As the newest country in the world, South Sudan continues to struggle amidst the challenges that accompany the complex process of nation-building. The 2018 Peace Agreement has brought hope that South Sudan will transition from a protracted crisis to long-term development programming, but the implementation of the agreement has been slow. CRS country programming in South Sudan is supported by emergency funding from CRS, USAID, EU, FDCO, WFP, LDSC, and other Caritas and private donors.

Job Summary:

CRS South Sudan is seeking a Finance Manager for an anticipated 36-month Malaria Grant by The Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) under their New Financing Mechanism 2021-2023 (NFM3). The new NFM3 grant will support the implementation of South Sudan's Malaria Strategic Plan (2021-2025) with the goal of leading the country towards pre-elimination by reducing malaria-related morbidity and mortality by 80% compared to 2019 rates and a 50% reduction in malaria parasite prevalence compared to 2017 rates.

You will be responsible for overall budget monitoring and compliance oversight of GF Malaria Grant and all related sub-grants/sub-contracts. You will oversee the design and implementation of strong internal controls and appropriate financial reporting procedures/policies for CRS, MoH and partners and minimize/manage risks associated with grant implementation, safeguard GF resources, achieve consistent compliance with GF grant agreement and approved workplan/budget, and GF and CRS' policies, guidelines, and procedures. You will coordinate assessments and the identification of support needs and their implementation as well as actively work with the You will lead teams spread across multiple locations and oversee partner implementation of activities in remote and insecure field locations. You will actively coordinate with all other CRS programs and teams undertaking similar interventions and working in the same target areas. Together with the program's technical team, you will be based in Juba, Central Equatoria State and conduct regular and extended field visits to remote and insecure field locations.

This position is contingent upon donor funding.

Roles and Key Responsibilities:

  • Develop and manage financial processes in accordance with policies and provide active service delivery, advice, and support to managers, staff, and partners in relation to managing the GF Malaria Grant project cycle (design, start-up, implementation, close-out), ensuring efficiency and compliance with CRS' policies and procedures, Generally Accepted Accounting Principles (GAAP), GF rules and regulations, and legal requirements.
  • In coordination with the Chief of Party II, ensure that all partners and service provider agreements and amendments are well prepared, grant files are updated/maintained on Gateway, key grant documents are shared with the CP and HQ finance teams, and that the Global Fund Support Unit (GFSU) reviews all relevant agreements and amendments .
  • Provide direction and coordination of effective budget development and management, ensuring accuracy and consistency of financial data and safeguarding of resources.
  • Ensure integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial reporting. Oversee maintenance of supporting documentation for a reliable and easy to follow audit trail.
  • Lead the preparation of accurate financial data, analysis, and projections and support the GF Malaria Grant's Senior Management Team and partners in interpreting data for decision-making and effectively managing financial risks.
  • Effectively manage and supervise talent, across multiple field locations. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Oversee accurate reporting procedures and timely submission of reports to relevant stakeholders (CP managers, Regional Office, HQ/Finance, GF, CCM, MoH, and local government entities). This includes ensuring that reports (e.g. PU/DRs, AFRs, etc.) are discussed collectively with the different functions (program management, PSM, MEAL) to facilitate quality analysis of issues and identification of appropriate solutions. Ensure accuracy and quality checks are carried out prior to submission to The Global Fund.
  • Lead assessment of staff and partners' financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed, and monitor and measure impact. Oversee the implementation of budgeting and compliance trainings with all partners.
  • Lead implementation of CRS' partner financial management policy. Ensure partners' internal control systems are reviewed and monitored to verify that financial duties are adequately segregated. If needed, ensure that corrective action plans are prepared within sixty calendar days of an assessment, and that program staff are supporting partners to address the identified issues within agreed timelines.
  • Ensure project documents and financial records are maintained and readily available for internal/external audits and reviews. Lead efforts to close audit financial management findings in a timely and sustainable way.
  • Ensure effective planning, coordination and integration of efforts and reporting with other CRS programs to optimize the use of shared program teams, assets and facilities and strengthen the collective impact of CRS interventions.
  • Ensure that gender equity is consistently and intentionally streamlined into all program activities, including staff recruitment and training.
  • Champion CRS commitment to safeguarding everyone from harassment, exploitation and abuse through robust systems of prevention and response, as well as our commitment to gender equity.

Required Languages - English.

Travel - Must be willing and able to spend up to 40% of time in remote and insecure field locations.

Supervisory Responsibilities Finance Specialist and Finance Analysts.

Key Working Relationships:
Internal: Country Representative, Head of Programs, Head of Operations, Global Fund Support Unit, Procurement and Supply Chain Manager, Program Manager II - MEAL/LMIS, GF Malaria Project staff, programs and operations management teams, and regional technical advisors.

External: National and local MoH, Global Fund Portfolio Senior Manager, GF Portfolio Team, ICN (CCM), Sub-recipients, USAID, CDC, UN agencies, other Global Fund Principal Recipients for the HIV/AIDS and Tuberculosis grants, national and state clusters consortium and local government authorities. This project is implemented through agreements with Government of South Sudan and civil society partners.

Qualifications:

Basic Qualifications

  • Master's degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a related field with a focus on accounting required.
  • Minimum of 5 years work experience in a similar position, preferably with an INGO and focused on health programming a plus and 3 years work experience on financial management for GF grants.
  • Experience with various donor regulations, especially GF. Understanding of the Federal Acquisitions Regulations (FAR) and Generally Accepted Commodity Accountability Principles (GACAP).
