Background:
GOAL has been working in Sudan since 1985.In South Kordofan, GOAL re-started direct operations in 2018 and is expanding in the state to 4 localities in 2019 and is currently implementing programmes covering health and nutrition, WASH and FSL in Sudan, working in South Kordofan and North Darfur states, and supporting the federal Ministry of Health Nutrition Department with technical support. Overall, GOAL provides integrated health, nutrition, WASH, and FSL programming to meet urgent humanitarian needs of the population and build capacity of agencies to respond.
General Description of the Role:
The senior procurement officer will be based in Dilling with frequent visits to field stations including and not limited to Abukarshola, Rashad, Talodi, Abujebeha and Habila. S/he will be expected to support Procurement department applying GOAL Procedures in proper manner and ensuring orders for goods and services are processed promptly and good value is obtained. The Senior Procurement Officer works under the overall guidance and supervision of the Procurement Manager.

Duties and responsibilities:
- Receive orders from program team in South Kordofan, ensuring that the Procurement Requests (PR) have been filled correctly with quantities / specifications as much as possible, properly coded and authorized by the relevant persons.
- Maintain, Monitor & update tracking of the received orders on OTS
- Where requested, help the requester develop specs, estimation cost, etc.
- Make sure that Tender committee is conducting meeting at opening offers and signed in the opening tender committee Form.
- In liaison with the Logistics Department coordinate the reception of goods from suppliers and follow up with suppliers / transporters on items missing or damaged in transit.
- Make sure that all suppliers are dealt with fairly and equally. You must never use your position for personal gain and should refuse any gifts that are offered by suppliers.
- Ensure procurement is undertaken in a timely manner to minimize disruption to programme. Provide advance warnings of delays / shortages or other problems to programme managers
- Coach the procurement officers and monitoring progress of his work and providing on-going training in roles and procedures.
- Representative for procurement department in inter-departmental meetings and at field level where required or asked by Procurement Manager
- Understands the basic principles of supply management and the concept of purchasing.
- The Senior Procurement Officer files all relevant procurement paperwork, in hard copy as well as on the computer.
- Take care to maintain good relations with suppliers and is always mindful of GOAL’s reputation.
- Understand and learn all donor rules and ensure all GOAL procurement complies. A clear understanding and knowledge of GOAL procurement procedures is required and an advisory role towards other departments of GOAL would be necessary.
- Make sure all authorization levels and standard procurement regulations are respected.
- Ensure payment is made promptly and that Finance receive all necessary documentation.
- Respond flexibly to changing program needs, prioritizing tasks in a logical, sensible way and in coordination/consultation with the Procurement Manager, other Procurement staff, and Programe teams.
- Show willingness and enthusiasm to be helpful and supportive to program and other staff, reacting to changing situation with a positive approach.
- Report on weekly and monthly basis to line manager and GOAL Procurement Manager on agreed format.
- Carry out regular market surveys in anticipation of current and future Project operational requirements.
- Develop and maintain Vendor roster and price list for the activities undertaken by Goal for all programs in South Kordofan State-Sudan.
General Safety Responsibilities:
- The job holder must be committed to the GOAL’s general safety policy statement and the Goal’s safety programme and be aware of his contribution to the programme, including requirement to monitor safety performance and compliance with the systems established to assist in maintaining high safety standards.
- The job holder must be familiar with the safety legislation that is relevant to his post and comply with the necessary statutory requirements. These will include the health & Safety at work Act, Fire precautions Act 1971 and associated regulations.
The job holder will agree:

Minimum Qualification, Skills and Experience Required:
- A minimum of 3 years procurement experience in NGO, private sector or commercial organisation
- Proven experience of staff management.
- Ability to deliver under intense pressure. Self-starter who is able to manage their own workload and motivate team members.
- Qualification in Economic, Business Administration or any related studies will be a distinct advantage
- Computer Skills, including proficiency in Email, Microsoft Excel and Microsoft Word are essential
