| Context
|
The Swedish Red Cross (SRC) and SRCS, building on previous experience, have developed a two-year bilateral project called ‘Disaster Risk Reduction and Climate Change Adaptation in Sudan’ supported by Sida. It is a community based DRR/CCA intervention with strong focus on protection, gender and inclusion (PGI)/community engagement and accountability (CEA), targeting high-risk communities and households to build their resilience in mitigating, preparing and responding to natural hazards and climate change with a geographical focus in the Red Sea, North Kordofan, River Nile and Northern States.
The project is coordinated and managed at the branch, locality and community levels, under the direct supervision of the respective SRCS Branch Director, a branch level Project Coordinator, together with overall supervision from the SRCS DRR/CCA National Programme Coordinator, and the Director of Disaster Management (DM) and technical support from DRR/CCA and PGI Project Officers at SRCS HQ. The incumbent will be responsible for providing technical DRR/CCA within the project and SRCS.
All project activities are to be carried out through established SRCS structures and will be based on the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement. |
| Key responsibilities |
- The DRR/CCA National Programme Coordinator is responsible for the effective implementation of the DRR/CCA project, in accordance with the SRCS standard and the Sida requirements.
- Supporting and mentoring staff and volunteers implementing project activities in HQ and the target SRCS branches.
- Lead and facilitate excellent working relationships with government agencies, partners and stakeholders, volunteers, other SRCS project teams, and the community-based disaster management/climate change adaptation groups.

| Programme implementation, monitoring, evaluation and reporting |
- Coordinate planning and designing activities in the target Branches as per the project description and specific needs of communities in respective states
- Ensure effective and timely project implementation
- Ensure timely submission of high-qualitynarrative and financial reports to SRCS Director of DM and Swedish RC as per SRCS and Sida requirements
- Maintain regular monitoring of the project progress and clear financial accountability by working closely with finance team to maintain proper financial standards as per the SRCS/SRC and Sida requirements
- Undertake frequent visits to the targeted branches to support and monitor the project, ensuring that a clear monitoring and evaluation system is in place
- Ensure that activities carried out in targeted communities are of high quality, gender, diversity and conflict sensitive, and use a participatory approach in line with the Red Cross/Red Crescent Community Engagement and Accountability (CEA) approach.

| Capacity development and technical support |
- Enhance the capacity of SRCS Branch Project staff and volunteers to deliver quality and timely services by on the job trainings and by facilitating workshops in coordination with the project team, Branch Directors, SRCS Director of DM, SRCS Programme Director, Swedish RC and relevant advisors
- Supervise, coach and mentor project team in the HQ and in target Branches
- Support SRCS DM department, when needed

| Programme Development |
- Support in the development project proposals for new opportunities at the national and branch level.
- Contribute to knowledge management within SRCS, highlighting key developments at the that can be communicated and shared.
- Keep abreast of new developments in community resilience, DRR and CCA and assist SRCS and partners to access resources
- Support the SRCS and the project in mobilising external partnerships to support programme activities

| Representation and liaison |
- Attend relevant coordination meetings to establish partnerships and enhance collaboration among relevant stakeholders at the national and state level
- Engage in advocacy and strengthen working relationships with relevant authorities and partners promoting the SRCS and the RCRC Movement direction on community-based resilience, DRR and CCA

| Management and strategy development |
- Make field-based recommendations to the SRCS Director of Disaster Management and Swedish RC Delegate on the best course of action
- Contribute to development and implementation of the SRCS Protection, Gender and Inclusion (PGI) mainstreaming policy

| Personal qualifications |
| Education |
- Bachelor’s degree in relevant field such as Disaster Risk Reduction, environmental field or social science. Masters preferred.
|
| Profile, Experience and Knowledge
|
- 4 years or more of project management experience including reporting and monitoring
- More than 3 years’ experience working experience in DRR, CCA or environmental field preferred
- Excellent leadership, organizational communication and advocacy skills
- Strong interpersonal and cross cultural skills for building synergies and collaboration with partners, beneficiaries and donor agencies
- Ability to develop, monitor, report and evaluate activities
- Experience of supervision and mentoring
- Self-supporting in computers (Windows, spreadsheets, power point)
- Ability to support colleagues remotely
- Ability to effectively work remotely if necessary (via email, online)
