 Background:

The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.
The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.
As a priority, NRC is therefore hiring a Logistics Coordinator to be part of establishing NRC's programme in Sudan.

 Duties and responsibilities:

The purpose of a Logistic Coordinator is to implement delegated area of logistic responsibility and deliver a variety of procurement and other logistics related activities, including budget and procurement planning, market survey, management of warehouse, fleet, assets, communications, securing supporting documentation/archiving, reporting, coordinating, capacity building and support distributions:

  • To motivate, mentor, lead and capacity build the team
  • To implement organisational Global Logistics Handbook procedures and ensure compliance with donors and organisational policies
  • To support development of the Country Logistics SOPs and their implementation
  • To ensure smooth functioning and effectivness of the team
  • To personally process and manage the most technical and complex Framework Agreements (FWA) or/and Tenders, in order to ensure best complience and efficiency and to ensure proper archiving for donors
  • To participate at the relevant meetings ensuring proper communication and coordination with other departments; and support procurement planning where relevant
  • To support preparation of budgeting and Project Procurement Plans and Country Procurement Plans
  • To ensure Procurement Tracker and Contract Follow up sheet are being accurate and updated prior to being shared as the updates with all staff
  • To ensure that stock reports and documentation is accurate and updated regularly and conduct spot checks
  • To overview development of the Asset Register and Inventory list and together with finance department conduct reconciliatitions on quaterly basis
  • To ensure that all FWA are either extended or re-tendered in time; and to timely process the newly requested tenders
  • To coordinate with the other organisations and attend relevant logistics meetings
  • To undertake any other duties as signed by the line manager

 

 Minimum Qualification, Skills and Experience Required:

Qualifications

  • Experience from working within technical expertise area in a humanitarian/ recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English and Arabic both written and verbal.
 
Context/specific skills, knowledge and experience:
  • Minimum 3 years’ experience in procurement and contracts management at a senior level preferably within a humanitarian context
  • Qualification requirement: Bachelor degree or higher
  • Good working knowledge of international supply chain operation
  • Experience and knowledge of key institutional donor’s procurement rules and regulations;
  • Proven management experience, including training and capacity building of national staff;
  • Highly organized with strong administration and information management skills;
  • Strong interpersonal and communication skills;
  • A high level of computer literacy;
  • Fluency in both Arabic and English, both written and verbal
