The Center is implementing an initiative to launch a nationwide Youth Citizen Observer (YCO) Network to strengthen the role of young women and men, who, through independent grassroots monitoring, local peacebuilding, public reporting and advocacy, will help expand youth political participation and protect civic space.

The Public Communications Officer will provide technical expertise for developing and implementing a communication strategy for the Carter Center’s Youth Citizen Observer project, as well as any other field activities. Working closely with the Head of Peace Programs, the successful candidate will engage relevant stakeholders to ensure that the project’s public messaging is context-informed and reaches the needed target audiences. The Public Communications Officer will coordinate with the relevant field office staff for their inputs to coordinate the public-communication strategy and ensure that messages are in-line with project objectives. This position may require in-country travel in line with the Carter Center’s policies. The full job description is below.

 Duties and responsibilities:
  • Liaise with key stakeholders and groups in Khartoum and around Sudan to communicate the purpose, process, and desired outcomes of the Center’s field-based activities and programming;
  • Contribute to the development of a communication strategy for the Center’s technical assistance program for youth citizen observers;
  • Coordinate public messaging strategy with local and international partners. If necessary, provide advice to partners on overcoming communications challenges;
  • Communicate regularly with the Khartoum and Atlanta teams about the public reactions to its programming, needs, and strategies.
  • Disseminate key messages and documents related to Carter Center peace programming in Sudan over many platforms including but not limited to conversations, press conferences, social media, radio, and tv;
  • Organize =press events as needed;
  • Contribute to the internal weekly report in coordination with other members of the KRT team;
  • Communicate with the Communications team at HQ as necessary to ensure the communications strategy is in line with the relevant Carter Center’s policies and guidelines;
  • If necessary, create and distribute graphics relating to the Carter Center programming;
  • Other duties as assigned.
 Minimum Qualification, Skills and Experience Required:

Applicants should have a minimum of three years of experience in a similar capacity with experience in communications. This is a local position and is open for Sudanese nationals. Salary is commensurate with experience and within the Carter Center’s salary scale and project budgets.

Candidates should have a university degree in a relevant field and possess strong personnel communication abilities, cross-cultural understanding, computer and multimedia skills, be highly organized, and be able to work under pressure and tight deadlines as needed. Knowledge of the latest communication strategies and techniques across online and offline platforms is required. A positive attitude and the ability to work effectively within a team are essential. Fluency in Arabic and English, both verbal and written, are essential.
