disbursements, receipts, and transfers
  • Work with field finance coordinators to develop accurate cash forecasts at the state level; Prepare monthly report and analysis of forecasts with respect to actual expenditure to improve forecast accuracy over time.
  • Monitor cash usage and requirements and advise the FAD of possible unusual activity or requirements

Contract management

  • Execute payment of all approved contracts, and maintain proper records of contract payables

External representation

  • As necessary, represent World Relief in meetings with donors, auditors, government, and other stakeholders

Grant Management

  • Supervise and assist in the timely preparation of all draft interim and final financial statements / reports to donors to ensure all project expenses are accounted for and all valid expenditure is reported prior to report review by the Compliance Manager
  • Ensure that all expenditures are classified to the appropriate grant
  • Supervise the preparation and review of budget vs actual reports to ensure maximum utilization of budgets and to provide guidance and recommendations to program team
  • Lead the financial aspects of all grant close-out processes

HO Liaison

  • Supervise and support the submission of end of month and end of year financial reports to HO
  • Under the leadership of the Finance and Admin Director, provide support on grant reconciliation with HO.

HR Support

  • Supervise the preparation and execution of national payroll ensuring that the related accounting entries are prepared and standard financial controls are maintained
  • Review Monthly tax and NSIF for accuracy
  • Review final severance payments for staff to confirm accuracy and obligations

Organizational Development

  • Support the Finance and Admin Director, the Compliance Manager, and the Operations Manager in the creation of an risk-aware, anti-fraud, and collaborative working culture
  • Provide capacity and training to finance staff

Partner Management

  • Supervise the preparation and execution of payments according to the terms of all approved sub-awards ensuring that the related accounting entries are prepared and standard financial controls are maintained

Policy and Internal Controls

  • Monitor procedures to prevent and mitigate against fraud as per the Fraud Prevention and Response Plan.
  • Participate in the development and/or review of policies as and when appropriate

Team management

  • Actively provide strong leadership to finance team in all aspects of its oversight and operations, assigning and delegating tasks where required.
  • Acting as the primary liaison for the national finance staff as direct supervisor
  • Conduct occasional trips to field offices (minimum 1x/state/year) to review performance of field finance staff and provide additional support

KNOWLEDGE, SKILLS & ABILITIES:

  • University Degree in Finance or related field. Masters’ degree preferred. Business management and leadership experience is highly valued
  • A minimum of five years of experience in international relief and development work with progressive leadership responsibilities and proven resource development skills, or a minimum of ten years of experience in business management and leadership with progressive increasing responsibilities
