PURPOSE OF THE POSITION:

The purpose of the position is to provide Program Design and managerial support for the SHF grant. The Multi-Sector Program Manager will provide overall managerial support (Design, planning, implementation, supervision, monitoring, reporting, and evaluation) of SHF project assigned to him in South Kordofan. S/he will provide technical, administrative, financial, and human resource management oversight in accordance with WV policies and donor requirements. S/he will ensure effective and efficient implementation of the projects including ensuring visibility and effective communication with all stakeholders. The position will also provide liaison and coordination with UN entities as well as other

humanitarian organizations including cluster coordination.

This position will be based in South Kordofan (95%) with travel to Khartoum National Office (5%).

KEY RESPONSIBILITIES:

Fundraising and Donor Engagement:

  • Play a key role in the Technical Program designs and produce quality award winning proposals that delivers funding to World Vision Sudan Office.
  • Participation in key decision making on donor mapping, identification, appraisal and making the Go-No-Go decision and formulating strategy for engagement.
  • Initiate and manage needs assessment and surveys aimed at determining existing Projects and other community needs.
  • Work closely with Programme Development and Quality Assurance Department to build and sustain WV South Kordofan sector portfolio.
  • Increase the PNS portfolio in the State and actively engage Support Offices for any upcoming opportunities.

External Engagement and Partnership Management:

  • Identify and carry out due diligence and capacity assessment on potential partners who can work with World Vision to deliver the mandate.
  • Manage individual partner members expectations and ensure they deliver as per the engagement terms of reference.
  • Manage any conflicts arising from the partnership and ensure timely delivery of objectives.
  • Develop and review agreement and sub-agreement contractual obligation and ensure close follow up to deliver as agreed.
  • Review the performance of partners members and recommend their viability for partnership.
  • Engage the government departments and line ministries to rally them behind the support of WVI programs and projects and seek relevant approvals.

Establish, Implement and Report on the Program:

  • Set-up projects as per the design detailed in proposal documentation (narrative, log frame, budget, PMP) and the contract with donors in close collaboration with implementing partners, relevant government line ministries, and other stakeholders.
  • Be directly accountable and responsible for delivery of projects ensuring quality assurance in conformity with World Vision’s technical approaches, models, and project management standards. This includes development of Standard Operating
  • Procedures (SOPs) and technical approaches to ensure standardisation of approaches and models in delivery.
  • Management of projects as well as manging the external partners and ensure they deliver appropriately.
  • In collaboration with other departments such as M&E and Finance, develop project performance tracking tools (work plans, PMPs, expenditure plans, procurement plans etc) and oversee the approval and utilisation of these tracking tools to ensure effective and efficient delivery of projects.
  • Provide timely scheduled and ad hoc reporting on implementation progress to donors, WV Sudan Senior Leadership Team (SLT) and other stakeholders including HAC and government line ministries.
  • Lead continual development and embedding of learning culture throughout the organisation; ensuring lessons learnt are proactively used in the designing of new projects and iteratively used to influence implementation of ongoing projects.
  • Participate in relevant coordination meetings and cluster forums, representation and partnership initiatives.
  • Offer Managerial support for Multi-Sector Projects in FSL, Protection, Health, Nutrition and WASH.
  • Manage the PNS projects as the State focal point and ensure adequate follow up with SOs and donors.

Management and other Responsibilities:

  • Identify vacancies and support P+C to fill the vacancies ensuring adequate resourcing for each position before advertising it (this entails developing and reviewing role profiles / job descriptions, reviewing and aligning payroll bands, advertising vacant positions, managing the interviewing processes, making appointments, overseeing orientation and probation periods).
  • Develop Performance Agreements (PAs) with clear and measurable Key Performance Measures (KPMs) and regularly review staff performance in line with WV Sudan policies and agreed upon weekly / monthly work plans.
  • Oversee staff retention and capacity development.
  • Ensure adequate allocation of funds for remuneration of relevant staff salaries in new proposals.
  • Review project staffing structure for each location to improve performance, accountability, and delivery.
  • Manage staff exit processes in a way that reduces liability on WV Sudan.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Master’s degree in Social Sciences, Law, International development, Peace Building and Conflict Resolution.
  • Post graduate qualification in Project management and fundraising.
  • Certificate training in Child Protection in Emergencies, Education in Emergencies, Peace Building and Gender and Development.
  • Over five years’ experience in Child Protection, Education, Peace Building and Gender and development.
  • Five years’ experience as a project manager and donor engagement.
  • Three years’ experience in complex humanitarian operations.
  • Working in Refugee and IDP setting an added advantage.
  • Experience managing multi-sector Programs.
  • Experience of managing consortiums.
  • Fundraising and proposal development experience.
  • Experience in managing projects funded by the major institutional donors such as GAC, DFID, EC, USAID, OFDA and others UN funding mechanism.
  • Fluent in English Language.

Preferred Skills, Knowledge and Experience:

  • Post graduate certificates in Education in Emergencies, Child Protection in Emergencies, Gender and Development.
  • Working in complex humanitarian setting and conflict zones.
  • Expert level understanding of MS Excel, MS Word and other Microsoft applications.
  • Experience working in a cross-cultural environment.
  • Working in Fragile context and insecure conditions.
  • Willingness to live and travel in harsh conditions.
  • Training and experience in the protection sector, particularly of children in conflict environments is highly desirable.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 70% of the time.
