Our client’s Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with our cleint rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

The UNMAS Sudan office is based in Khartoum and works closely with the Government of Sudan, national and international partners with an aim of reducing the impact of explosive hazards on civilian population. UNMAS Sudan’s main activities include land release, risk education (RE) and victim assistance (VA) in areas affected with explosive ordnance. Currently, South Kordofan, Blue Nile and West Kordofan are affected with Explosive Ordnance including mines and ERW while 5 Darfur states are believed to contain ERW only. UNMAS also provides technical advice and training for Sudan National Mine Action Centre (NMAC) and national mine action NGOs for improving national mine action capacity including in management and implementation of mine action operations in the field.

Role objectives

Under the direct supervision of the UNMAS Operations Advisor, he/she will be responsible the following main duties:**

● Coordination of mine action activities in the field level including with local authorities, UN agencies and national and international NGOs.

● Planning and oversight of mine action activities implementation based on the priorities of the stakeholders and local communities.

● Regular monitoring of the mine action teams with a sole aim to improve the performance of teams and ensure delivery of high quality mine action services.

● Directly involved in the capacity building of national demining teams on a regular basis, whenever weakness or areas for improvement identified.

● Ensure national mine action standards and procedures are applied by the mine action teams throughout the implementation of mine action activities.

● Prepare required training management packages and deliver the training courses including Basic Demining Course (EOD Level1), EOD Level 2 and Level 3 training courses to the demining teams’ members.

● Participate in UN joint assessment missions in Blue Nile and South Kordofan states.

● Conduct assessment and survey and record any unrecorded or newly identified EO contamination in Blue Nile and South Kordofan state.

● Deliver Explosive Ordnance Risk Education training courses to UN field personnel and the staff of national and international NGOs prior to their movement and missions in the area.

● Provide inputs to editing and improvement of Standard Operating Procedures (SOPs).

● Be able to utilize demining machines as part of the land release operations especially on the road/route clearance role.

● Maintain a proper communication channel with all stakeholders on regular basis.

● Regularly report progress, achievements, challenges, and issues to UNMAS Sudan.

● Conduct information analysis on the progress and how the mine action implementation plan will be implemented.

● As he/she will mainly work in post conflict areas under the control of government and their opposition, must therefore, always follow humanitarian mine action agenda and must not get involved in any political issues.

Key competencies

Education

· A First Level University Degree (Bachelor’s Degree or equivalent) with two years of relevant experience, OR

· High School Diploma (Secondary or equivalent) with 4 years of relevant experience is required.

Experience

· Relevant experience of at least 5 years in EOD, survey and clearance operations, in a team leading role.

· Experience in providing training and preparing training management package including training theory and practical training for EOD Level 1, Level 2 and Level 3.

· At least 2 years of experience in managing, supervising and leading multi teams as part of a mine action project.

· EOD IMAS Level 3 is required and Level 3 + is an asset.

· Experience in supporting operations in a humanitarian, conflict, post-conflict, Non-profit Organizations (NGOs) or development contexts is desired.

· Computer literacy, with solid experience of using Microsoft Office (Word, Excel and Power Point) is required.

Languages

· Fluency in English (speaking, writing and reading) is required.

· Fluency in Arabic (speaking, writing and reading) is desired.

· Knowledge of another UN official language is desired
