Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.How can you make a difference?The Consultant is expected to develop standard procedures (SOPs) identifying roles and responsibilities of different actors on the Disarmament, Demobilization and Reintegration of children who has been associated with armed groups and forces and help in its roll out as a functional SOPs on disbarment, demobilization and reintegration programme for children.Basic objectives of consultancy:Conduct a desk review of the existing disarmament, demobilization and reintegration practices in Sudan including the current national strategy, the evaluation of the Darfur reintegration program and the SOPs on how to deal with children captured during fighting.

  • Conduct desk review, including on secondary recent data from national surveys on CAAFAG in Sudan. Review current national strategy, SOPs, the KAP survey and Darfur evaluation findings and recommendations.

Conduct stakeholders' consultation workshops, focus group discussions and in-depth key informant interviews with selected officials from relevant government line ministries at the federal and state level;

  • Conduct interviews with selected government officials, civil society, service providers and other key actors
  • Conduct focus group discussions (FGD) and individual interviews with stakeholders', children, and community representatives (i.e. youth and women's groups leaders)
  • Write the draft SOPs.
  • Conduct the consultation workshop on the draft SOPs

Develop the standard Operating procedures and share the with relevant government institutions for comments.

  • Conduct consultation meeting on the draft SOPs and address the comments from the consultation meeting.
  • Conduct one day national validation workshop to ensure endorsement of all concerned partners of the SOPs.
  • Final SOPs submitted which include all comments /additions either from UNICEF CP or government, INGOs or NGOs.
  • Support conducting the roll out of the SOPs in Khartoum, Blue Nile and South Kordofan

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master's or higher) preferably in international law, human rights, political science, or international affairs
  • A minimum of five years of relevant professional experience in child protection or related fields of work, including at least three years addressing issues of children and armed conflict.
  • Proven experience in leading participatory social research methodologies
  • Demonstrated familiarity with key international human rights frameworks and principles relevant to children and armed conflict
  • Excellent written and oral communication skills
  • Excellent organizational skills, attention to detail, ability to work with the team and to communicate with a wide range of different stakeholders required, including children.
  • Computer literacy essential.
  • Familiarity with Sudan's current national conflict dynamics will be an asset.
  • Knowledge/experience of UN system preferred.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required.
