Catholic Relief Services (CRS) Sudan Program is recruiting a Program Manager II (PM II) for an anticipated USAID/OFDA-funded integrated health, nutrition, and WASH project in Central Darfur, Sudan. The project integrates Health, Nutrition, and WASH programming to address high rates of chronic and acute malnutrition in targeted areas. The PM II will provide strategic vision and leadership to the project team and effectively manage and leverage resources in compliance with donor rules and regulations as well as CRS policies. This is a hands-on, supervisory position that demands the ability to proactively manage complex challenges to achieve quality results within the timeframe, budget, and scale agreed with the donor.

Roles and Key Responsibilities:

• Implementation. Develop work plans and ensure the project is implemented to meet donor and communities' expectations in terms of time, scale, quality, and budget, including successfully implementing strategies for phase out and sustainability. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles. Ensure integration of interventions within the program and with other leveraged resources and programs. Ensure that communities and individuals are appropriately targeted and that program implementation is responsive to communities and complies with CRS' and USAID/OFDA policies, guidelines and quality standards; CRS Guiding Principles and values; and the agency's strategic plan.

• Program Quality. Work with the Head of Programs and technical advisors within CRS to improve technical interventions and to actively seek technical input from relevant HRD sectoral TAs, including in the area of MEAL in Emergencies, Safeguarding and Protection, and Gender.

• Resource Management. Manage and monitor CRS and local partners' financial and material resources, ensuring a timely pace of implementation in a challenging context, with spending in line with budget forecasts. Work with supply chain colleagues to ensure systems are in place that enable timely receipt and distribution of relevant project supplies and materials. Review actual expenditures against the budget and, in coordination with Finance, prepare regular and timely financial reports that explain variances.

• MEAL and Reporting. In collaboration with Head of Programs, Technical Advisors, and MEAL Manager, develop and implement a strong monitoring, evaluation, accountability, and learning (MEAL) system, ensuring measurement, documentation, analysis, and reporting of project performance and outcomes. Champion learning with project staff and partners. Provide regular updates to Head of Programs and Head of Office on progress, priorities, and constraints and prepare high quality reports and success stories for sharing with the donor and other key stakeholders.

• Partnerships and Representation. Maintain strong relationships including with local government, other NGOs, private sector partners, and other stakeholders. Assess and strengthen partnerships, applying appropriate partnership principles, tools and approaches with support from the CRS Partnership Manager. Design, implement, and monitor capacity building plans for partners including institutional capacity strengthening, individual capacity building of partner staff, and overall accompaniment. Represent CRS in relevant technical and operational working groups at the state level.

• Supervision. With supervision from the Head of Office, manage team dynamics and ensure staff well-being. Supervise and coach program staff to achieve objectives while using appropriate systems and tools. Effectively manage talent and promote professional development for team members, particularly as it relates to resilience programming. Identify training needs and opportunities for staff and facilitate training as appropriate.

• Other. Contribute to other initiatives including program design and new business development, assessments, success story documentation, development of sector-related manuals and guides, and other activities that support new and/or current emergency programming.

Qualifications:

Candidate Requirements:

  • A Medical Doctor, Master's Degree in Public Heath, international development, international relations, humanitarian assistance, or in the field of nutrition, WASH or a related field is required.
  • Minimum of 3-5 years of program management experience required, with at least 2-3 years' field experience in humanitarian programming required.
  • Experience managing complex projects preferably with an international NGO.
  • Prior supervisory experience is required; experience supervising remote teams in a complex operating environment strongly preferred.
  • Demonstrated ability to write high quality technical proposals and reports.
  • Experience implementing monitoring, evaluation, accountability, and learning systems required.
  • Prior experience managing USG (preferably OFDA) funding.
  • Competence using MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook, Teams).

Required Languages - Fluency in written and spoken English required; Arabic language abilities preferred

Duty station and Travel

This position is located in Central Darfur Zalingei CRS regional office

Willingness to travel approximately 45% of the time to project implementation remote areas

Preferred Qualifications

  • Demonstrated experience living and working in emergency or conflict-affected areas.
  • Experience implementing programs that are conflict sensitive and that mainstream gender equity, protection, and inclusion of youth, people with disabilities, and other vulnerable populations.

Supervisory Responsibilities: Project Managers/Senior Project Officers for Health, WASH, and MEAL as well as Supply Chain Officer and Engineer.

Key Working Relationships:

Internal: Senior Project Officers, Project Officers, Head of Office in Zalingei, Program Managers, MEAL Manager, Head of Programming, Country Representative, other key staff in the Zalingei and Khartoum offices, Technical Advisors at Sudan and Regional levels

External: Host country government agents in Central Darfur, UN officials, NGO agents, donor officials and local partners

Work Conditions/Environment Conditions: Based in Zalingei, Central Darfur. The living situation is a guesthouse with other staff. This is a non-accompanied post.
