As part of the UN country team in Sudan, UNDP aims to contribute to the significant reduction of extreme poverty throughout the country and to support the establishment of a critical mass among Sudan’s people that is ready and able to engage in the development process of the country. In line with the overarching SDG goal “Leave No One Behind” (embedded among others in SDGs 1, 5,10 and 13), our Programme interventions target localities characterized by high levels of poverty and exclusion and those affected by conflict

The unfolding political events in Sudan are drawing attention and interests of regional and international community including the United Nations Development Program (UNDP) which is expected to contribute to the development efforts in the country when circumstances are ideal. To better position itself for such eventuality, UNDP has outlined its priorities for the transitional period and beyond; the immediate, medium- and long-term measures that might be necessary to support the country during the transitional period and beyond to ensure an orderly and peaceful transition to democratic Governance. These priorities include but limited to: Election process; Constitution making; Anti-corruption; Transitional justice; Local Governance; Planning and Public Expenditure Management and Oversight; Huma rights; Security sector reform (SSR); RoL/legal reform; Peacebuilding and reconciliation; Youth, CSOs and gender empowerment; Economic reform/Economic development (jointly with the IFIs)

In light of the above priorities, UNDP seeks to recruit a Governance & Rule of Law Analyst who will assist in designing and implementing UNDP transitional developmental priorities in terms of Rule of Law and good Governance, as well as implementation of UNDP Vision and Agenda in Sudan pertaining to strengthening resilience and prompting inclusive sustainable development in Sudan.

Under the overall guidance of the Head of Unit for Stabilization and Governance, and direct supervision of the Programme Analyst Governance and Rule of Law, the incumbent is expected to assist in the management of UNDP’s projects in the areas of Governance, Rule of Law and Human Rights. He/she ensures a client-oriented approach and consistency with UNDP Rules and Regulations.

Summary of Key Functions:

1-       Implementation of Programme Strategies:

  • Management of the CO Programme;
  • Provision of Policy Advice services to the Government and facilitation of knowledge building and management;
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPA and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned especially in the areas of women’s empowerment, Human Rights, youth, participation and democratic representation, access to justice, conflict resolution, transparency and anti-corruption, citizen security, and decentralization as well as the identification of new innovative technologies and policies to overcome these challenges.

2-       Design new initiatives and project proposals in line with the Country Programme Action Plan (CPAP) and the implementation of participatory processes in the management of Governance, Human Rights and the Rule of Law:

  • Integration of corporate / regional best practices and Programme Standards into the assigned projects. Contribute to the promotion and observation of the UNDP Gender Equality Strategy 2014-2017 regarding the mainstreaming of HIV and Gender Equality in all Programmes and projects under her/his management.
  • Full implementation of corporate quality and monitoring standards relating to the strategic plan and the PPM reform within her / his projects.
  • Effective application of RBM tools, establishment of project portfolio management targets and monitoring achievement of results.
  • Design and formulation of CO Programme within the area of responsibility, translating UNDP’s priorities into local interventions and recommending appropriate implementation modality. Coordination of Programme implementation with the responsible agencies, and introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Contribution to the provision of technical guidance and advice in Local Governance and service delivery with careful regard to improving the ability of Government to plan, provide and deliver basic services and enhance their capacity and legal frameworks to prepare and implement development plans.
  • Assist in initiation of projects, presentation of projects to PAC, project management in Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Perform functions of Manager Level 1 in Atlas for POs and vouchers approval (if delegation received) and participates in recruitment processes for projects.
  • Ensure Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Assessment of project impact in consultation with government and relevant counterparts.
  • Participation in audit of DIM and NIM projects. Follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes within her / his projects. Preparation of donor reports.
  1. Provision of Khartoum-based support with GSU projects achieving;
  • Support Initiation and presentation of the project to PAC/SC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Project support officer should perform functions of Project Manager in Atlas (if authorized by SM), participates in recruitment processes for projects.
  • Support financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
  • Assist in Preparation of inputs for reporting, including donor reporting.
  1. Support effective administrative support, financial control, supply and assets management, knowledge building/sharing and other common services focusing on achievement of the following results:
  • Implementation of the control mechanism for administrative services, maintenance of administrative control records such as commitments and expenditures.
  • Review, research, verification and reconciliation of a variety of data and reports ensuring accuracy and conformance with administrative rules and regulations; creation of vendor set-up information in Atlas;
  • Review of data integrity in the database, control Programme; analysis of results and initiation of corrective actions when necessary.
  • Proper inventory control; supervision of proper issuance of inventory items and supplies.
  • Support contracting, documentation, payments, reconciliations, small grants agreements and project cash advances process.
  • Assistance in the preparation of budget, audit and other reports.
  • Provision of researched information reports for audit exercises.

Impact of Results:

The key results have an impact on the efficiency of the unit. Accurate analysis and presentation of information strengthens the capacity of the office and promotes the image of UN/UNDP as an effective contributor to the development of the country, facilitates subsequent action by a supervisor. Incumbent’s own initiative is decisive in results of work and timely finalization.

Education:

Master’s Degree or equivalent in Political Science, International Studies, Development Studies, Social Sciences, or any other related field.

A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 2 years with a master’s degree or 4 years with a bachelor’s degree of progressively responsible professional experience at the national or international level.
  • Hands-on experience in design, monitoring and evaluation of development projects;
  • Excellent communication, organizational and interpersonal skills;
  • Strong diplomatic skills in handling counterpart relations;
  • Experience in the use of computers and office software packages and handling of web-based management systems.
  • Experience working with Government counterparts will be an asset;
  • Knowledge of UNDP Rules and Procedures will be an asset.

Language Requirements:

Fluency in both written and spoken English and Arabic languages
