Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

 Background:

Alight, formerly the American Refugee Committee (ARC), is an international non-governmental organization providing integrated health; nutrition; and water, sanitation, and hygiene (WASH); food security and livelihoods; community protection; and peacebuilding services to nearly 2 million people annually.

PURPOSE

The Khartoum HR Officer’s role is to provide support to the field HR team in HR operation, recruitment, and onboarding and to be in charge of these two HR functions for the Khartoum office.

He/she is fully integrated into the Khartoum HR office and collaborates with the HR Managers and the Head of HR to provide professional support to Alight Sudan staff.

He/she supports the field HR team in their areas of expertise and has full autonomy to propose improvements to existing policies and procedures to enhance the quality of the department.

The HR Officer, as a member of the support function, is customer-focused and performs all duties in accordance with Sudanese labor laws, Alight's internal policies, and fairness.

He/she works closely with other members of the HR team in the country office, under the supervision of the HR Manager.

 Duties and responsibilities:

HR Administration

  • At the national level:
    • Review and process all contracts coming from the field for approval
    • Support field staff with advice on appropriate contract types when necessary
    • Coordinate with the HR team in the field to ensure that the staff database is updated on a monthly basis
    • Organize the collection of data from the field, including the collection of personnel files, so that all Alight HR records are centralized in the Khartoum office.
  • For the Khartoum office:
    • Create and maintain a contract tracker for Khartoum staff on a monthly basis ensuring that it is updated before payroll week
    • Monitor contract expiry date and alert managers in a timely manner providing whilst consulting
    • Ensure that the staff contact list is updated on a monthly basis by liaising with the administration team
    • Support payroll manager by routinely providing information on new hires, change of status, or contract amendments
    • Create personnel files for new hires and ensure that all Khartoum staff stay up to date

Recruitment, Selection, and Induction.

  • Ensure that all recruitments follow Alight Recruitment Policy
  • Update and maintain recruitment tracker
  • Process all RRF (recruitment requisition forms) from the field for approval.
  • Communicate all open positions internally and/or externally
  • Lead recruitment process with Hiring Managers to respect the different steps; long-listing, short-listing, scheduling, and organizing interviews.
  • Develop and maintain efficient collaboration with HAC and involve their representatives in each recruitment process
  • Ensure that all the requirements for recruiting staff, including satisfactory reference check, and background check is met prior to making an offer to the selected candidate.
  • Develop and keep updated the onboarding policy in collaboration with the HR Manager
  • Ensure that all new staff is involved in an induction program
  • Ensure that all Khartoum new hires have a clear understanding of all Alight HR policies and procedures
  • Conduct three-month new hire check-in interviews
  • Follow up with supervisors during the probationary period to ensure proper integration of all new hires
  • Provide full support to HR in the field in terms of recruitment and onboarding when necessary
  • Provide ALIGHT staff badges by liaising and organizing with the operations team
 Minimum Qualification, Skills and Experience Required:

Professional experience 

  • 4 years of experience as an HR professional
  • Good knowledge of national labor laws in Sudan and other statutory requirements.
  • Experience in working as HR in a large size structure (more than 500 staff)
  • Experience working as HR in the humanitarian/NGO sector, an asset
  • Experience in the recruitment process and onboarding

Educational background and specific skills required 

  • Bachelor’s degree in Human Resource Management, Labor Law or relevant fields.
  • High confidentiality
  • Good computer skills, including Microsoft office, outlook and experience with HR software
  • Well organized and structured
  • Good understanding of compliance requirements
  • Willingness to bring a high level of commitment to the realization of his/her mission
  • Ability to travel to the field on a regular basis.

Languages 

  • Excellent verbal and written communication in English and Arabic.
