War Child Canada works with international and local partners to provide child, youth and the community focused humanitarian assistance and rehabilitation services, helping communities to overcome the trauma of war and begin rebuilding their lives. War Child Canada has been implementing a holistic package of support for affected communities in Darfur since 2005. Programming includes Food security and livelihoods, education, child and youth development and WASH.

 Background:

Purpose Of The Position

Based in Geneina, WD provides highly technical support on the HR component to the Sudan Country Team in War Child Canada offices. Main technical advisor to the Management on HR issues especially the Labor Laws of the country including working relationships and coordination with HAC and Line Ministries. Works closely with all departments and assists the staff in understanding and implementing organizational procedures and policies. Assists all departments in recruiting staff including creating and developing job descriptions and employment contracts.

 Duties and responsibilities:

Specific Functions Of The Role

  • Prepare all necessary documentations and ensure proper steps are followed with regard to recruitment of new staff paying especial attention to Labor law and WCC Internal Regulations provisions
  • Coordinate the preparation of staff contracts of all new/old staff with relevant managers and ensure the existence of up-to-date JDs of all staff
  • Work with departmental managers to develop annual leave plans and supervise approved staff leave and overtime ensuring that appropriate leave forms are approved with clear plans for handover/takeover of responsibilities conducted.
  • Ensure staff leave balances are updated on regular basis, and ensure that staff do not accumulate leave balances of more than 30 days as unspent leave over and above this will not be carried forward to the following year.
  • Keep the staff HR files updated and ensure confidentiality of all personnel records and documents
  • Participate actively on the development, implementation, monitoring/evaluation of, and revision and follow up of WCC Staff Regulations.
  • Ensure  that annual staff performance appraisals are conducted as planned by respective supervisors and ensure that copies are filed in personnel files (3 copies made: 1 employee, 1 HR File and one CD)
  • Ensure timely monthly payroll updates are submitted to the SFAM
  • Under supervision of the CD or OIC liaise with the local authorities regarding all HR related matters
  • Monitor the validity of staff contracts on regular basis including expiry dates and inform the relevant managers on status at least one month before such expiry
  • Prepare all staff termination benefits/gratuity
  • Ensure appropriate disciplinary action is taken against those violating IR guidelines and copies of such action is appropriately filed.
  • Supervise the work of cooks and cleaners as well as appraise their performance
  • Developing HR policies on issues such as working conditions, equal opportunities,
    management, absence management and disciplinary procedures
  • Plan and deliver training for staff on HR issues occasionally, including induction training for newly recruited staff.
  • Provide technical advice to the management on career development, work matters and staff personal problems that may have an effect on their performance
  • Lead the recruitment process for the organization, including preparing relevant advertisement/notices for vacant positions in the organization, managing applications for posted jobs, recruitment forms, short-listing the candidates, interviewing.
  • Assist in other office administrative duties and responsibilities including but not limited to travel bookings, obtaining relevant travel/entry permissions from HAC/GoS officials,
  • Liaise with Humanitarian Aid Commission (HAC), and other Governmental entities concerning approvals of travel permits for WCC staff and partners, and transport materials to field.
  • Prepare and submit HR monthly reports
  • Be part of War Child Canada痴 Global network of Human Resources leads
  • Represent War Child Canada in HR meeting/forums within the country
  • With support of CD/designate and SFAM conduct surveys on cost of leaving and benefits
  • Perform any other HR related matters as indicated by the CD/Designate and SFAM
 Minimum Qualification, Skills and Experience Required:
  • Three or more years of direct Human Resources related experience With INGOS and NNGO
  • University degree , preferably in Public Management, business Management, Administration , Social Science , Law or a relevant business field
  • Strong computer skills in MS Office programs, particularly Excel
  • Familiarity with computerized, double-entry accounting software
  • Strong organizational skills as well as attention to detail
  • Excellent oral and written English skills
  • Experience of working in Darfur is a prerequisite

  • A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce compliance with War Child Canada and donor policies and procedures is essential.  The ability to interact effectively with international and national staff members is required.  A demonstrated ability to work quickly and accurately, meet deadlines and process information in support of changing program activities is necessary.
