World Vision Sudan has received a Euros 11 million grant to implement a Livelihoods and Agricultural Infrastructure Development (LAID) Project in South Darfur State of Sudan. This three-year project is expected to contribute to the stability of the Darfur region by improving infrastructure and supporting existing and alternative livelihoods.

In this regard, World Vision is seeking a qualified and experienced accounting and financial management professional with good knowledge of grants and compliance management to provide financial oversight to the project. The Project Finance Manager must be a professional with a proven track record in managing projects and dealing with a diverse group of stakeholders and working with sub-grantees. He/she demonstrates solid experiences in grant finance management including budget review, reporting and providing capacity building supports. He/she will be expected to provide effective team leadership to co-workers and to ensure effective accountability including reporting to the donor and World

Vision. The Project Finance Manager is a key member of the Project management team and is tasked with leading and coordinating the finance and grants management as well as compliance efforts of the project.

KEY RESPONSIBILITIES:

Financial Management, Grants, Compliance and Accounting:

  • Provide team leadership and technical oversight on all matters of project financial, accounting and grants management for the South Darfur Livelihood and Agriculture Infrastructure Development Project.
  • Preparation of accurate, timely and complete monthly project financial reports in line with World Vision and donor requirements, quarterly donor reports and management of cash flows.
  • Generate and update project cash flow plans regularly in coordination with the Chief of Party to ensure that enough cash is available for project implementation.
  • Lead project budget revisions, monthly project burn rate control and budget, budget monitoring and evaluations in close consultation with Chief of Party.
  • Ensures integrity and accuracy of financial data in line with World Vision and donor’s compliance requirements.
  • In liaison with procurement specialist fast track vendors payment and ensures there is no bottleneck in the payment system.
  • Support and coordinate with Engineering expert to ensure work certification for contracts are done in a timely manner to ensure payments done on schedule.
  • Take lead during external and donor audits and ensure that recommendations arising from such audits are promptly implemented.
  • Provide capacity building to the national finance/grants team and national NNGO staff, providing coaching, mentoring and on the job training.
  • Review of contractual project performance with Project Lead, proactively work to address financial/compliance issues; escalate risks and fraud issues without compromise.
  • Occasionally visit project field offices to ensure financial controls and procedures are in place.

KNOWLEDGE, SKILLS & ABILITIES:

  • In-depth knowledge of grants financial management and accounting, donor financial reporting, and compliance management as well as excellent knowledge of project cost control.
  • Ability to supervise and mentor others at international level, contracts management, and excellent reporting skills are required.
  • Demonstration of professional competency, mastery of subject matter, conscientious and efficiency in meeting commitments, observing deadlines and achieving results, is motivated by professional acumen.
  • Must have ability to show persistence when faced with difficult problems or challenges and remains calm in stressful situations, takes responsibility for incorporating gender perspectives and ensuring equal participation of women and men in all areas of work.
  • Conduct all ethical and professional behaviors in refusing fraudulent and corrupt practices including but not limited to refusing gifts, favors and preferences by any stakeholder.
  • A Graduate degree from a recognized university in Finance/Accounting, Commerce or related fields.
  • Professional certification and membership of recognized Accounting body preferred.
  • Professional training in project management, project controls or membership of Certified fraud Examiners is a definite asset.
  • A Graduate degree in Finance/Accounting, Commerce or related fields from recognized University.
  • Professional certification from a recognized Accounting body is a plus.
  • Professional training in project planning and management is a plus.
  • A strong command of Microsoft Office Word, Excel, and other relevant computer applications (e.g. ERP Software).
  • At least 7 years of post-qualification experience in Financial Management in an international development work environment, preferably in Sub-Saharan Africa, with major accomplishment in grants and compliance assignment.
  • Experience and demonstrated expertise in managing people and evaluating subordinates.
  • Certified Accountant, Certified Financial Analyst (CFA) and experience in project management.
  • Effective in written and verbal communication in English, knowledge of basic Arabic is a plus.

Preferred:

  • M.Sc. Accounting, MBA Finance/Accounting and/ or ACCA, CPA, FCCA.
  • 7 years of post-qualification experience in a fast pace humanitarian development setting in Sub-Saharan Africa.
  • Experience with KfW procedures, policies and compliance requirements are highly preferred BUT NOT a requirement.
  • Very good communicator, and unquestionable level of integrity, excellent interpersonal and team work skills.
  • Experience working in hostile/fragile context or post conflict environment.

Work Environment/Travel:

  • The position will be based in Khartoum, with occasional travel to Nyala in South Darfur.
  • The position requires ability and willingness to travel domestically up to 30% of the time.
