Background:
The Alight Sudan Program started in 2004 in response to the emergency needs of some 600,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services into underserved villages in the East Darfur, and more recently in Kassala state, East of Sudan. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization including the emergency response to Ethiopian crisis that started on November, 2020.
In mid- 2020, in partnership with UNHCR, we are providing health and WASH services to
100,000 mainly Eritrean refugees who reside in the camps of Shagarab I, II, III, K26 and Girba Refugee Camps in Kassala state. We are currently operating 5 health facilities in the camps and WASH interventions related to hygiene promotion and sanitation. This is our third year of operations with UNHCR.
Alight programs enable resiliency in rural communities in both regions in the face of recurring conflicts and natural disasters such as drought, flooding and environmental degradation. The goal is to aid transition to early recovery, in an equitable and environmentally sustainable manner.
PRIMARY PURPOSE OF THE POSITION:
The purpose of this role is to manage ALIGHT’s new program in Kassala, East Sudan and oversee the delivery of our UNHCR-funded project and coming grants. This role will manage Health Officer, Nutrition officer, WASH Officer, Protection Officer, Finance Officer and Logistics/Admin Officer
Under the management of East Sudan Area Manager, the PM will ensure overall coordination and management of ALIGHT’S works in the refugee camps and host communities

Duties and responsibilities:
Project Management:
- Providing overall leadership, management and strategic direction for the Alight’s Project in Kassala, East Sudan.
- Responsible for ensuring the project achieves agreed outputs, outcomes and targets
- Oversee the project administration, implementation and financial management to ensure that activities align with programmatic approach, budget allocations, Alight’s policies, and donor’s regulations and procedures;
- Provide direction and guidance to project staff on compliance issues, procurement Standards/requirements, and other administrative questions related to the project.
- Ensure consistency in understanding of the project log frame, monitoring, funding and reporting requirements for the project.
- Lead the implementation of the work plans and ensure project responds to changing conditions and operating environments;
- Work closely with the Health, Nutrition, Protection and WASH officers to ensure a comprehensive integrated approach to meet the program objectives
- Responsible for monthly and quarterly project reporting, including progress on indicators and objectives
- Represent ALIGHT/ARC’s Kassala project at conferences, working groups, and meetings and maintain positive relationships with implementing partners, local authorities, and the various office teams;
- Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate the provision of technical assistance;
Project Monitoring
- In collaboration with MEAL team contribute to the effective monitoring of Alight’s project activities, ensuring monitoring and evaluation plans are developed and data is reported and disseminated appropriately and in a timely manner.
- Coordinate with health service providers to ensure that epidemiological data is made available to monitor disease trends (where applicable).
- Ensure strong and proper monitoring mechanism is in place for monitoring/supervision of all Alight’s activities.
Financial Management
- Ensure project expenditures are in line with agreed project budget
- Responsible for reviewing monthly management accounts including transactions, providing monthly feedback by the deadline on any corrections, missing transactions and justification for over/under spends and preparing monthly forecasts.
- Responsible for quarterly analysis of the project budget, target settings and reviewing spends with program staff, especially on burn rate and variances.
- Assist in the preparation of the consolidated financial report as per the contractual obligations.
- When necessary, take the initiative in leading the proposal/budget revision processes with local partners.
Human Resources
- Manage project team members and oversee the running of Kassala office
- Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate the provision of technical assistance;
Liaison and Coordination
- Serve as overall communications/liaison with the donors, and key stakeholders including government representatives in the project area.
- Liaise with other NGOs/INGOs, relevant government agencies in Kassala State.
- Be responsible for the representation of ARC to donors, government, UN agencies and other NGOs in relation to the project within Kassla State

Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree in a relevant field or advanced degree in Public health, Nutrition, Agriculture, Economics, Business Management, International Development, or other relevant subjects;
- Minimum five (5) years of experience in program and 2 years in similar coordination/program management position.
- Excellent interpersonal & communication skills
- Fluency in English and Arabic oral and written is required.
- In line with ALIGHT/ARC code of conduct, able to demonstrate professional ethics and experience of working with a high degree of confidentiality.
- Willingness and ability to work in unstable environments and adhere to ALIGHT/ ARC’s security policies.
- Ability to live and work under hardship conditions with limited resources
