 Background:

The International Red Cross and Red Crescent Movement consists of the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC) and 192 National Red Cross and Red Crescent Societies, where the German Red Cross (SRC) and Sudanese Red Crescent (SRCS) are two such National Societies. Together this is the world's largest humanitarian network, and its work is guided by its Seven Fundamental Principles.

 

The German Red Cross (GRC) and SRCS, building on the actions towards disasters, have developed a three-year bilateral project called ‘Forecast based Financing in Sudan’ supported by German Bank Association. It is a project based on Anticipation instead of reaction.

The project is coordinated and managed at the branch, locality and community levels, under the direct supervision of the respective SRCS Branch Director, a branch level DM, together with overall supervision from the SRCS FbF National Project Coordinator, and the Director of Disaster Management (DM) and technical support from the internal group of SRCS and Trigger Technical group of all of the relevant government offices and the core members who are implementing FbF in Sudan (WFP, Save the Children )A German RC project delegate will also support the project.

All project activities are to be carried out through established SRCS structures and will be based on the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement.
 Duties and responsibilities:

Main Responsibilities

  • Support the project to plan, implement, monitor, and evaluate the FbF project
  • Support selected SRCS branches to assess their capacity development needs and develop plans to address these needs as well as to support and monitor the implementation of the plans
  • Support the planning and implementation of trainings and other project related events
  • Support the procurement of annual audits and ensure that they are being completed on time
  • Undertake regular on-site monitoring of project activities through field visits, interviews and other monitoring methods and tools, as relevant
  • Undertake budget/financial monitoring, as needed;
    • Checking eligibility of project costs
    • Reviewing financial reports
    • Reviewing transaction lists
    • Reviewing cash requests
  • Ensure that agreed procedures for procurement and fleet are followed and that supporting documents are in accordance with SRCS/SRC requirements
  • Report on the project as required
  • Ensuring compliance with the back donors’ requirements and SRC internal requirements
  • Capture learnings at branch and country-level
  • Coordinate GRC’s technical support to SRCS as part of the project
  • Participate in coordination meetings in-country and within GRC
  • Maintain and consolidate working relationships within the wider RCRC Movement and with external stakeholders as needed.
  • Respect GRC’s security regulation for Sudan
  • Carry out any other relevant task assigned by SRCS
 Minimum Qualification, Skills and Experience Required:

Position Requirements

Education Required  Preferred
Relevant academic degree in social sciences, development studies, business management or related field. Focus on environment/DRR, Anticipation and disasters forecasting would be an advantage X
Experience Required  Preferred
At least 2 years relevant working experience in supporting humanitarian or development programmes X
Experience in planning, monitoring, learning, evaluation and reporting X
Experience of project budgeting and financial reporting X
Experience of procurement X
Experience in organizational development and/or capacity building x
Experience in Community Engagement and Accountability (CEA) x
Experience of working with environment, Anticipation, weather forecast , Volunteer Management and/or Green Response X
Experience of working within the Red Cross Red Crescent Movement X
Knowledge and Skills Required    Preferred
Good computer skills (Microsoft package; excel, word, power point etc) X
Ability to train and coach others x

The Project Officer is expected to support the smooth implementation of the FbF project while ensuring that the implementation of the project is led by, and own by, SRCS.

 

The role is expected to provide support to SRCS and GRC in the implementation of the FbF project. He/she is further expected to coordinate support from additional GRC technical resources to SRCS. The Project Officer is also responsible for ensuring adherence to back-donor requirement and internal requirements as well as to ensure that the project contributes to the strategic priorities of SRCS. The role will work closely with the German RC project delegate.
