ABOUT THE OPPORTUNITY

The Human Resources Officer will support Internews’ programs in Sudan and will be responsible for overseeing all HR-related functions. This may include managing hiring and contract agreements, developing HR policies and procedures, and ensuring compliance with local labor laws, relevant donor requirements, and Internews’ internal policies and procedures. As the point person for human resources for the Sudan office, the Human Resources officer will coordinate all human resources activities, including employment, compensation, labor relations, benefits, training, and employee services. This position will report to the Country Director.

LOGISTICS

This role will be based in Khartoum, Sudan and will work out of a field office.

DAY-TO-DAY TASKS will include:

  • Oversee recruitment and establishment of local employment contracts;
  • Maintain all local personnel records, including hires, promotions, transfers, performance reviews, and termination;
  • Establish and maintain local HR policies and procedures, including an employee handbook;
  • Maintain local HR records as per HQ guidance and requirements;
  • Ensure all HR policies and procedures are in place and are approved by the Country Director and HQ HR department; conduct training sessions with relevant staff to ensure they are apprised of relevant policies and procedures; ensure global annual ethics training and policy review is conducted;
  • Work with local legal advisor to identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance with Internews rules and regulations;
  • Develop job descriptions and post vacancies (internal and external), document the vacancy announcements, and screen resumes;
  • Manage all aspects of the interviewing process, including scheduling interviews, coordinating with candidates on exercises, and notifying candidates about the decision;
  • Coordinate on all other aspects of the recruitment process, including checking references, preparing and sending job offers, following up on pre-employment requirements and ensuring the successful submission of documents;
  • Provide orientations for new employees by sharing onboarding packages and explaining Internews policies;
  • Respond to staff inquiries related to HR policies and procedures.;
  • Advise management in appropriate resolution of employee relations issues;
  • Organize and follow up the annual performance appraisal review process to ensure effectiveness, compliance, and fairness within Internews;
  • Conduct annual/regular salary surveys to ensure competitive wages within labor market rate and fairness and equity within the organization;
  • Prepare employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations;
  • Ensure timely submission of time sheets;
  • Monitor and track leave and holiday allowances, and assist in payroll preparation by providing relevant data, like absences and leaves;
  • Make photocopies, scans, and performs other clerical functions, ensuring the confidentiality of sensitive employee information;
  • Maintain a safe and secure work environment and develop personal growth opportunities for staff;
  • Any other duties as assigned;

QUALIFICATIONS WE’RE LOOKING FOR:

Required:

  • Minimum bachelor’s degree in Human Resources or Business Administration, or any relevant field;
  • Minimum of three years of professional experience in administration and/or Human resources;
  • Extensive and in-depth knowledge of the Sudanese labor law and policies.
  • Strong interpersonal and communication skills;
  • High degree of competence with computers and office software packages (MS Word, Excel, etc.);
  • Excellent time management skills and the ability to prioritize work;
  • Experience working with USG donors;
  • Attention to detail and problem-solving skills;
  • Ability to work independently with minimal supervision;
  • Punctuality and respect for rules and procedures;
  • Must be able to maintain highest level of confidentiality;
  • Excellent verbal and oral communication skills in English and Arabic.
