Description

The Integrated Community Stabilization Programme (ICSP) aims to sustain peace and pave the way for longer-term recovery and development, address emergencies, and support basic service provision and durable solutions for stability and effective recovery at the community level.
Therefore, UNDP has embraced this integrated community stabilization approach which will allow UNDP and its partners to support UNITAMS’ mandate and deliver a range of basic services and areas of support, building on multi-agency collaboration and working in a holistic way, ensuring complementarities that will maximize and sustain community-level impact and provide value for money.
The ICSP builds on several major components as entry points to boost collective impact on the community stabilization in an aligned, harmonized and coordinated way. In so doing, the programme would ensure that immediate and intermediate outcomes of each of the components represent a building block towards sustainable peace, security and stabilization and hence, pave the way for a sustainable transition and development of the Republic of Sudan.
The Programme Officer is responsible for the implementation of the programme within the thematic/sectoral areas assigned.
The Programme Officer analyzes political, social and economic trends and contributes to the formulation, management and evaluation of the programme activities within his/her portfolio, also providing policy advice and operational services.
The Programme officer provides substantive inputs to programme design, formulation, implementation and evaluation. The Programme Officer contributes to and facilitates the delivery of Peace and Stabilization projects by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and developing enhancements if necessary.
The Programme Officer works in close collaboration with the programme and operations team, Government officials, multi and bi-lateral donors and civil society ensuring successful UNDP programme implementation. Duties and Responsibilities
Coordination of the design and administration of ICSP activities as well as their oversight:
Coordinate design and administration of the overall approach and delivery of the activities planned within the Project in line the UNDP Programme and Operations Policies and Procedures (POPP), best project implementation practices, standards and approaches; In cooperation with the ICSP Programme Manager, design and steer the delivery of the comprehensive expert, technical and capacity development activities aiming to strengthen community stabilization and resilience; Provide expert advice, guidance, support and oversight through the process of provision of technical assistance and advice, organization of knowledge-transfer events, extensive consultative process and intensive coordination at national and international levels; Review results and monitor performance of the ICSP goals, as per the M&E plan and logical framework; Provide the ICSP Programme Manager with substantive data inputs based on project experiences and monitoring of progress against set targets; Encourage and support knowledge sharing, exchanges of experience and partnership building across the designated area of responsibility through thematic networking events and other activities; Support sharing and scaling-up successful approaches in the broader UNDP Team.
Provision of advisory, operational and reporting assistance to the ICSP Programme Manager and P&S Portfolio throughout programme implementation;
Operationally coordinate activities relevant to expert, technical and capacity-building assistance to all stakeholders in support of the overall objective of the ICSP; Analytically captures lessons-learnt and contributes to the preparation of reports based on the project experiences and monitoring of progress against set targets, including from the gender equality perspective; Prepare relevant ad-hoc and periodic thematic reports; Capture and ensure wide promotion and visibility of Project achievements, particularly with regard to developments in the area of Community Stabilization; Encourage multi-level cooperation across the programme area; Ensure regular communication and coordination with programme counterparts and develop and maintain effective mechanisms for integrating and responding to their feedback and insights; Encourage active participation of all project stakeholders through regular organization of project board meetings in order to promote their ownership of the activities and results achieved.
Provision of technical advice and support to other projects within the P&S Portfolio in the subject areas of stabilization and HDP Nexus
Provides substantive inputs in the planning and implementation of other programmatic interventions that have linkages to stabilization and HDP nexus; Contributes to the required quality level of relevant products delivered by other projects within the programme; Delivers analysis of pertinent trends and developments in the area of stabilization.
Gender equality mainstreaming within the programme:
Support gender equality mainstreaming in the programme implementation with special attention to internally displaced women and female-headed households that are particularly vulnerable due to limited access to land or financial assets; Ensure that relevant documents prepared during project implementation are written using gender-sensitive language.
Ensuring knowledge management in the domain and coordinating within UNDP and beyond.
Captures relevant programme experiences and lessons learned; Researches best practices generate ideas and proposes new, more effective ways of doing things; Actively shares experience and knowledge, as well as coordinates Programme activities and approaches with the broader local governance team within UNDP and beyond.
