PURPOSE OF POSITION:

The Monitoring and Evaluation (M&E) Senior Technical Advisor is a core member of the Technical Service Organisation ( TSO) , providing the critical senior leadership and coordination for all monitoring and evaluation related technical services that the TSO provides to World Vision offices and makes a significant contribution to the strategic priorities of World Vision International.

Main roles include:

  • To provide leadership, training, and mentorship within TSO to contribute to building and strengthening monitoring and evaluation technical skills, knowledge, and expertise.
  • To provide leadership in systems strengthening to simplify and streamline TSO’s services in the area of M&E to maximize effectiveness and efficiency in service delivery.
  • To contribute to building and strengthening of monitoring and evaluation capacity and efforts of NOs and SOs by leveraging TSO’s technical expertise and by collaborating with key stakeholders including the Ministry Strategy and Evidence Team and Global Field Operations.

This position will report directly to the Technical Director of Enabling Areas.

KEY RESPONSIBILITIES:

Oversight and Quality Assurance:

  • Keep a line of sight of all M&E related technical assistance (baseline, development of M&E systems, evaluations, lessons learned exercises, etc.) through Workfront and M&E Domain Group.
  • Develop integrated tools and systems to enable oversight and quality assurance for all M&E related projects undertaken by TSO.
  • Provide troubleshooting support if and when there are challenges in TSO support for M&E and bring timely recommendations for action.
  • Work with the TSO leadership team to ensure that the agreed business processes, standards and systems are followed, resulting in effective support for M&E related technical assignments.

Capacity Building, Collaboration and Learning:

  • Provide mentoring and coaching to technical advisors involved in M&E related activities.
  • Build and utilize a Technical Advisor assessment directly focused on M&E to understand our capacity and gaps in our ability to meet this need.

Through training, mentoring and coaching, ensure ability of TSO to respond:

  • Baseline and evaluation of technical programmes in multiple programme sites.
  • Coordinate with GAM TD to identify donor specific M&E standards and requirements.
  • Cross functional team support for M&E projects of TSO.
  • Assist NO, SO and P&C to hire competitive, high performing staff in M&E.
  • Select, screen, summarize and socialize priority information on M&E information amongst the Technical Advisors in TSO to make absorption more systematic.
  • Maintain a personal learning agenda to stay up-to-date on M&E related knowledge and competencies.
  • Lead the M&E Domain group within TSO.

Strategy and Leadership:

  • Provide leadership in the development of strategic direction for M&E related capability and services in TSO.
  • Engage as an active member of the Global M&E community and help all partnership entities become and stay aware of TSO technical services related to M&E.
  • Gain, maintain and communicate full understanding of World Vision’s M&E standards, tools, trends and language for provision of technical expertise by technical advisors within TSO.
  • Understand the different M&E issues within the different sector areas and liaison with sector counterparts to get up to speed, so as to be able to respond knowledgeably in any given situation irrespective of the sector focus.
  • Provide updates to TSO Leadership to enable decision making to address bottlenecks and increase TSO capacity to respond to M&E request based on After Action Reviews and TSO M&E Domain.

Internal and External Relationships:

  • Work collaboratively with TSO staff, Global M&E specialists, RO Ministry Quality / Quality Assurance advisors, SO M&E specialists.
  • Approach work with a commitment to client-service, that grows the capacity of all involved.
  • Participate in WV internal M&E communities.
  • Identify and engage externally with relevant external M&E forums.

KNOWLEDGE, SKILLS & ABILITIES:

  • Masters Degree in measurement, research and evaluation or equivalent.
  • Ten years practical experience in conducting and leading sector programme-related M&E including baseline and evaluation design and implementation.
  • Demonstrated quantitative and qualitative evaluation and research skills.
  • Experience in developing monitoring and evaluation systems (including indicators, instruments, and methodologies), for sector programmes.
  • Working knowledge of the WV Partnership preferred and ability to interface sensitively with people from various departments in both field and support offices.
  • Proven experience in development work with a thorough understanding of transformational development and sectoral interventions.
  • At least 5 years of team management experience.
  • Experience in building technical M&E capacity.
  • Experience working in development or humanitarian industry.
  • Ability to communicate cross-culturally.
  • Advanced skills in use of quantitative data analysis software – e.g. Excel, SPSS, STATA, NVivo, etc.
  • Proven experience in multi- and bi-lateral donor M&E requirements.

Work Environment/Travel:

  • Work environment: Home office-based.
  • Travel: Up to 30% International travel is required.
