Background:
ROLE Purpose
Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice. To provide technical support to the design, implementation and monitoring of the nutrition activities in the programme in the target project locations with a special focus on behaviour change communications for improved nutrition, also, S/he will be responsible for quality implementation of all Nutrition activities in Sponsorship and development areas through supervision of different nutrition activities as well as effective coordination with SMoH , field nutritionist and community volunteers.
To provide life saving humanitarian services through a comprehensive multi-sectoral health, Nutrition, GBV, and Child Protection response that is inclusive as well as age and gender responsive for communities Wad Elheliaw and Gharb Kassala localities in Kassala state.
DIMENSIONS OF THE ROLE:
- The Nutrition officer will report to the Project Manager with dotted line to Area Health and Nutrition Coordinator. S/he will work collaboratively with the respective project Implementation Managers/Coordinators in each of the project sites.
- As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.
- Hold 48 nutrition education sessions in each of two centers in weekly basis in nutrition OTP/ TSFP sites to promote dietary diversification through high nutrient food & importance of vitamins. The main topic of the session are basics of nutrition, food diversity, pregnancy and lactation nutrition, infant and young child nutrition, malnutrition, vaccinations and food/ personal hygiene
- With support from the Project Manager, develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
- Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to the Project Manager and addressed in a timely manner way.
- Assist Project Manager for lead the project security matters and the affairs of the project partners.
- Ensure that Plan’s and the Donor policies and procedures are continuously adhered to in the project’s planning, implementation, monitoring and evaluation phases.
- Work closely with Area Health and Nutrition Coordinator to ensure Health and nutrition strategy well adapted in all project interventions.
Conduct training for 3 days on GBV, PSEA, and referrals pathways for 30 staff including 10 from each clinic and 10 from the local partners.

Duties and responsibilities:
Accountabilities
In accordance with Plan International regulation and project management policy, the incumbent will be accountable for ensuring the performance of all the WFP project activities, budget and calendar required in White Nile to conduct the works associated of project management faces implemented that etc. include planning, implementation, monitoring, and project closure phase. Thus, accountabilities include as follows:
Scope and Schedule Management
Project Planning
- Assist project Manager to complete all the project set-up processes, for initial activities, and spend on procurements regarding key purchases
- Nutrition centres Staff capacities are supported at locality level
- Communities’ representatives and local authorities are mobilized empowered to effectively involve in participatory Nutrition activities for transparency, ownership and sustainability.
Project Governance & Accountability
- Ensure voices and perspectives of girls, boys, youths, marginalized groups are heard throughout implementation of the project
- Ensure project participants and beneficiaries have access and utilize the child-friendly feedback and reporting mechanism
Project Implementation
- Support the project team and other technical team members in the Nutrition project implementation, monitoring and evaluation in project location.
- Contribute in data collection, nutrition surveys, campaigns, food distributions and monitoring of beneficiary trends
- Ensure Health and nutrition messages are provided include birth registration of the child and PLW to participate in SBCC activities at the health centre on specified visiting days
- Conduct community mobilization and participation in project implementation
- Ensure that all programmes take protection issues into account and follow Plan principles on child protection and gender-sensitivity.
- Ensure adequate availability of all medical and food supplies and ensure stock is pre-positioned as planned by discussing with logistics
- Through liaison with the community volunteers provide effective follow up of all cases: particularly tracing of children who are absent from the program, sick children, long stay children, children not gaining weight, and children with social problems... etc.
- Provide key health and nutrition education messages to beneficiaries based on the protocol and guidelines.
- Ensure quality of nutrition screening for children under-5 conducted by Community Nutrition Mobilizers in target Communities.
- Ensure quality of IYCF counselling sessions provided during Support group meeting
- Respond to inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the OTP sites.
- Ensure that activities are implemented based on SMOH and WFP guide lines.
- Ensure that activities are implemented in a consultative, participative manor that take account of the different needs of women and children with high level of accountability to beneficiaries with appropriate feedback mechanisms in place.
- Ensure monitoring and evaluation measures in are in place.
- Support M&E staff to track and complete Performance Measurement Framework.
- Proactively ensure that gender equity is central to all aspects of Plan’s work and staff management.
- Ensure IYCF practices, nutrition related hygiene, and health seeking behaviour are applied.
- Promote increasing awareness of appropriate nutrition behavior in project communities by ensuring behavior change materials are visible in supported communities and health facilities.
- Support the development of case studies and success stories from programme implementation.
- Provide maternal and child care/feeding key messages to beneficiaries of food program during food distribution.
- Work with communities (leaders, parents, etc.) and disseminate information about nutrition issues and available services as well as work closely with other project officers to create additional learning spaces – design and location based on assessment data
Hold meetings with stakeholders including schools, local councils and CBOs, CSOs serving children and community to understand their nutrition priorities, familiarize them with the projects and its objectives and engage them in the process.
Monitoring, Evaluation, Research & Learning
- Assist Project Manager to develop and apply project MER tools that allow:
- proper planning of project activities, milestones and reporting dates and
- tracking of girls and children reached.
- Work closely with project Manager to ensure that lessons learned case studies are captured and properly documented and archived by carrying out project/program reviews.
- Coordinate as well as involve stakeholders and project beneficiaries in participatory processes to gather verify & process data
- Ensure a full data cycle where data is consistently and regularly collected, reviewed, summarized, analyzed and feedback to relevant stakeholders
Capacity Building
- Work with project Stakeholders to identify the needs and support development to SMOH staff related to the health and nutrition project to increase their competence in project delivery.
Risk and Issue Management
- Continuously manage activities risks by reviewing, identifying new risks, prioritising, assigning ownership, taking mitigation actions, tracking, and reporting risks
- Ensure all concerned are accurately and promptly informed about the status of project risks
Safeguarding Children & Young People and Gender Equality and Inclusion
- Ensure that Plan International’s global policies for safeguarding children and young people, and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policies including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Internal Communication:
- Project Manager – High level of Communication to report, seek approvals, sharing views to strengthen the program areas and to ensure continues support for the program.
- Health and Nutrition coordinator/Sector Lead – High level of communication to support and provide hand holding support to understand the model and to respond to queries
- Regular communication with program department in PA to share work progress and updates and technical follow up
External Communication:
State ministry of health and WFP – high level of communication to share and understand progress of the program.

Minimum Qualification, Skills and Experience Required:

Experience & Knowledge
- A bachelor’s degree in Public Health, Nutrition and social studies.
- Minimum of 3 years’ working experience in Nutrition at field level with at least 2 years in a similar position
- Knowledge of Nutrition, Health, MAM, TSFP, FBMAM, SBCC and Previous experience working with international development and or humanitarian NGOs
- Spoken and written proficiency in English and Arabic. Strong Microsoft Word, PowerPoint, outlook and Excel skills.
- Excellent verbal and written communication skills in English.
