 Background:

In line with the ongoing integration process, the Federal Ministry of Health (FMoH) has formed the Diseases Control Directorate (DCD) under the General Directorate of Primary Health Care in 2013. The DCD will lead the management and coordination of TB, HIV and Malaria disease responses. All functionalities are extracted from the previously vertical Programmes, merged, integrated with existing structure to ensure harmonization in planning, implementation and monitoring of activities supported by Global Fund. This includes case management, planning, monitoring & evaluation, supply chain and financial management. DCD will continue to be the main Sub-recipient (SR)/ Implementing Unit (IU) implementing the TB, HIV and Malaria grants’ activities in Sudan ensuring proper service delivery at all levels, health strategic information supporting implementation of surveys and surveillance and capacity building of health workforce. In addition to that, DCD will be offering technical assistance in several clinical and planning, monitoring & evaluation activities. It will also be in charge of managing the funds to support the running costs for health facilities.

 

 

 

 

 Duties and responsibilities:
  1. Summary of work, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK :

Under overall supervision of the Director of Diseases Control Directorate and direct supervision of Planning, Monitoring & Evaluation Department Head and in coordination with the respective FMOH departments, the officers will undertake the following tasks and responsibilities:

 

 

 

 

Reporting
  1. Follow-up of the timely submission of regular reports by sub national level closely with relevant units.
  2. Work closely with relevant unit on compiling the regular DCD reports submitted to different entities.
  3. Provided and contribute in generating information on core Global Fund routine Surveillance, M&E requirements in the context of performance frameworks (PFs) to improve outcome.
  4. Participated on updating set of indicators that reflect evolving strategies and recommendations for DCD and for strengthening health and community systems.
  5. Support preparation/ production of timely and high-quality (valid, reliable, comprehensive and timely) routine weekly/ monthly/ quarterly and annual surveillance monitoring reports.
  6. Routine review of states Surveillance reports that shared by HMIS, registers, administrative databases and field observations.
  7. Participated in / Conduction of supportive supervision and on Site Data Verification (OSDV) and data auditing to monitor data quality periodically and address obstacles to producing high-quality (valid, reliable, comprehensive and timely) data.
  8. Ensure adequate skilled human resources at all levels of the routine Surveillance and monitoring system to ensure completion of all tasks to produce relevant reports.
  9.  Provide guidance on Surveillance, M&E assessments and supervise DCD data bases related to World / Global Report vis-à-vis DHIS2 (WMR/ WHO EMRO & HQ plat form) and DCD scorecards
  10. Monitor the trend of the epidemics through monitoring epidemics/ outbreak occurrence via specific modeling/ threshold in weekly basis or whatever.
  11. facilitated sharing of relevant DCD information with the health administration, community and other stakeholders so as to detect diseases trends over time and evaluate control strategies
  12. Facilitate compilation meeting with relevant stakeholders at national level
  13. Participate in preparation of feedbacks to sub national level against the targets.
  14. Follow up on action points of sub-national level feedback reports
Field visits
  1. Conduct field supportive supervisory visits for Program Implementation Monitoring, and follow up on recommendations from the previous visits.
Capacity Building to National & sub-national level on M&E
  1. Develop and authorize a capacity building document for the departments and units of the DCD at the federal and state levels and update them periodically in coordination with the departments.
  2. Follow up on the preparation of departments of the DCD for strategic and annual plans for capacity-building, and follow up on the implementation of plans at the federal and state levels, according to the in coordination with the relevant authorities in the FMOH and the states.
  3. Building a database for the implemented capacity building plans, especially the training of Health cadre.
  4. Establishing basic training systems and curricula for new affiliates of the various departments of the DCD at the federal and state levels, and updating them periodically.
  5. Establishing and authorizing mechanisms to monitor changes that occur in the workforce/ staff working in the departments of DCD at the national and state levels in preparation for their training, and updating the mechanisms periodically according to need.
  6. Follow-up training of new affiliates of the various departments of the DCD at the federal and state levels before receiving work assignments, and preparing periodic reports for trained new affiliates.
  7. Follow-up to the nomination of employees of the DCD at the federal and state levels for external participation (training, conferences, meetings, and workshops) according to the directives and follow-up on preparing participants after returning to the their reports of participation according to the standard forms, and preparing periodic reports for external participation of the DCD.
  8. Coordination of training courses for the various departments of the DCD so that there to avoid contradict of implementation, in coordination with the departments concerned within the DCD.
  9. Coordination with training institutes the implementation of training courses.
  10. Organizing supervision programs to supervise the quality of the implemented training courses in coordination with training institutes.
Surveys, Reviews  and evaluation studies
  1. Participate on and follow with relevant units on the status of implementation
  2. Follow up the submission of final report
Monitoring of sub-national plans and activities
  1. Follow/share and compile the sub- national plans according to planning and NSP of DCD
  2. Conduct spot-checks of selected activities being implemented
Meetings
  1. Participate and coordinate in the Review Meetings of DCD with the Sub Nationals.
  2. Participate in coordination meetings with stakeholders and partners
  3. Participate in Monthly implementation meeting &/or M&E Task force/ TWG meetings
  4. Follow up the implementation of the  recommendations
External missions
  1. Facilitate external mission as relevant
Communication
  1. Communicate with national and sub-national level whenever needed for the relevant work in regard to reports, feedback, M&E guidelines and archiving documents
International Aid
  1. Coordinate with planning unit and state programs for timely implementation of the activities.
  2. Facilitate the timely liquidation of advance funds and follow up the compilation of supporting documents as set out in the agreement.
  3. Together with the finance unit, to insure completeness and correctness of the supporting documents delivered to the donors.
  4. Participate in preparation of the Quarter progress report and Progress Update and Disbursement Request (PUDR), including compilation of the supporting document from the different departments.
  5. Support the different department of DCD in organization and preparation of the different activities.
Other activities
  1. Participate in other Planning, M&E tasks assigned by the Direct supervisor

 

 

 

 

 

 

 Minimum Qualification, Skills and Experience Required:

Monitoring &Evaluation

Mandatory Criteria

  • Bachelor degree in of public health, science, medicine & surgery or medical related field
  • Have minimum three years documented experience of working in public health
  • Experience in Planning, M&E field
  • Basic computer skills and familiarity with MS word, power point & excel
  • Agrees to travel to states

Preferable criteria

  • Public health specialist
  • Previous experience in the disease control Programme
  • Basic computer skills and familiarity with MS word, power point & excel
  • Fluency in oral and written English and Arabic is required
