Background:
 

CHILD SAFEGUARDING: The job holder is subject to Child Safeguarding policy, standards and procedures.

The Child Safeguarding level for this position is level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

He or she will develop and oversee the implementation of security management systems and protocols in line with SCI’s safety and security standards in Greater Kordufan.

He or she will identify changes and trends in the security environment in Greater Kordufan, develop and oversee the implementation of security risk management, standard operating procedures and contingency plans, and facilitate training and capacity building of both management and field staff.

He or she will provide expert security risk management advice to all levels of SCI staff in the Greater Kordufan on contextual understanding, managing critical incidents, and providing timely advisories.

He or she will be a Focal Point for matters relating to the safety and security of SC staff and programs in Greater Kordufan.

He or she will work closely with the Greater Kordufan Area Manager and the Country Safety & Security Manager in response to safety and security management queries from Sub-offices as well as support development/delivery of safety and security courses for all Save the Children staff in Greater Kordufan.

 

 Duties and responsibilities:
 

KEY AREAS OF RESPONSIBILITY:

  • Monitor and track security changes in Greater Kordufan and advise the Area Manager and the Country Safety and Security Manager appropriately.
  • Evaluate, review and update the security management plans on a regular basis in compliance with global safety and security standards and requirements.
  • Work with Field Security Focal Points to develop, consolidate and implement program area safety and security operating procedures and contingency plans.
  • Evaluate, review and update the hibernation and evacuation plans for all Field offices and residences in Greater Kordufan and ensure that the practical preparations are in place and known to all staff involved.
  • Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Implement and enforce Save the Children safety and security procedures e.g. SOPs contingency plans.
  • Ensure each field office in Greater Kordufan has adequate fire safety equipment (fire extinguishers) and that all staff are trained on fire fighting and basic first aid.
  • Participate in vetting of hired vehicles for operational use by SCI in Greater Kordufan.
  • Ensure each field office and vehicle in Greater Kordufan has fully stocked first aid Kit.
  • Facilitate safety and security trainings to staff in Greater Kordufan; this will include ensuring that all SC staff members have completed SC E- Personal Safety and Security training.
  • Participate in Area Program review meetings and contribute to implementation plans to ensure the timely, safe, and secure delivery of SCI service to beneficiaries.
  • Advise program and field management teams on context-specific risks pertaining safety and security, and contribute to the development and implementation of mitigation measures and plans.
  • Review and update security briefing documents for use in briefing and orientation of new staff and visitors to Greater Kordufan.
  • Ensure that all incidents including near- miss are reported without delay to the area Manager and the Country Safety and Security Manager.
  • Compile and submit the weekly and monthly security reports to the Country Safety and Security Manager.
  • Submit daily contextual updates as needed to the SMT and relevant field and program management staff during heightened security situation in Greater Kordufan.
  • Initiate and prepare incident investigation report to the Country Safety and Security Manager and the Area Manager for all incidents reported in Greater Kordufan.
  • Ensure all incidents affecting SCI staff, assets and program are on timely manner reported and followed up on Datix.
  • Liaise and work in collaboration with other departments e.g., administration/HR, logistics, finance and program.
  • Ensure program staff have adequate and properly communication equipment, e.g., mobile phone, SAT phones along with reliable communication protocols including communication tree tool.
  • Test the efficacy of communication tree for Greater Kordufan staff on quarterly basis.
  • Provide timely feedback on questions and technical assistance requests from the Country Safety and Security Manager and country program team members.
  • Maintain appropriate networking/ links with INGOs, UN Agencies security personnel including GoS security organs to stay informed on security matters.

QUALIFICATIONS 

  • BA in social sciences, international relations, business management, or other relevant field experience.

 

 

EXPERIENCE AND SKILLS

  • Solid experience in safety and security management in a conflict/post conflict environment, awareness about Greater Kordufan regarding security, culture, tribal conflict and economy context is an advantage.
  • Demonstrated ability to build staff capacity in safety and security measures.
  • Excellent inter – personal and communication skills both verbally and written.
  • Ability to follow procedures, work independently and cooperatively with team members is required, particularly under high stress and sometimes-insecure conditions.
  • Fluency in written and spoken English.
