Background:
The Sudanese Red Crescent Society (SRCS) is a lead National Society in providing quality humanitarian work. It was established in 1956 and is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC). SRCS operates across Sudan with 18 branches, more than 75 units and an active volunteer base of about 35,000.
SRCS and the German Red Cross (GRC) have been working in partnership since 1990. Currently, SRCS, with financial and technical support from GRC, is implementing a Forecast-based Financing (FbF) project, with funding from the Deutsche Bank Stiftung (DBS). FbF is a programme that enables access to humanitarian funding for early action based on in-depth forecast information and risk analysis. The goal of FbF is to anticipate disasters, prevent their impact, if possible, and reduce human suffering and losses. A key element of FbF is that the allocation of financial resources is agreed in advance, together with the specific forecast threshold that triggers the release of those resources for the implementation of early actions. The roles and responsibilities of everyone involved in implementing these actions are defined in the Early Action Protocol (EAP). This ensures the full commitment of implementation among the involved stakeholders.
The FbF Project in Sudan aims to develop and strengthen the capacity of SRCS (headquarters and branches) to implement early (anticipatory) action in high-risk areas to effectively help communities prepare and protect themselves and their livelihoods before an extreme event like a flood or drought. The project has four expected results:
- FbF and a risk financing plan in Sudan has been developed together with relevant national and international stakeholders
- The FbF approach has been tested, activated, and evaluated in Sudan and is adapted based on lessons learned. The project has built the evidence for the implementation of an FbF mechanism and promoted the learning process on FbF
- The capacity of the SRCS and national and regional actors has been strengthened to ensure the implementation of anticipatory action and update existing Early Action Protocols (EAPs)
- The FbF concept in Sudan is established among national organizations and authorities and integrated in their disaster risk management and contingency plans.

Duties and responsibilities:
OVERALL JOB PURPOSE
The concept of FbF is new to SRCS as well as to other potential partners. This will be the first Red Cross/Red Crescent FbF project in Sudan. Together with the GRC FbF Delegate and the National Project Coordinator (FbF), the PMER Officer (FbF) will lead the project monitoring, process learning and impact evaluation to support the introduction and establishment of FbF mechanism within SRCS.
SPECIFIC DUTIES AND RESPONSIBILITIES
Project Implementation, Monitoring, Evaluation and Reporting
- Coordinate project planning, monitoring, reporting and evaluation, as per SRCS PMER Manual, GRC and DBS requirements
- Develop and implement mechanisms to monitor and evaluate project performance, according to work plans and project targets and in collaboration with the FbF Project Team, SRCS Departments and Branches
- Adapt and contextualize Standard Operations Procedures and operational guidelines on initiatives that help to ensure the project’s quality, including on Community Engagement & Accountability (CEA), Protection, Gender & Inclusion (PGI), throughout the project cycle and oversee its implementation
- Establish and/or maintain database (MIS) on forecasts, exposure, vulnerability, project activities, etc.
- Make recommendations to the FbF Project Team, SRCS Head of PMER on the best course of action to strengthen results management
- Prepare the TOR and coordinate the process of project assessment, baseline, mid-term and end line and evaluation surveys, in collaboration with the FbF Project Team
- Integrate CEA into the M&E processes for the project, ensure communities are consulted and feedback is regularly collected and documented to understand levels of satisfaction with the project implementation and EAP implementation, once activated
- Develop M&E plan for the project as well as the corresponding tools following SRCS PMER Manual
- Ensure monthly data collection and compile the information regularly into reports to be submitted to the National FbF Project Coordinator and GRC FbF Delegate
- Collect, document, incorporate key issues from project Field Monitoring Reports into the project periodic reports and disseminate for enhancement of organizational learning
- Support the development of periodic project reports to be able to request for the next funding tranche
- Support donor and partner visits
Technical Support and Capacity Building
- Enhance the capacity of SRCS HQ and Branch staff and volunteers in PMER in the context of FbF through on-the-job trainings and by facilitating workshops in coordination with the Branch Directors, SRCS Head of PMER, FbF National Project Coordinator, and GRC FbF Delegate
- Train, supervise, coach and mentor the FbF Project Team on PMER
- Participate in national and international trainings, workshops, and working group meetings on FbF themes, including the annual regional and global Dialogue Platforms
- Collect and clean data sets from a variety of sources related to weather, climate, flood/drought/heatwave exposure, vulnerability, physical assets
- Develop external partnerships as needed to access data
- Identify training needs and provide training and coaching for staff and local counterparts
Knowledge Management and Communication
- Document good practices, case stories, research reports and other achievements of the project
- Design and implement qualitative and quantitative research, action research, and assessments (including impact evaluations)
- Collect learning and best practices based on beneficiary feedback and feed into overall development of PMER and CEA in SRCS
- Support the development and implementation of the Communication Plan of the project
- Support the development of knowledge products, IECs and communication materials
- Produce reports, stories of the trainings, workshops, meetings organized under the project
- Carry out other relevant duties within his/her technical competence as required

Minimum Qualification, Skills and Experience Required:
Qualifications and Experience
- University degree in relevant field: disaster risk management, social sciences, development studies, geography, hydrology, meteorology, engineering. Post-graduate degree is an asset
- At least three years of relevant professional experience, with thematic focus on disaster risk reduction (DRR) or climate change adaptation (CCA) or humanitarian assistance
- Demonstrated experience in PMER of complex projects with multiple stakeholders in a fast-paced, high-pressure environment
- Commitment to promoting collaboration and teamwork across organizational boundaries, and maintaining high standards for work products
Skills and Knowledge
- Highly driven attitude with priorities set on assuring project implementation progress through efficient planning and organization, as well as efficient prioritization of tasks
- Strong planning, monitoring, evaluation, and reporting skills of development and/or humanitarian projects
- Extensive knowledge and experience of participatory approach in training and community development
- Proven report writing
- Excellent computer skills, experience with SPSS or any relevant software for data collection
- Excellent interpersonal and intercultural skills, ability to communicate clearly and effectively and build relationships at all levels
- Oral and written fluency in English and Arabic language
- Previous experience of working with Red Cross or Red Crescent Societies, is preferable
- Willingness and ability to work in unstable environments and adhere to SRCS security policies
