PEPSE: To support PSE Policy implementation, the Promoting Excellence in Private Sector Engagement (PEPSE) mechanism, implemented by Resonance Global, procures services for the U.S. Global Development Labs Center for Transformational Partnerships (CTP) - the future PSE Hub under the new Development, Democracy, and Innovation(DDI) Bureau and the Agency's Missions, Bureaus, and Independent Offices (MBIOs). PEPSE provides MBIOs and CTP with access to communication, technical, and institutional support services that facilitate PSE to achieve sustainable development impact.

PEPSE's technical and advisory services support MBIOs in gaining a deeper understanding of the private sector, building MBIO PSE capacity, furthering strategic collaboration with the private sector, and embracing market-based approaches to development challenges. Activities include, but are not limited to, PSE trainings, visioning workshops, co-creation, desk research, strategy design support, and private sector landscape assessments (PSLAs).

Engagement Overview: The U.S. Bureau for Humanitarian Assistance (BHA) is continuing to explore opportunities to collaborate with the private sector in the humanitarian space. Although the private sector is often involved in disaster response, BHA's Public Private Engagement (PPE) Team sees an opportunity to engage different types of global and local private sector actors in disaster preparedness to improve the efficiency and effectiveness of humanitarian assistance through collaboration and partnerships. In line with its overall strategy, BHA seeks to continue to identify and engage in high-potential, action-oriented collaboration opportunities across key regions of its portfolio. In that regard, PEPSE is supporting BHA to conduct a private sector landscape analysis (PSLA) in Sudan. The PSLA will identify private sector engagement (PSE) and partnership opportunities and provide action-oriented recommendations for next steps that align with BHA's portfolio in Sudan.

The Senior Local PSLA Advisor will predominantly support the PSLA to be conducted from August 1-October 30,2020. Total expected LOE for the consultant is 25 days.

Tasks

  • Participate in team check-ins and meetings as required
  • Contribute to the development of interview protocols, providing necessary contextual information and knowledge
  • Advise on specific stakeholders in the private and public sectors who should be interviewed and consulted as part of the activity
  • Analyze priority areas highlighted in the PSLA SOW and advising the team on how best to align these priorities within the overall PSLA
  • Contribute to ideation around role and opportunities for private sector engagement in disaster preparedness, resilience, and response in Sudan
  • Participate in in-person and remote (telephone or videoconference) interviews with the private sector and other stakeholders identified for the Sudan PSLA
  • Contribute to the development and submission of all deliverables as directed by the Team Leader, including:
  • Support the production of presentations to BHA leadership and technical teams. This may include drafting presentation materials and presenting findings to clients
  • Support the production of the final report (both initial and final drafts). This may include writing specific sections of the report
  • Conduct any requested follow-up activities

Required Qualifications

  • Minimum of ten (10) years of progressive experience brokering, designing, and implementing public-private partnerships and alliances in a variety of sectors in Sudan
  • Master's degree in business administration, international development, or related field required
  • Demonstrated leadership and interpersonal skills
  • Strong written and oral presentation skills

Preferred Qualifications

  • Experience working with USAID or other large government or donor entities preferred.
  • Experience with public-private partnerships strongly preferred.
