Description
Scope of Project
The project "Support to the Stabilization Process in Sudan" is a new project within the framework of the Federal Republic of Germany's commitment. The objective is to support the transitional government in stabilizing Sudan.
A significant challenge of the transitional government is to stabilize the country economically and to provide basic state services to the population reliably. Sudan ranks 170th out of 189 on the United Nations Human Development Index, and the socio-economic fundamentals are accordingly poor. The lack of basic services or the inadequacy of the capacity of the state administration weakens the confidence of the population. The expectation of the population that the conditions of living in the short term will improve appreciably through targeted measures by the transitional government is very high.
There is, therefore, a need for rapid actions to ensure a peaceful transitional process. In this context, three main areas of activity, with the Sudanese partners, were identified together, where there is a high need and where rapid support is explicitly desired are namely: 1. the energy sector, 2. public finances, 3. secure IT infrastructures. A large part of the capacity-building support is intended to benefit the providers of change processes (change agents) in state institutions and other stakeholders in order to support their commitment to the positive change processes. By providing knowledge and capacity the project will contribute to stabilization and peace in Sudan. The interventions will result in enhanced capacity and performance of the transitional government and primary stakeholders in the areas of energy, public finances, and IT infrastructure.

Duties and responsibilities:
Scope of Work
Under the direct supervision of the Head of Project the Project Communication Officer will be responsible for the communication portfolio to provide effective communication action plans, tools and products by working directly with the project staff, consultants, implementing partners, national governments and stakeholders to ensure effective apprehending of the project essence and compelling highlights of project wins.
Tasks
The Project Communication Officer will provide the following key functions for external and internal communication:
- Develop a communication strategy and action plans targeting various audiences of the project in collaboration with the project team
- Produce photo-, short video- and possibly audio material
- Design visibility material (e.g. flyers, banners, posters, leaflets) and digital material
- Liaising with external PR and communication service providers and managing contracts with suppliers and contractors
- Establish a systematic approach of working collaboratively with partners to produce public communication materials, activities and messages to be shared
- Assure the proper usage of GIZ internal digital communication tools and implementation of corporate design standards by GIZ and German Foreign Office (AA)
- Events planning and management with regards to visibility
- Monitor news on the media and communication activities of implementing partners to provide weekly media reports
- Draft press release, fact sheets, speeches, and written material to be published
- Provide concepts for conducting short campaigns related initiatives to stabilization and project components and themes
- Support knowledge management to the project team on required communication
- Identify opportunities to strengthen the capacity of partners through appropriate advocacy and communication training
Other Activities
- Any other duties/functions as deemed necessary or as requested or delegated by the Project Director/Manager.

Minimum Qualification, Skills and Experience Required:
- Training/ Education: at least a BA in communication, Journalism, Graphic Design, English literature, Filmmaking, Photography or similar fields (preference given to MA (Master degree) from an accredit university).
- Technical specific knowledge: Advanced proficiency in graphic design, media camping design, branding techniques, photo and video editing software.
- Previous experience: At least 4 years of professional relevant experience in comparable positions, preferably in the field of communication and outreach.
- Languages: Native level Arabic, Excellent level of English
- Written skills: excellent structured written skills and very good communication skills
- ICT specific knowledge: Photo-, video- and design software and ICT technologies and computer applications (MS office) including presentation software
Personal skills:
- Strong teamwork, communication and organisational skills
- Ability to quickly grasp complex concepts and process information
- Flexibility, high self-initiative and creative thinking
- Ability to implement GIZ and AA publication guidelines, rules and regulations
- Confidential handling of data and information
- Ability to work proactively and in a dependable, responsible manner with great attention to detail
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
