SUMMARY:
RI is seeking a Safety and Security Manager to support the DCD Operations in identifying, analyzing, and mitigating risk in order to facilitate access for humanitarian programming in Sudan and to ensure RI operates within acceptable S&S risk levels.

Duties and responsibilities:
Safety And Security Management
- Ensuring that the Sudan county and field offices is compliant with the RI Security Policy, RI Quality Framework Country Office Standards, and any other relevant Safety and Security standards, directives, and Key Performance Indicators.
- Conduct regular Security Risk Assessments for areas of programme operations, RI locations and other areas of risk.
- Develop and maintain the Safety and Security Management Plan and SOPs, and ensure relevant staff are familiar with its contents.
- Develop scenario planning for security and safety risk management.
- Provide proactive safety security management advice, guidance and support.
- Provide day-to-day Safety and Security Management, and assurance, including: situation monitoring, information sharing and reporting, implementing mitigation measures, reporting, and evaluation.
- Foster a ‘security culture’ within RI Sudan.
Humanitarian Access
- Identify, analysis and manage key relationships in Sudan that will facilitate access for RI programming.
- Advise on visibility and communications approaches for RI and Sudan.
- Develop and promote an active acceptance approach to RI programming in Sudan.
- Conduct security / access assessments of new areas of operation for RI, advising senior management and programme teams Contextual understanding and reporting.
- Build and maintain networks for information sharing and coordination among other INGOs, local authorities and other actors.
- Maintain oversight of the operational, security and cultural context in Sudan, and advise other departments on contextual factors.
- Compile and write regular reports for both internal and external audiences.
Capacity Building.
- Ensure that all staff must receive safety and security trainings, orientations, briefings appropriate to their roles and as determined by the assessed risks in Sudan.
- Develop and deliver capacity building through Safety and Security Training Plan for all Sudan staff.
- Play a key role in building the capacity of each Security staff/ SFP, consistent with the assessed needs. Undertake assessments of partner security management capacity and develop capacity building plans and proposals for them.

Minimum Qualification, Skills and Experience Required:
Essential
- 5 years of experience in Security Management.
- Excellent interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, armed groups, donors, International Organizations and local NGOs.
- Experience of working in hostile environments.
- Self-motivated with the ability to work autonomously in a highly stressful and challenging environment, balancing between multiple competing priorities.
- Proven ability to undertake Security Risk assessments.
- Ability to formulate and communicate analysis of a changing security environment.
- Proven skills in concise and succinct report writing.
- Strong leadership skills.
- Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
- Fluent in English (written and spoken).
- Ability to articulate humanitarian principles as a basis for ensuring access.
Desirable
- Previous experience as an NGO Security Adviser / Manager.
- Experience in designing and delivering Training.
- Strong interpersonal and communication skills in English.
