 Background:

General description of the program

GOAL has been responding to a wide range of humanitarian and development needs in Sudan since 1985 and in Darfur since 2004, and is currently supporting the provision of primary healthcare services across Kutum and Al-Waha localities, North Darfur.

GOAL is now starting to implement a European-Union / DEVCO-funded HealthPro Project, to implement a Health Systems Strengthening approach to hand over health facilities to sustainable management by the Sudanese health system. This 3-year action targets localities of Kutum, Serf Umra and Umbaro in North Darfur, working to increase the quality of, and demand for, health services. The action is organized around the WHO Health System building blocks, working to strengthen the Sudanese health system to sustainably provide quality services. This involves working with the State Ministry of Health and Locality Health Authorities (LHAs) to manage the health facilities, and other health system actors – notably the National Health Insurance Fund (NHIF) and the National Medical Supply Fund (NMSF) to fulfill their purchasing and medical supply roles in the health system. In addition, HealthPro will support Sudanese NGOs to roll out GOAL’s existing community-based preventative health and nutrition programming, using innovative, gender-inclusive Social Behaviour Change Communication (SBCC) approaches, encouraging communities to place high value on health services and to translate knowledge into more healthy behaviours.

 Duties and responsibilities:

General Description of the Role

The HealthPro Social Accountability (SA) Coordinator will lead implementation of the project strategy related to community engagement, health promotion, and accountability, including partnerships with National NGOs and Community Health Committees, all of which are central to the overall project strategy. The SA Coordinator will lead the project actions to build and strengthen the communication and accountability linkages between communities and health system actors, as well as community-based health promotion and livelihoods activities implemented by GOAL and national NGO partners. Given the many inter-linkages between different components of the HealthPro project, all HealthPro staff will be expected to work effectively as a team and closely support the achievement of all project objectives. Reporting to the HealthPro Project Coordinator, the SA Coordinator will oversee the staff and budget for social accountability and community-based components of the project and must ensure that all EU and GOAL compliance and policies are upheld.

Key Duties:

Key Roles and Responsibilities

Technical & Programme Management

  • Lead implementation of the project strategy related to community engagement, health promotion, and accountability, including partnerships with National NGOs and Community Health Committees, all of which are central to the overall project strategy.
  • Oversee the implementation of the community engagement, health promotion, community health committees and accountability interventions of the project ensuring the achievement of project deliverables and targets in a timely manner.
  • Design and lead implementation of strategies to strengthen communication and accountability linkages between targeted communities and health system actors, working closely with the State Ministry of Health and Social Development (SMoHSD), Locality Health Autorities (LHAs), National Health Insurance Fund (NHIF), and the National Medical Supply Fund (NMSF), and in close coordination with other health components.
  • Coordinate all community program activities with other Coordinators and Managers of the HealthPro project to ensure efficient implementation and achievement of project objectives.
  • Work in close collaboration with existing GOAL staff to ensure smooth transition of community health program activities.
  • In coordination with relevant sectors and health system stakeholders, plan strategy and lead the initial community dialogues in new areas, share and explain project activities to target beneficiaries.
  • In coordination with relevant sectors, lead the process of establishing community health committees which reflect the different stakeholders, explain and clarify their roles and responsibilities, conduct regular meetings, monitor their progress and contributions including the representation of marginalized groups, and share their reports with relevant sectors.
  • Design and implement strategy for creating and supporting community-based savings groups, working closely with GOAL technical staff and other aligned GOAL projects
  • Coordinate effectively with Local Authorities, community leaders and other stakeholders to ensure effective community engagement and accountability.
  • Monitor and ensure implementation of the various agreements signed with project counterparts, in order to effectively implement project strategy, together with other senior Project staff
  • Build and maintain effective, productive relationships with critical project counterparts, including the SMoHSD, LHAs, NHIF, NMSF, local authorities, UN agencies and international health actors in country.
  • Provide quality assurance over technical materials to ensure high quality, timely, responsive products adapted to the local context.
  • Guide the learning agenda for the project in collaboration with MEAL team and document lessons learned from this projects to modify project approaches and strategies, as well as disseminate findings to key stakeholders
  • Participate and represent GOAL in various meetings various meetings and forums, including coordination, strategic planning, learning and review meetings that are relevant to  HealthPro
  • Keep the HealthPro Project Coordinator appraised of any issues or difficulties that may arise that could affect successful implementation, and work constructively to find solutions.

 

Human Resources

  • Responsible for line management of Social Accountability Managers, Officers and for setting objectives and guidance for the team.
  • As part of the project senior management team, consistently work to support the implementation of all project strategies and objectives (including in Health Systems Strengthening, Social Accountability, Construction, MEAL, and Operations) and ensure that the HealthPro staff at every level work closely as a highly collaborative and effective team
  • Ensure strict compliance to EU and GOAL’s policies, regulations and internal controls
  • Support GOAL HR Coordinator in recruitment of staff as needed to ensure complete Health Pro project team.

 

Grant Management

  • Ensure that the Social Accountability component of the project budget is used efficiently and effectively for planned activities
  • Build and maintain awareness of all EU and GOAL regulations regarding budget and grant management, and, working with all project staff, ensure strict compliance and maintenance of required project documentation
  • Prepare high quality progress reports for submission to the donor in line with reporting requirements of the EU funding in a complete and timely manner.
  • Identify obstacles and risks related to implementation in a timely manner and recommend strategies to overcome them to the Project Coordinator.
  • Communicate issues, risks and challenges, as well as proposed solutions and mitigation measures, in a timely manner to the Project Coordinator.
  • Ensure that communication and visibility requirements of EU and GOAL are implemented fully and according to set policies.

 

Partnership

  • Participate together with project staff and GOAL partnership team in identification and selection of national partners capable of implementing community-based approaches in the relevant localities.
  • Support Project Coordinator in setting clear objectives and relevant budget for project partners’ community health activities and ensure close coordination of partners’ activities with HealthPro project activities.
  • Together with relevant project staff, monitor and oversee work of national partners, including technical quality, timeliness of implementation, and compliance with EU and GOAL rules and policies.
 Minimum Qualification, Skills and Experience Required:

Requirements (Person Specification)

  • Master’s Degree in Public Health
  • At least 5 years’ experience, 3 of which at a senior management level, implementing and managing community health, community mobilization, accountability, and/or other relevant humanitarian or development programming.
  • Experience working in conflict or post-conflict setting strongly preferred, and willingness to live and travel within North Darfur State of Sudan.
  • Experience building and maintaining partnerships with ministry of health, relevant agencies, local organizations and international organizations and UN agencies.
  • Experience with village savings and loans methodology preferred
  • Good interpersonal skills; good written and oral communication skills in English and Arabic required.
  • Enthusiastic with long-term commitment to the role and ability to work long hours when required.
  • Excellent leadership and adaptive management skills
