 Background:

 Duties and responsibilities:

Job Purpose: 

The M&E and Compliance Officer will be responsible for designing, implementing, operating the M&E system, as well as assisting in preparing Quarterly/Annual reports and monitoring the project activities on a regular basis.

The M&E and Compliance Officer will be accountable to deliver the following tasks:

 

Compliance: 

  • Ensuring the organization complies with its outside regulatory requirements and internal policies.
  • Responsible for all administrative functions, including operations, management, process improvement, identifying various compliance issues and strategic planning and development.
  • Implement improved operational measures and policies that promotes efficiency.
  • Communicate with management teams to confirm execution of organization processes.
  • Provide support to all business units including logistics, administrative, IT departments, human resource and financial.
  • Ensure that operational activities are executed within allotted budget and timelines.
  • Ensure compliance with best business practices throughout organization.

Monitoring and Evaluation:

  • Monitor all project activities, expenditures, and progress towards achieving the project output, outcomes & objectives.
  • Strengthen, improve, and streamline monitoring and evaluation procedures.
  • Provide feedback to the Head of Program on project activities.
  • Coordinate data collection and monitoring activities with field implementers and other partners, analyze data collected and draft monitoring reports.
  • Monitor the implementation and mainstreaming of gender in the project activities.
  • Apply quality control and assurance processes.
  • Assist Head of Program on documenting lessons learned best practices and innovations.
  • Closely monitor projects progress and ensure good reporting and documentation of process and impact.
  • Collate reports, articles, and stories from the field with the support of field staff for compilation of quarterly and final reports according to set reporting timeframes.
  • Conduct a first level review of reports generated by project managers and Area coordinators, including fact checking and revisions as necessary to ensure high quality and compliance with donors’ requirements.
  • To ensure good relations are always maintained with projects partners and stakeholders.
  • To identify and develop, where appropriate, new projects ideas and strategic opportunities leading to the development of concept notes and proposals.
  • Develop monitoring and impact indicator for the newly conceived project.
  • Develop TOR and participate in baseline survey, mid-term evaluation and end of project evaluation.
  • Suggest strategies for improving the efficiency and effectiveness by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Assist the project personnel with M&E tools and in supporting them in their use.

Partnerships and Capacity Building:

  • Capacity building and support to ensure grants are managed in compliance with donor requirements; lead workshops for project staff to understand contractual obligations and donor compliance requirements, development of contract templates and training among others.
  • Identify staff and partner capacity gaps and provide tailored capacity building plans with as appropriate.
  • Oversee and roll out safeguarding measures and any cross-cutting policies.

Internal and External Relationships:

The post-holder will report directly to Head of Program. There will also be close collaboration with the rest of the field teams. She/he will also work with Country Office team.

 

Other:

Perform any other related duties commensurate with the level and grade of the role which may from time to time be requested by the line manager.

 

 Minimum Qualification, Skills and Experience Required:

The ideal candidate will be able to demonstrate:

Qualifications, Knowledge & Experience:
  • A Bachelor’s degree in Business Administration, or any other relevant study.
  • A master’s degree in a relevant field is an advantage.
  • At least 3 years of relevant work experience in humanitarian, development with an international INGO.
  •  Excellent knowledge and Strong experience and proven record in multi-sectoral project management.

 

 

Skills, Abilities and Competencies:

 

  • Capacity to produce high-quality briefs and reports.
  • Ability to design M&E tools, surveys, and evaluations.
  • Ability to follow deadlines, accuracy and attention to detail.
  • Ability to meet strict deadlines.
  • Familiarity with research methodology and use of statistical package is an advantage
  • Exceptional communication skills, verbal and written, especially in a multi-cultural and multi-linguistic context and targeting a variety of audiences, including donor agencies, government, and international society.
  • Capacity to produce high-quality briefs and reports.
  • Ability to work under pressure and adhere to strict deadlines.
