Background
United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) strives to promote gender equality and women’s human rights, strengthen the implementation of gender-sensitive policy and legislation, and eliminate all forms of violence against women. UN Women is strategically positioned at both the national and provincial levels in moving towards the realization of gender equality and women’s empowerment. UN Women provides support to innovative initiatives that promote women’s human rights, with a special focus on their economic security, governance/ political participation, freedom from violence, as well as access to justice.
With the financial support of the EU, UN Women in partnership with the Italian Agency for Development Cooperation (AICS) is implementing a project titled Women’s Empowerment for resilience, Inclusion, Sustainability, and Environment WE-RISE) in the Eastern States. The project aims to create a conducive environment for the economic empowerment of women living in the most vulnerable situations in the Khartoum, Kassala, Gedarif, and Red Sea states. Specifically, the project objectives focus on improving access of young women and men, living in vulnerable situations, to a more inclusive market system, strengthening Women’s entrepreneurial Capacities and Leadership Skills for effective Engagement in value chain and gender inequality patterns transformation. The project also aims to enhance and reflect on the social norms and attitudes toward women’s economic empowerment and to create positive attitudes toward accepting women’s s work.
UN Women’s intervention in the project is focusing on strengthening Women’s entrepreneurial Capacities and Leadership Skills for effective Engagement in the value chain and gender inequality patterns transformation in Eastern states. The intervention is responding to the productivity gap where women’s engagement in the traditional agricultural sector (farming, livestock, fishery, and forestry) is hindered by their inability to maximize the benefit from the products they produce through value chain transformation.
Women in the state across their different intersectionality and where the culture allows their work in some settings struggle to enhance their productivity and to increase income. The availability of women’s associations is key to supporting women in accessing the fund, enhancing their productivity through value chain transformation, and gaining sufficient income. While inadequate economic opportunities among women and young women are deterrent to their economic empowerment, participation in the public space including participation in the economic arena and political processes is a fundamental barrier to the achievement of gender equality and women’s empowerment. A recent study conducted by UNDP has shown variations in women’s potential participation in the political space and their engagement in the movements and groups.
Supporting establishing/ restructuring women’s associations, movements, groups, and young women entrepreneurs provides a solid foundation to enhance women’s economic opportunities and their engagement in the political and economic processes and is key to strengthening the linkages between economic empowerment and political participation.
UN Women grounded in the vision of gender equality and women’s empowerment is seeking to recruit a consultant to undertake a mapping of women’s organizations, agricultural groups, women’s movements, and women and young women entrepreneurs. The mapping study is part of the first phase of the program “WE-RISE! and it aims to collect information and data about women’s organizations, associations, and movements at the community, local, and state levels.
Duties and Responsibilities
This mapping consists of two components, the first part focuses on women’s and agricultural associations that would be targeted to build the foundation for the project intervention that focuses on enhancing women’s entrepreneurial capacities in agriculture. The targeted localities and communities will be identified by UN Women based on the recent studies conducted on gender, conflict, and environment analysis and on the impact of social norms on women’s work. The second part of the study focuses on the mapping of the entrepreneurs and women’s movement
Part One:
Identify the existing women groups, and agricultural associations in the targeted/ selected localities, and communities Identify the capacities of the associations in terms of knowledge of gender issues and their abilities to deliver activities, and implement programs Reflect on the organizational nature of the women’s associations/ groups, membership, and the activities practiced by the women members Elaborate on the sources of funding of the organizations and the types of funded programs, activities Reflect on the challenges facing the associations Identify the gaps, if any, in the work of women’s organizations at the local level in the 3 states. Identify stakeholders working on strengthening the capacity of women’s organizations in the 3 states. Identify the existing CSOs, their potentialities and capacities, and engagement in women’s issues and identify the organization to be selected as the sub-implementing partner to the project and provide justification for the selection. Identify the existing associations to selected for the project intervention and provide justification for the selection. Identify any potential women’s movement groups active in the political arena and reflect on the nature of their work Reflect on the social norms and the existing barriers to women’s work Provide a demographic profile of the targeted communities (socioeconomic, political, infrastructures, and environment)
Duties and Responsibilities of the lead consultant
The main duties and responsibilities of the national consultant will be to:
Undertake desk review of the available literature on mapping of women’s groups, and agricultural associations in the eastern states. Develop the study methodology and design the tools for data collection in collaboration with the hired researchers Identify the key stakeholders to be targeted. Manage the process of the data collection in close follow-up with the researchers. Compile the data collected in one consolidated report
Deliverables
The national consultant is expected to deliver the followings:
Produce and submit an inception report 6days after the signing of the contract with a detailed methodology showing data collection, methodology of data collection, data analysis, tools used in the data collection and sampling. In addition to the work plan and annexes including the questions of the tools used in data gathering (Questionnaire, Forms, Focus Group Discussion (FGD), checklist, and interviews with guided questions)Produce a draft report of the mapping study. The draft report should be inclusive of the following components: Executive Summary. Introduction Background and context. Purpose and Scope of the study. Methodology of the mapping study Literature review. Key findings of the study. Conclusions and key recommendations. ANNEXES including data collection tools, references. A final report incorporating the comments received by UN Women
Part two of the mapping
This part of the mapping focuses on registered and unregistered entrepreneurs with a focus on young women in creative industries, women’s movement groups including economic rights-
focused women’s movement
Objectives
Identify the potential registered, and unregistered women entrepreneurs including young women in creative industries Reflect on the capacities, and nature of business practiced by women entrepreneurs Elaborate on the challenges women entrepreneurs face Create database information of women entrepreneurs including detailed information on the businesses they practice, the source of funding, marketing of the products, and other relevant information. Identify the existing women’s movement groups and economic rights-focused movements in the targeted states Show the capacities of the available movements and groups, the nature of the work they are doing, their interventions in claiming women’s rights, and how they have been connected to the political processes at the states and localities level Reflect on the challenges women’s groups and movements face Identify the level of interaction of the movements with the stakeholders including government officials

Required Skills and Experience
Education:
Minimum M.SC degree in gender, social sciences, or any other related discipline
Experience:
Expertise in gender-related aspects At least 5 years of experience in working on gender issues or related fields, At least five years’ experience in conducting research, mapping, assessments, and analyses. Strong skills & experiences in software and in designing database information
Languages:
Fluency in English and Arabic is required.
