Technical support
Carry out field visits and provide guidance and support in our gender- and women empowerment projects, and support program managers in achieving project objectives
• Develop and disseminate practical tools for staff to be used in program implementation, and raise awareness about existing resources and frameworks in the CARE confederatio.
• Share bulletins and news in promoting gender and protection
• Ensure that women and girls are at the center of our programming and that implementing partners have the required knowledge, skills and tools to implement gender transformative and protection sensitive programs
• Provide key technical leadership and strategic guidance in developing detailed implementation plans
• Ensure that CARE systems, processes and structures are gender-sensitive and support the development of staff capacity to address existing gender inequalities and protection risks.
Strategy developement & program design
• Lead the review or development of Gender and Protection specific strategies
• Ensure the gender and protection components in the existing program strategy are strengthened, and specific activities are further refined.
• Determine immediate- and long-term gender priorities and interventions based on available assessment results and in close coordination with the cluster and government.
• Contribute to the development and design of high quality proposals and ensure gender and protection issues are mainstreamed accross all program interventions.
• Identify new funding opportunities for women empowerment and gender transformative programming.
Networking and Advocacy
• Build strategic alliances with other key actors, both internally and externally, to advocate for gender-transformative programming.
• Provide technical support and identify opportunities for the development of relevant advocacy and communication/information materials to address gender (in)equality issues.
• Assure strong donor relations for gender transformation among humanitarian actors by modeling CARE’s work.
• Represent CARE at the relevant gender and protection related sector fora, conferences, and high-level meetings.
• Seek support of technical assistance from relevant technical units at CARE USA or other CARE international partners, as needed
Capacity building
• Review basic concepts and principles of gender/GBV/PSEA for all team members.
• Provide training/orientation on integrating gender and GBV prevention and mitigation measures and PSEA in all CARE focus areas.
• Assess training- and technical support needs of CARE and partner staff and develop a capacity-building plans on gender and protection mainstreaming.
• Ensure continuous on the job coaching, mentoring and one-on-one support to partner staff on gender related issues.
•Create or review gender focal persons and groups as necessary and train and engage them to lead on gender and protection mainstreaming in all our programs
• Orient other departments such as program support (finance, procurement, HR, logistics, etc.) to incorporate gender and protection issues.
Need identification & assessment
• Lead on gender and protection capacity assessments and conducting Rapid Gender Analyses (RGA).
• Contribute to different assessments, surveys and studies by incorporating transformative gender and protection perspectives.
• Determine priorities and immediate activities and resources needed from available assessment results.
• Disseminate assessment results and reports and actively use it to influence the agenda of peers and donors.
