Background:
Position Summary:
Under the direct supervision of the Country office Human Resources Manager, the incumbent is responsible for administrating and coordinating aspects of IR Sudan payroll in conjunction with the Human Resources Team and the Finance Team while also responsible for other staff benefits (Gratuity “End of Service” calculation and payment and Medical claims) for IR Sudan national staff.

Duties and responsibilities:
FUNCTIONAL RESPONSIBILITIES & TASKS:
- Ensure all monthly payrolls are prepared according to approved budget and sufficient supporting documents.
- Ensure all time sheets are submitted approved and ensure the action need to be taken on the Payroll.
- Ensure timely and accurate calculation of employees' monthly Overtime are calculated accurately and added to the monthly salaries, the social insurance and all other statutory deductions are paid to the concerned authorities on monthly basis.
- Ensuring that the pay practices comply with governmental laws and regulations.
- Monitoring government regulations & legislation and inform the HR Officer/HR Manager for any new change.
- Respond to payroll related questions and run ad hoc reports.
- Answer employee queries on compensation and benefit matters; act as liaison of the employees to government agencies in relation to inquiries on contributions, deduction applications, and similar requests.
- Ensure that IRW Sudan pay practices are compliant with IRW policies and local laws and regulations.
- Prepares Final Settlement of resigned/end of contract employees, prior submission to HR Manager for final verification.
- Handles all salary advances requests and ensure proper allocation to monthly payrolls
- Handles all loan applications according to the approved policies and ensure close monitoring of monthly installments.
- Resolve conflicts with benefit providers for the purpose of validating enrollment eligibility and processing claims.
- To review employees’ medical submitted claims, to ensure the accuracy and legitimacy of bills and receipts.
- Close monitoring of annual medical coverage ceiling for all employees
- Keep up-to-date records of each employee’s benefit profile
- Responsible in the maintenance of Master List of all employees, active & in-active
- Responsible for the operating the IR Sudan HRIS.
- Resolve general problems of payroll processing and staff requests
- Perform other related payroll duties as requested.
Human Resources Audit:
- Perform quarterly audit on time sheets and staff personnel folders to ensure proper and up-to-date information is recorded
- Be the focal person of HR department with any audits that required to conduct audits.
- Perform other related Audit duties as requested.
WORKING CONDITIONS:
The employee may be required to perform assignments after his/her working hours and on holiday beside field trips to field offices.
AUTHORITY:
- General: Keep review and inspect CO staff confidential files & records.

CONTACT & KEY RELATIONSHIPS:
Work closely with all team leaders, project managers and department heads. Additionally, externally, liaison with Social Insurance, Tax & Zakat authorities.

Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree in Accounting / Finance / Business Administration / Human Resources or related (essential).
- Excellent Excel worksheet background (Will be tested).
- Experiences on ERP system (HRIS) is highly preferred (HR information systems payroll/ Accounting software packages)
- 2-3 years HR Compensation & Benefits experience (essential).
- Exposure to Labor Law and statutory regulations.
- Strong Ethics and Discretion
- Fantastic organizational and time management skills.
- Works well under pressure and meets tight deadlines.
- Proficiency in computer applications such as MS office,
- Strong customer focus & problem-solving skills.
- Meticulous attention to detail.
- Strong interpersonal skills and ability to establish and maintain effective work relations.
- Flexible and willing to perform tasks outside core duties. Ability to cope with high stress levels
