Description

 Background:

 Duties and responsibilities:
  1. Lead the Organization through an effective culture change to achieve HSE excellence, build shared vision, motivate, coach and develop staff, and achieve results through team members.
  2. Liaison with line managers and Group HSSE Directory to ensure coherence with goals and achieve Organization business success.
  3. Establish and maintain clear organizational responsibilities for risk management in Organization activities, and become focal point for competence assurance for HSE-critical staff in the Organization
  4. Contribute to risk studies and, allocate responsibilities for maintaining controls.
  5. As custodian of the Organization HSE-MS Framework, be responsible for its quality, implementation, performance monitoring and annual effectiveness reviews.
  6. Establish and maintain Organization HSE legislative register, permits and status of regulatory compliance.
  7. Contribute to investigation of RAM3+ incidents, analysis of trends, facilitate Reviews by Line Manager and be responsible for effective cascade of LFIs (Lesson from Incidents)
  8. Lead HSE Culture improvement activities with Line leaders, and coach/mentor line managers
  9. Review Organization HSE performance on monthly basis, determine corrective action plans with line managers and contribute to achievement of continuous improvement
  10. Facilitate HSE MS effectiveness review by Management Team.
  11. Supports the Top Management in the HSE Policy and Guidelines issue.
  12. Supports the Top Management in the HSE Management System standard issue.
  13. Ensures, in accordance with the Group guidelines, the implementation, updating, review and auditing of the Organization HSE Systems.
  14. Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Organization Directives.
  15. Provides for motivation and familiarization of all Organization personnel respecting the importance of complying with Organization system procedures and all Safety equipment provided.
  16. Provides technical support to Senior Management on any safety related subjects.
  17. Carries out any in-house safety training.
  18. Performs Risk Assessment.
  19. Manage Monitor HSSE performance via establishing active and reactive KPI’s
  20. Conducts safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow up assessments.
  21. Plans, implements, and conducts preventative care, safety, and compliance training programs.
  22. Collaborates with management to develop an Emergency Action Plan and serve as primary contact for project site injury and incident notification, investigation, and case management. 
 Minimum Qualification, Skills and Experience Required:

Qualifications:

  • Bachelor’s degree in Engineering.
  • NEBOSH IGC

Experience:

  • Minimum of 8 years’ experience in a similar role.
  • In-depth knowledge of regulatory requirements, interpretations, and health and safety programs.
  • Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation by using Tripod Beta Tool, HSE Auditing Techniques, HEMP.
  • Industrial Hygiene and ISO 14001:2004 and OHSAS 18001.
  • Experience with writing policies and procedures for health and safety
  • Excellent knowledge of legislations and procedures
  • Excellent knowledge of potentially hazardous materials or practices

Language Ability:

Must be good communicator and be fluent in English and Arabic

Computer Skills:

Advanced knowledge of Microsoft office is required with special emphasis on MS-Word, Excel & Powerpoint.

Work Environment:

  • Must be able to work unsupervised
  • Able to work in different locations where environmental concerns are present.
  • Must be able to lead and guide small teams
