Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

Under the overall supervision of the Chief of Planning, Monitoring and Evaluation, the National MICS Consultant (NMC) will support UNICEF CO and the Central Bureau of Statistics (CBS) for the preparation, implementation and completion of the MICS survey. The NMC will support the coordination of MICS work in close collaboration with the survey team, the stakeholders, and Technical Committee members. The NMC will communicate effectively between the UNICEF CO and Central Bureau of Statistics (CBS), responding promptly to MICS related needs and issues as they arise.

Basic objectives of consultancy/contractor (assignment) services 

  • Coordinate the MICS Survey work between Central Bureau of Statistics, UNICEF CO and other stakeholders at each stage of the survey process.; more specifically during training and field supervision visits
  • Communicate effectively between the UNICEF CO and Central Bureau of Statistics (CBS), responding promptly to MICS related needs and issues as they arise.
  • Collaborate with the survey team, the stakeholders, and Technical Committee members to ensure meetings are conducted and documented
  • Documentation of lessons learned and good practices and archiving of all related survey documents and deliverables

Objective 1: Coordinate the MICS Survey work between Central Bureau of Statistics, UNICEF CO and other stakeholders at each stage of the survey process.; more specifically during training and field supervision visits

Key Activities/Tasks

  • Provide monthly updates on MICS activities to the UNICEF CO
  • Ensure field work is adequately monitored in coordination with CBS state offices and UNICEF field offices.

Objective 2: Communicate effectively between the UNICEF Sudan CO, and Central Bureau of Statistics (CBS), responding promptly to MICS related needs and issues as they arise.

Key Activities/Tasks

  • Communicate regularly with the UNICEF CO responding to all MICS related issues in a timely manner;

Objective 3: Collaborate with the survey team, the stakeholders, and Committees to ensure all MICS related meetings are conducted and documented.

  • Participate in all MICS Technical Committee meetings and ensure proper documentation

Objective 4: Documentation of lessons learned and good practices and archiving of all related survey documents and deliverables

Key Activities/Tasks

  • Ensure that all survey related documents and deliverables are properly archived throughout the survey process.
  • Ensure that lessons learned, problems, and good practices are documented throughout the MICS process

Output(s)/Deliverable(s)

  • Monthly progress report of activities is provided to UNICEF CO, describing activities undertaken during the month
  • Field trips are conducted, reports are delivered, and discussions of lessons learned are organized with UNICEF and CBS;
  • Progress reports are provided highlighting problems encountered during the month and solutions put in place to mitigate them
  • Technical committee meetings are attended and documented.
  • Complete archive of MICS documentations and materials.
  • Lessons learned, problems and good practices are properly documented

To qualify as an advocate for every child you will have…

Education:

Advanced university degree in Demography, Statistics, Social Sciences, Epidemiology or any other related technical field is required.

 Skills and Experience:

  • Proven minimum of 5-year experience in the coordination and/or management of quantitative household surveys (prior MICS or Demographic and Health Survey (DHS) is an asset;
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS);
  • Experience with CAPI data collection;
  • Training experience and ability to organize and facilitate training and presentations;
  • Experience in data analysis and survey report writing.

  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in English and Arabic required;
  • Familiarity and previous experience of working in Sudan and/or in the region is highly desirable.
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organization, more specifically with National Statistical Offices;
  • Ability and willingness to travel extensively to the field.
